The Effect of Government Policies on Technological Innovation in the Food Industry: An Industry Perspective

Purpose The purpose of this research is to observe how the industry’s knowledge, attitude and sensitivity of the industry to the government’s current policy regarding the halal certification process influence the organization performance. Design/methodology/approach This study used a self-administered questionnaire with closed-ended questions to measure the human capital factors and the practice of halal requirements. The questionnaire was distributed to multinational companies and small and medium enterprises (SMEs) in Malaysia, of which 206 responses were usable for analysis. The respondents were halal committee members in the respective companies. Smart PLS version 2.0 was used to analyze the relationship of each construct using the structural equation modeling (SEM) approach. The outcome of this study showed a positive relationship between knowledge of and attitude and sensitivity toward government policies and organizational performance. Findings The outcome of this study showed a positive relationship between knowledge, attitude, sensitivity to government policy and organizational performance. The R2 value for the main model is 0.419, indicating that 41.9 per cent of the variance in the extent of collaboration can be explained by knowledge, attitude and sensitivity to government policies. Result also showed that all the hypotheses were supported and were significant at p < 0.01. It also showed that the control of an organization’s internal resources through human factors ranging from knowledge, attitude and sensitivity to government policies should be emphasized, as it is a contributing factor and it strives to improve organizational performance. Research limitations/implications There were a limited number of respondents. A larger number of respondents would reflect a more accurate study. Besides, this study only focused on the halal food industry operators, while the presence of halal now covers other schemes such as logistics, consumer products and others. Moreover, this study only focused on two main groups: multinational companies and SMEs. Practical implications This study has provided some major implications. First, on behalf of the state, the results of this study clearly show that the human capital factor should be prioritized. Second, on behalf of the industry, this study can fill the void that exists in strengthening the industry through efforts to improve internal controls related to organizations including attending halal food courses and applying values among members of the organization. Third, the implication to theory and literature that the research-based view is suitable for use even in the food industry has been proved. Social implications The results of this study can increase consumer confidence in the management of an organization, especially in the halal food industry. Originality/value Halal’s rapid development has led many researchers to study halal. Till now, there is no research on three major areas of human capital aspects, namely, knowledge, attitude and sensitivity to governmental policies that involve internal halal committee members in the industry as subject of study in one model. Moreover, this research attempts to cover the latest acts, standards, procedures and guidelines provided by the government.

  La manufactura de frutas tropicales y la industria alimentaria de bebidas no alcohólicas en la provincia de Manabí-Ecuador, atraviesa por algunas restricciones como insuficiente abastecimiento de materias primas, débiles capacidades locales, deficientes prácticas de producción y transformación, poca innovación tecnológica y escaso acceso a mercados locales, nacionales e internacionales. Se buscó determinar en qué medida influye en la cadena de valor mencionada. Los instrumentos de investigación utilizados se aplicaron a una muestra de población perteneciente al Servicio de Rentas Internas del Ecuador, con el Código Industrial Internacional Unificado, de elaboración de bebidas no alcohólicas (C-11-110-4). Los resultados evidencian que la manufactura de frutas tropicales se relaciona en, alta y significativamente (0.782) con la cadena de valor de la industria alimentaria de bebidas no alcohólicas de igual manera el abastecimiento (0.491), procesos de transformación (0.606), formación del talento humano (0.597), innovación tecnológica (0.657) y canales de comercialización (0.59).   Palabras clave: cadena de valor; industria alimentaria, abastecimiento materias primas; canales de comercialización, acceso a mercados.   ABSTRACT The manufacture of tropical fruits and the food industry of non-alcoholic beverages in the province of Manabí-Ecuador, goes through some restrictions such as insufficient supply of raw materials, weak local capacities, poor production and processing practices, little technological innovation and poor access to local, national and international markets. It was sought to determine to what extent it influences the mentioned value chain. The research instruments used were applied to a sample of population belonging to the Internal Revenue Service of Ecuador, with the Unified International Industrial Code for the preparation of non-alcoholic beverages (C-11-110-4). The results show that the manufacture of tropical fruits is related in a high and significant way (0.782) to the value chain of the non-alcoholic food industry in the same way the supply (0.491), transformation processes (0.606), formation of the human talent (0.597), technological innovation (0.657) and marketing channels (0.59).   Key words: value chain; food industry; raw materials supply; marketing channels; Market access.

The objective of this research is to examine some of the theories of competitiveness and technological innovation that allow wine companies to develop internationalization strategies in the current framework of economic globalization. The implementation of these strategic decisions not only requires research efforts, but it also requires the participation of the collaborative network of the segments related to productive infrastructures. In Mexico, the wine sector presents a growth perspective due in part to the differentiation and expansion of the markets, but it also presents challenges of product offer, financing for the growth of the company and government policies such as the reduction of taxes that would allow the sector increase competitiveness. The methodology of this study is of an exploratory descriptive nature, since it aims to serve as theoretical support so that companies have the information that allows them to design the necessary internationalization strategies to have a dominant market share presence at the national and international level. The contribution of the qualitative analysis of this work lies in the dissemination of information on the subject, the debate of the concepts and the development of these competences; both at the business and academic level.

Despite the fact that technological innovation and its role in the economic growth of developed countries have been much studied, but there is only little knowledge about the factors that determine technological innovation in Indonesia. In an effort to fill this gap, this study is conducted with the aim to analyze the factors that affect innovation in the food industry inIndonesia. Analytical methods used to achieve the research objective are regression analysis with 2 SLS (Two Stage Least) method and qualitative analysis. The results showed that there sixteen factors that influence technological innovation in the Indonesian food industry. By usingfurther 2 SLS method, empirical observation, in-depth interviews and discussions with experts, it is obtained the strong of technological innovation determinants to enhance technological innovation in the food industry. The determinants include the style of leadership, human capital,learning orientation, the company's ability to provide incentives / rewards, company relationships with outsiders and corporate location.

This paper defines the relative role of firms' characteristics on both their likelihood to innovate and the intensity of innovation (innovative outputs). Using Christensen's (1995; 1996) and Teece's (1986) proposals for analysing assets (resources and capabilities) and inter-asset linkages in order to produce and commercially exploit technological innovation, a conceptual framework is defined suitable to identify the variables affecting the probability of a firm to innovate and those affecting a greater count of innovations, once the firm has decided to innovate. Thus, a "double-hurdle" approach involving censored and truncated models was applied. The findings confirm that firms innovative assets investment in external technology, investment in R&D, and external alliances, alongside firm size are the significant variables in determining firms' likelihood to innovate, whereas external alliances, firm size and market orientation are related to intensity to innovate in the Brazilian Food Industry.

Technological innovation is a matter of interest to governments, decision-makers, entrepreneurs, and researchers due to its impact on competitiveness, which is why publications in this field have grown exponentially. To synthesize the main research topics and highlight possible lines for future research, this work aims to develop a bibliometric analysis of technological innovation in the field of the food industry, based on the review of 1015 papers published in specialized journals. The methodology consists of analyzing bibliometric indicators of quantity and quality using the VOSviewer and SCIMat tools. The results show recognition of the different lines in which the research has organized the debate, grouping them into 12 main themes positioned on a strategic map. Furthermore, this study presents directions for future research obtained from the analysis of existing gaps. This study contributes to the literature on innovation by providing a systematization of technological innovation in the food industry.
