In this paper, a new hybrid AHP and Dempster-Shafer Theory of Evidence is presented for solving the problem of choosing the best project among a list of available alternatives while uncertain risk factors are taken into account. The aim is to minimize overall risks. For this purpose, four groups of risk factors, including Properties, Operational and Technological, Financial, Strategic risk factors, are considered. Then using an L24 Taguchi method, several experiments with various dimensions have been designed and solved by the proposed algorithm. The outcomes are then analyzed using the Validating Index (VI), Reduced Risk Indicator (R.R.I%), and Solving time. The findings indicated that, compared to the classic AHP, the results of the proposed hybrid method were different in most cases due to uncertainty of risk factors. It was observed that the method could be safely used for selecting project problems in real industries.

According to the ubiquitous computing paradigm, dispersed computers within the home environment can support the residents’ health by being aware of all the developing and evolving situations. The context-awareness of the supporting computers stems from the data acquisition of the occurring events at home. In some cases, different sensors provide input of identical type, thereby raising conflict-related issues. Thus, for each type of input data, fusion methods must be applied on the raw data to obtain a dominant input value. Also, for diagnostic inference purpose, data fusion methods must be applied on the values of the available classes of multiple contextual data structures. Dempster-Shafer theory offers the algorithmic tools to efficiently fuse the data of each input type or class. The employment of threading technology accelerates the computational process and carrying out benchmarks on publicly available data set, is shown to be more efficient. Thus, threading technology proved promising for home UbiHealth applications by lowering the number of required cooperating computers.

Nowadays, the selection and management of the optimal portfolio are the most primary fields of financial decision-making. Thereby, selecting a portfolio capable of providing the highest efficiency and, at the same time, the lowest investment risk has been turned into one of the most critical concerns among financial activists. However, in this selection, the two factors above are not the only determining ones. Various factors are affecting financial markets' behavior under different possible scenarios, which should be identified. In this paper, we examine the high sensitivity of the Iranian capital market to the exchange rate fluctuations in the different scenarios due to the lack of a unified view of the value of that rate among experts as one of the mentioned factors and obtain its value using Dempster–Shafer theory (DST). Then, a portfolio selection model that prefers stocks with higher ranks is proposed. Representative results of the real-life case study reveal that the submitted approach is productive and practically applicable.

In this article, we give a new method of multi-focus fusion images based on Dempster-Shafer theory using local variability (DST-LV). Indeed, the method takes into account the variability of observations of neighbouring pixels at the point studied. At each pixel, the method exploits the quadratic distance between the value of the pixel I (x, y) of the point studied and the value of all pixels which belong to its neighbourhood. Local variability is used to determine the mass function. In this work, two classes of Dempster-Shafer theory are considered: the fuzzy part and the focused part. We show that our method gives the significant and better result by comparing it to other methods.

In this paper, a new hybrid AHP and Dempster—Shafer theory of evidence is presented for solving the problem of choosing the best project among a list of available alternatives while uncertain risk factors are taken into account. The aim is to minimize overall risks. For this purpose, a three-phase framework is proposed. In the first phase, quantitative research was conducted to identify the risk factors that can influence a project. Then, a hybrid PCA-agglomerative unsupervised machine learning algorithm is proposed to classify the projects in terms of Properties, Operational and Technological, Financial, and Strategic risk factors. In the third step, a hybrid AHP and Dempster—Shafer theory of evidence is presented to select the best alternative with the lowest level of overall risks. As a result, four groups of risk factors, including Properties, Operational and Technological, Financial, and Strategic risk factors, are considered. Afterward, using an L2^4 Taguchi method, several experiments with various dimensions have been designed which are then solved by the proposed algorithm. The outcomes are then analyzed using the Validating Index, Reduced Risk Indicator, and Solving Time. The findings indicated that, compared to classic AHP, the results of the proposed hybrid method were different in most cases due to uncertainty of risk factors. It was observed that the method could be safely used for selecting project problems in real industries.

Smart cities support the enhancement of the quality of life of their residents, for which the use of a robust integrated platform of information and communication technology is required. However, not all cities have similar technology infrastructure and a similar understanding of the quality of life. Therefore, holistic planning, resource support, security, continuous updates, and dynamic operational enhancements should be considered while planning smart cities. However, a smart city could be vulnerable to security threats and a loss of personal or classified information due to the complexity of technology integration. Therefore, understanding and assessing different risks and embedding risk management mechanisms would be required to minimize vulnerability exposure in smart cities. This paper proposes a risk assessment method using the Dempster–Shafer theory for smart city planning. The Dempster–Shafer theory is used here to analyze the risks perceptions of experts. The principal component analysis method is used to analyze the data obtained from risk assessment. The application of this method is determined through a smart city test case in Qatar.

AbstractSpectrum sensing in a cognitive radio network involves detecting when a primary user vacates their licensed spectrum, to enable secondary users to broadcast on the same band. Accurately sensing the absence of the primary user ensures maximum utilization of the licensed spectrum and is fundamental to building effective cognitive radio networks. In this paper, we address the issues of enhancing sensing gain, average throughput, energy consumption, and network lifetime in a cognitive radio-based Internet of things (CR-IoT) network using the non-sequential approach. As a solution, we propose a Dempster–Shafer theory-based throughput analysis of an energy-efficient spectrum sensing scheme for a heterogeneous CR-IoT network using the sequential approach, which utilizes firstly the signal-to-noise ratio (SNR) to evaluate the degree of reliability and secondly the time slot of reporting to merge as a flexible time slot of sensing to more efficiently assess spectrum sensing. Before a global decision is made on the basis of both the soft decision fusion rule like the Dempster–Shafer theory and hard decision fusion rule like the “n-out-of-k” rule at the fusion center, a flexible time slot of sensing is added to adjust its measuring result. Using the proposed Dempster–Shafer theory, evidence is aggregated during the time slot of reporting and then a global decision is made at the fusion center. In addition, the throughput of the proposed scheme using the sequential approach is analyzed based on both the soft decision fusion rule and hard decision fusion rule. Simulation results indicate that the new approach improves primary user sensing accuracy by $$13\%$$ 13 % over previous approaches, while concurrently increasing detection probability and decreasing false alarm probability. It also improves overall throughput, reduces energy consumption, prolongs expected lifetime, and reduces global error probability compared to the previous approaches under any condition [part of this paper was presented at the EuCAP2018 conference (Md. Sipon Miah et al. 2018)].

In this short paper, a critical analysis of the Neutrosophic, Pythagorean and some other novel fuzzy sets theories foundations is provided, taking into account that they actively used for the solution of the decision-making problems. The shortcomings of these theories are exposed. It is stated that the independence hypothesis, which is a cornerstone of the Neutrosophic sets theory, is not in line with common sense and therefore leads to the paradoxical results in the asymptotic limits of this theory. It is shown that the Pythagorean sets theory possesses questionable foundations, the sense of which cannot be explained reasonably. Moreover, this theory does not completely solve the declared problem. Similarly, important methodological problems of other analyzed theories are revealed. To solve the interior problems of the Atanassov’s intuitionistic fuzzy sets and to improve upon them, this being the reason most of the criticized novel sets theories were developed, an alternative approach based on extension of the intuitionistic fuzzy sets in the framework of the Dempster–Shafer theory is proposed. No propositions concerned with the improvement of the Cubic sets theory and Single-Valued Neutrosophic Offset theory were made, as their applicability was shown to be very dubious. In order to stimulate discussion, many statements are deliberately formulated in a hardline form.
