Poyang Lake Ecological Economic Zone has large forest area, so it's very important to construct prevention forest fire disaster system. This paper presents an algorithm for prevention forest fire disaster based on digital image processing technology. The algorithm distinguishes the realtime forest video by smoke and fire. To determine whether there are some suspicious area in the image in the spatial domain by judging the color properties of smoke and fire through Clustering Algorithm. If it detects any suspicious circumstances, then fixes ccd and detects the suspicious areas in the time domain. In this step, firstly get the initial detect results by wavelet decomposition , then use the k-means clustering algorithm for the spread detection of smoke. Experimental results show that the algorithm is ideal for the experimental video. It alarms before the fire disaster occurs to avoid major fire disaster, which protects the forest resources in the Poyang Lake Ecological Economic Zone.

Based on statistical yearbook data in Nanchang city, this paper applies a calculation mode of ecological footprint to conduct calculation and analysis on the ecological footprint, as well as bearing capacity of Nanchang city-the core city of Poyang Lake Ecological Economic Zone from the year 2005 to 2009. According to some research, the average ecological footprint of Nanchang city in recent five years is 1.974879hm2/cap, the average ecological bearing capacity is 0.224917hm2/cap, and the average ecological deficit is 1.749962hm2/cap.Regional eco-environment is in the condition of unsustainable development. This paper also makes an analysis on the intensity of ecological footprint and ecological efficiency in Nanchang city. By taking these as a foundation, this paper puts forward strategies and suggestion to reduce ecological deficit of Poyang Lake Ecological Economic Zone and achieve sustainable development in this zone.

This paper thinks that the reasons for ineffective management of environmental performances of Party and government leaders of the county and municipality in Poyang Lake Ecological Economic Zone are that the leaders lack concept of sustainable development, have unclear understanding of purpose of performance evaluation, do not want to discover shortcomings, the evaluation subjects have serious thought of officialdom standard and deeply rooted thought of ruling by people, and the evaluation information is hard to collect and performance management guarantee system is incomplete; this paper provides measures including improving understanding of importance of performance management of county and municipal leaders in Poyang Lake Ecological Economic Zone, constructing diversified evaluation subjects for environmental performances of the leaders, making evaluation indicators in a scientific way, using evaluation results comprehensively, improving basic guarantee system of performance management and cultivating nice performance management culture.

Soil pollution is the important part of environmental pollution which affects the quality of agricultural products and safety of human health. taking Poyang Lake Ecological Economic Zone as the specific study object, on the basis of an overview of soil pollution status quo in the area, the soil pollution prevention plan of Poyang Lake Ecological Economic Zone was probed into which included the guiding ideology and principles, the planning target and indicators, soil function zoning, planning content and planning measures, while the planning content includes emphasis content plan of agricultural soil pollution prevention and contaminated sites ecological restoration, emphasis pollutants plan, emphasis regional plan, emphasis industries plan and emphasis project plan. It can improve the soil environment quality of Poyang Lake ecological Economic Zone to provide environmental guarantee for sustained and healthy development in the area.
