This paper aims toward the improvement of the limitations of traditional failure mode and effect analysis (FMEA) and examines the crucial failure modes and components for railway train operation. In order to overcome the drawbacks of current FMEA, this paper proposes a novel risk prioritization method based on cumulative prospect theory and type-2 intuitionistic fuzzy VIKOR approach. Type-2 intuitionistic VIKOR handles the combination of the risk factors with their entropy weight. Triangular fuzzy number intuitionistic fuzzy numbers (TFNIFNs) applied as type-2 intuitionistic fuzzy numbers (Type-2 IFNs) are adopted to depict the uncertainty in the risk analysis. Then, cumulative prospect theory is employed to deal with the FMEA team member’s risk sensitiveness and decision-making psychological behavior. Finally, a numerical example of the railway train bogie system is selected to illustrate the application and feasibility of the proposed extended FMEA model in this paper, and a comparison study is also performed to validate the practicability and effectiveness of the novel FMEA model. On this basis, this study can provide guidance for the risk prioritization of railway trains and indicate a direction for further research of risk management of rail traffic.

The aging trend of China’s population is increasing, and the pension problem is becoming increasingly prominent. The pension mode provided by the government alone can no longer meet the social demand, and the government’s purchase of home-based care services from social organizations has become a new trend. In order to improve the efficiency and quality of pension services, a reasonable performance evaluation model needs to be established. Performance evaluations of home-based elderly-care services purchased by the government are problematic as a result of multiple-attribute group decision-making (MAGDM), as the problems are not single-attribute or single-expert issues. The extended TODIM not only integrates the advantages of cumulative prospect theory (CPT) into a consideration of the psychological factors of DMs, but also retains the superiority of the classical TODIM in relative dominance. The Pythagorean 2-tuple linguistic sets (P2TLSs) could easily depict qualitative assessment information related to the government’s purchase of home-based care services. Thus, in this paper, we extend the TODIM method based on the cumulative prospect theory (CPT) to the Pythagorean 2-tuple linguistic sets (P2TLSs) and propose a Pythagorean 2-tuple linguistic CPT-TODIM (P2TL-CPT-TODIM) method for MAGDM. The P2TL-CPT-TODIM method was proven superior to the classical one through a case study that included a performance evaluation of a home-based elderly-care service purchased by the government. Meanwhile, a comparison with the P2TL-CPT-TODIM method was performed to demonstrate the stability and effectiveness of the designed method.

With respect to decision making problems under uncertainty, a trapezoidal intuitionistic fuzzy multiattribute decision making method based on cumulative prospect theory and Dempster-Shafer theory is developed. The proposed method reflects behavioral characteristics of decision makers, information fuzziness under uncertainty, and uncertain attribute weight information. Firstly, distance measurement and comparison rule of trapezoidal intuitionistic fuzzy numbers are used to derive value function under trapezoidal intuitionistic fuzzy environment. Secondly, the value function and decision weight function are used to calculate prospect values of attributes for each alternative. Then considering uncertain attribute weight information, Dempster-Shafer theory is used to aggregate prospect values for each alternative, and overall prospect values are obtained and thus the alternatives are sorted consequently. Finally, an illustrative example shows the feasibility of the proposed method.

The Multi-attribute group decision making (MAGDM) problem is an interesting everyday problem full of complexity and ambiguity. As an extended form of fuzzy sets, intuitionistic fuzzy sets (IFSs) can provide decision-makers (DMs) with a wider range of preferences for MAGDM. The grey relational analysis (GRA) is an effective method for dealing with MAGDM problems. However, in view of the incomplete and asymmetric information and the influence of DMs’ psychological factors on the decision result, we develop a new model that GRA method based on cumulative prospect theory (CPT) under the intuitionistic fuzzy environment. Moreover, the weight of attribute is calculated by entropy weight, so as to distinguish the importance level of attributes, which greatly improves the credibility of the selected scheme. simultaneously, the proposed method is used to the selection of optimal green suppliers for testifying the availability of this new model and the final comparison between this new method and the existing methods further verify the reliability. In addition, the proposed method provides some references for other selection problems.
