The COVID-19 pandemic has significantly affected the energy sector. The new behavior of industrial and non-commercial consumers changes the energy consumption model. In addition, the constraints associated with the coronavirus crisis have led to environmental effects from declining economic activity. The research is based on evidence from around the world showing significant reductions in emissions and improved air quality. This situation requires rethinking the energy development strategy, particularly the construction of smart grids as a leading direction of energy development. Evaluating the efficiency of smart grids is a vital tool for disseminating successful experience in improving their management. This paper proposes an approach to a comprehensive assessment of smart grids based on a comparative analysis of existing methods, taking into account the changes that need to be considered after the experience gained from the COVID-19 pandemic. The approach provides an accurate set of efficiency indicators for assessing smart grids to account for the direct and indirect effects of smart grids’ implementation. This evaluation approach can be helpful to policymakers in developing energy efficiency programs and implementing energy policy.

The article analyzes the state regulation measures system of the agricultural production and food development in the regions of the state. This research purpose is the development of proposals for the economic component’s systematization of the production of export-oriented agricultural products and assessment of the state support level for the influence on the efficiency of the production of export-oriented agricultural products. The authors evaluated the efficiency indicators system of state support for the production’s export-oriented agricultural products and food as well as reserves for the food market’s development in rural regions of Kazakhstan. The research shows that for the agricultural production’s development Kazakhstan has a significant resource potential (land, labor and materialtechnical), which allows to ensure the population’s food security, increase exports and reduce imports. For this, it is necessary to improve the forms and methods of state financial support and, above all, export-oriented products and food, with considering republic regions strategic development. Efficiency indicators of the regional state support for the agricultural sector of the economy are characterized by the following: gross production, revenue, profit, level of profitability, financial stability, labor productivity. Considering the methodological approaches to the state support funds distribution, three principal directions for inter-budgetary regulation of the agro-industrial complex are suggested using the following methodology: per capita, covering the estimated financial gap, and equalizing budget provision. Subsidies in crop production (per hectare) for 1 ha of crops were canceled in 2018, and stock raising – from 2020.

Problem. There was a need to expand the well-known concept of vehicle operational properties – fuel efficiency arose in connection with the advent of new alternative power plants (electric motors, flywheel engines, hybrid power plants, etc.), which requires the inclusion of not only the thermal energy of the fuel, but also other types of energy (electrical and mechanical). In the paper the research of choice and justification of the vehicle energy efficiency indicators by assessing the energy costs of the engine for its movement was made. The analysis of the relationship between energy characteristics of dynamics and vehicle efficiency was made. Goal. The aim of the study is to analyze methods for assessing the vehicle energy efficiency. To achieve this goal, it is necessary to determine indicators that will allow a comparative analysis of energy efficiency indicators of various vehicles. Methodology. The approaches taken in the work to solve this goal are based on substantiating the indicators of the energy efficiency of the car by assessing the energy consumption of the engine for its movement. Results. In our opinion, in projecting and evaluating the dynamic properties of vehicles, it is rational to use the energy indicators of the vehicle, for which it is necessary to develop appropriate assessment criteria. Analysis of the results of indicators calculation and, in table 1, has shown that the indicator in comparison with has less dispersion. Originality. The obtained results of the influence of the parameters of vehicles on the level of their energy load shows that the indicator has less dispersion than. In addition, the value does not correlate with the year of manufacture of the vehicle, which allows the use of this indicator at the design stage of vehicles. It is only necessary to set the rational normative value of this indicator. Practical value. The results obtained can be recommended to specialists for use in the design, production, certification and operation of automotive vehicles, vehicle energy efficiency, combined power plant.

Due to water scarcity, in the last few decades, air-to-water generator (AWG) technology, whose useful effect is the extraction of water from air, has been improved. In particular, in the last few years, advanced AWG integrated systems have been developed. Such systems permit, not only to condense water from air, but also the smart use of the by-side effects of the process in order to partially or totally cover the heating ventilation air conditioning (HVAC) needs of a building. Presently, there are no evaluation tools that permit a complete comparison among AWG machines, taking into account all the useful effects that can be obtained at the same time and with the same energy input. The current work, starting from the need for such a tool, proposes a global index whose formulation considers all useful effects of an integrated system, the energy required to obtain them, and the integration degree of the machine. The index translates into a single number the system global efficiency, by means of a particular combination of existing efficiency indicators. In its extended formulation, it can be applied, not only to AWGs, but also to other HVAC integrated systems, as well as to combinations of non-integrated and integrated solutions. In addition to equations, the paper provides calculation examples and a case study in order to show the practical application and advantages of GEI.

Currently, the number of MSMEs in North Aceh is 3,660 consisting of various production sectors, culinary, craft and other sectors under the guidance of the North Aceh Cooperatives and SMEs Service. The condition of MSMEs has decreased due to the Covid-19 pandemic. This happened because with the pandemic there was a change in marketing strategy from what was previously face-to-face marketing to digital marketing. In addition, based on the results of the available respondents, very tight business competition requires business people to innovate products with complexity as the highest value indicator and perform production efficiency with product efficiency indicators as the factor with the highest value so that later products that have competitiveness can be produced. . Respondents' results show that the purchase transaction indicator is the factor with the highest score where the easier access to transactions provided will increase the competitiveness of MSMEs buying and selling. The results of the study using Smart PLS 3 to show the effect of the independent variable on the dependent indicate that product innovation and product efficiency have a significant positive effect on the competitiveness of MSMEs in North Aceh. Meanwhile, E-marketing cannot moderate the effect of product innovation and product efficiency on the competitiveness of MSMEs. Directly, product innovation is found to have a significant positive effect on the competitiveness of SMEs.

To date, there are a variety of indicators for assessing the effectiveness of the company's fixed assets, using which it is possible to obtain a comprehensive analysis of the key aspects of the use of resources, their structure, dynamics, degree of reproduction. At the same time, the nature of the use of fixed assets varies significantly depending on the industry affiliation or scale of activities, which dictates the need for adjustments to take into account all these factors. Most of the fixed assets used at Russian enterprises were acquired 12-20 years ago, which causes a decrease in the efficiency of their use. The low level of fund recovery, and its subsequent decline in the country as a whole, and especially in industry, suggests the need for in-depth analysis to find the impact of factors and their subsequent impact. When calculating performance indicators, efficiency indicators are used, which are reflected in the accounting statements, which do not reflect the total volume of products produced. The nature of equipment use is low by the degree of involvement in the production process. All of these factors together have a negative impact on the performance of the means of production. The article provides a possible option for using factor analysis methods, the use of which will allow for informed management decisions on the structure of equipment, its replacement, nature and intensity of use.

Implementation of the strategy for the development of the fishery complex requires the use of a fundamentally new model of management of its social and labor sphere, based on continuous development of: 1) human potential, 2) work environment (processes and technology), 3) management tools. The most complete and effective solution to these tasks is the concept of labor potential management. Taking into account that labor potential is a difficult-to-formalize object that requires a multi-model approach, it is advisable to use classical and new artificial neural networks to model the processes of managing it. The article presents a multi-level structure of efficiency indicators of intelligent neural network support for decisions on managing the labor potential of the fishery complex and formulates one generalized and sixteen particular tasks, solution of which is carried out by methods of neural network modeling and aimed at achieving specified values of efficiency indicators.

Abstract The article deals with the influence of technologies for carrying out transport operations in the preparation of rough feed (hay, as well as valuable varieties of straw) on their quality and efficiency indicators of the entire technological process. To improve the quality of these operations, a combined transport technology has been proposed. During its development and research, the methods of simulation modeling, experiment planning and correlation-regression analysis were used. Regression equations were obtained in the form of the Cobb-Douglas function. The proposed innovative technology for combined transport of forage has proven its effectiveness during production tests in private conditions of agricultural enterprises. Evaluation of economic efficiency through the cost of transporting one ton showed an effect of 7-15%, depending on the quantitative and brand composition of the complex. This technology makes it possible to increase the efficiency of forage procurement, which affects the efficiency of animal husbandry and food security of the country.
