This study empirically investigates the involvement of actors in the process of energy-efficiency improvements in operations to align strategic sustainability goals across and within operations. The study analyzes development efforts stemming from actors’ decisions and actions that contribute to the process of energy efficiency improvements using semi-structured interviews and secondary information. Data is analyzed using thematic coding. The study deepens the understanding of how firms undertake the transition towards integrating strategic goals for energy efficiency into operations by strategizing for energy efficiency improvements through actors’ involvement. By exploring actors at both strategic and operational levels, and their decisions and actions, the study includes examples of different approaches, namely, top-down vs. bottom-up and inside-out vs. outside-in, thereby conceptualizing the process of energy-efficiency improvements in terms of a framework that outlines the entities of this process. The study further provides an integrative framework for the development efforts by different actors and presents propositions for incorporating energy-efficiency improvements in daily strategic and operational decisions and actions instead of regarding it as a separate or an add-on process.

<p>Following the 2010 and 2011 Canterbury earthquakes, earthquake strengthening is one of the biggest issues facing heritage buildings in New Zealand. This process is mainly affecting commercial and public buildings; residential buildings are generally exempt from earthquake-prone building policies. However, some homeowners are choosing to do what is often perceived to be an expensive and time-consuming process. This research explores whether there is a heritage relationship between the homeowner and their house that motivates conservation work, such as earthquake strengthening. The central question for this research is: “What makes a heritage house a home? Is “home” a motivation for owners to earthquake strengthen their building? a case study of Dunedin”.  The relationship between homeowners and the heritage of their homes and domestic conservations practices has been underexamined in heritage studies in New Zealand. The current dissertation addresses this problem and contributes to the literature of Museum and Heritage Studies. The theoretical framework employed in this research draws on the field of Critical Heritage Studies in order to explore the relationship between ‘top-down’ and ‘bottom-up heritage’, the notion of ‘peoples-based’ heritage, the value of intangible heritage and a cycle of care. This research utilised qualitative research methods, involving the interviewing three heritage homeowners and two heritage professionals. These provided detailed findings about homeowners’ perceptions of their houses and the interaction between heritage practitioners and homeowners. The southern city of Dunedin was the case study which framed this research, because it has a rich collection of heritage buildings and a council which has been proactive in encouraging earthquake strengthening.  It was found that the heritage homeowner’s relationship with their home played a role in conservation how decisions are undertaken and that there is a lack of outreach from heritage authorities to heritage homeowners. This research provides information about the nature of the interaction between top-down and bottom-up heritage, and how this relationship can lead to positive heritage outcomes. Recommendations include developing open channels of communication between officials and homeowners, increased acknowledgement of the homeowner’s role in the conservation practice, and the establishment of a concept of Domestic Heritage to assist within the development of a cycle of care by heritage homeowners.</p>

The relevance of this work lies primarily in the importance of this issue in the construction field. According to statistics, construction projects consume 40% of world energy. Industrial and residential buildings are becoming one of the main sources of thermal emissions of carbon dioxide into the atmosphere. The second argument in favor of relevance is the use of basalt composite reinforcement for brickwork. And the third argument can be the use of CAD to simulate the energy consumption of the building. The practical value of the work is to use the recommendations for the construction and reconstruction of energy efficient buildings located in the Arctic zone. The theoretical value of the developed model and the proposed technology for determining energy efficiency indicators will allow it to be used for further calculations.

Malaysia’s electricity consumption is increasing exponentially as it gears towards becoming a developed nation by year 2020. This paper is aimed at policy development in terms of energy efficiency and building design as Malaysia has yet to establish any mandatory energy efficiency or energy performance building code. The focus on public low-cost housing projects is important as it is administered by government agencies and provides possible streamlining of proposed energy policies for the housing sector. Presented in this paper are findings from fieldwork conducted to investigate the energy performance and green house gas (GHG) emissions from the building operation of two public low-cost housing projects in Kuala Lumpur. The baseline calculations use UNEP–SBCI’s Common Carbon Metric tool to provide project-specific calculations of energy and emissions intensity with its bottom-up approach, while presenting a national-scale projection using its top-down approach. Findings from bottom-up analysis suggest that Malaysian public low-cost housing households consume more than benchmarks set by the World Energy Council and the International Energy Agency, in terms of Building Energy Index (BEI) of kwh/m2/year. This is a reflection of the absence of building energy efficiency legislation in Malaysia, both for residential and non-residential buildings. The importance of this research lies in its focus on a developing country experiencing rapid urbanisation and climate change effects.

The present paper substantiates the relevance of scientific and methodological developments that allow correctly checking the compliance of actual energy efficiency indicators of residential buildings with specified parameters. The contradictions of the aims and economic interests of suppliers and end users of energy resources were revealed. The paper reasons the need to develop and implement a set of organizational and economic measures, which should be aimed at inducing individuals, developers, construction contractors and enterprises and the building materials industry, as well as at changing the current system of performance indicators of the Ministry of Energy of Russia, natural monopolies and resource-supplying companies.
