The article examines the key features and functions of the proposed Finnish Climate Change Act (fcca). It also analyses the legal implications of the Act and the qualities and factors which may limit its effectiveness. The paper argues that, despite its weak legal implications, the fcca would provide the regulatory preconditions for higher-quality climate policy-making in Finland, and it has the capacity to play an important role in national climate policy. The fcca would deliver regulatory foundations for systematic and integrated climate policy-making, also enabling wide public scrutiny. The proposed model leaves room for manifold climate-policy choices in varying societal and economical contexts. The cost of dynamic features is the relalow predictability in terms of sectorial paths on emission reductions. Another relevant challenge relates to the intended preparation of overlapping mid-term energy and climate plans with instruments of the fcca.

This study presents a cellular automata (CA) model to assist decision-makers in understanding the effects of infrastructure development projects on adverse events in an active war theater. The adverse events are caused by terrorist activities that primarily target the civilian population in countries such as Afghanistan. In the CA-based model, cells in the same neighborhood synchronously interact with one another to determine their next states, and small changes in iteration yield to complex formations of adverse event risks. The results demonstrate that the proposed model can help in the evaluation of infrastructure development projects in relation to changes in the reported adverse events, as well as in the identification of the geographical locations, times, and impacts of such developments. The results also show that infrastructure development projects have different impacts on the reported adverse events. The CA modeling approach can be used to support decision-makers in allocating infrastructure development funds to stabilize active war regions with higher adverse event risks. Such models can also improve the understanding of the complex interactions between infrastructure development projects and adverse events.

Community participation has become important in government, policy makers, and environmentalists over last few decades, and as a result, it is now an established principle as it is widely used not only in academic literature but in policy-making documents, international discussions, as well as in local debates when considering issues dealing with decision-making to achieve sustainable development. Implementation of green policy and community participation programs through representatives—organization, groups of individuals—enhances the benefits of polices and program and adds value to policy as well as making the policy's results and responses more effective and stronger.

Public Participation in realizing Kuningan as a research location Conservation District is performed in Kuningan District. The purpose of this study was to determine the Implementation Regulations Kuningan District No. 12 of 2007 on the Conservation of Water Resources. and to find out what people's participation in realizing Kuningan as Conservation District. This research can be useful, among others, the study has been practically is can be used in policy-making related to the environment and settings to improve community participation in supporting the preservation of the environment and conservation, especially in the District Kuningan and generally in Indonesia. The method used by the researchers in this study is a discussion of evaluative method of analysis, which is a method of collecting and presenting data obtained to analyze the actual situation and then performed a rational analysis based reference juridical through library research and field research. The results of research that community participation in realizing the Kuningan as a conservation district is a step forward because it participates in government programs to help the protection and preservation of the environment that will create a beautiful and healthy environment. Forms of community participation brass districts namely through bridal care environment (pepeling), students are concerned about the environment (seruling) and officials concerned.about.the.environment (apel). Policy-making in universities has been characterized in a variety of ways. The bureaucratic, collegial, political, and organized anarchy models have all been proposed as descriptions of the process. Although each of these models is useful in the study of university policy-making, they fail to provide a complete explanation of the phenomenon. An alternate approach to the conceptualization and analysis of policy-making is proposed and applied to a recent case at The University of Calgary. The proposed model describes policy-making as a set of "policymaking systems" each of which is temporary in nature and develops in response to an identifiable stress in the institutional environment.

New product development projects (NPDP) face different risks that may affect the scheduling. In this article, the purpose was to develop an optimization model to solve the RCPSP in NPDP and obtain a robust baseline for the project. The proposed model includes three stages: the identification of the project’s risks, an estimation of activities’ duration, and the resolution of an integer linear program. Two versions of the model were designed and compared in order to select the best one. The first version uses a method to estimate the activities’ duration based on the expected value of the impact of the risks and the second version uses a method based on the judgmental risk analysis process. Finally, the two version of the model were applied to a case study and the best version of the model was identified using a robustness indicator that analyses the start times of the baselines generated.

According to various surveys conducted, regardless of how many studies in software development projects have been done, the chance that software development projects may fail remains very high. A relatively new approach to the problem of failure is using the concept of artificial intelligence (AI) to help automate a certain part(s) of the projects in order to minimize the issue. Unfortunately, most of the works proposed to date use AI as a standalone system, which leads to limiting the degree of automation that the overall system can benefit from the technology. This chapter discusses a preliminary work on a novel risk monitoring, which utilizes a number of agent-based systems that cooperate with each other in minimizing risks for the projects. The proposed model not only leads to a high degree of automation in risk management, but this extensible model also allows additional tasks in risk monitoring to be easily added and automated if required.
