The present paper substantiates the relevance of scientific and methodological developments that allow correctly checking the compliance of actual energy efficiency indicators of residential buildings with specified parameters. The contradictions of the aims and economic interests of suppliers and end users of energy resources were revealed. The paper reasons the need to develop and implement a set of organizational and economic measures, which should be aimed at inducing individuals, developers, construction contractors and enterprises and the building materials industry, as well as at changing the current system of performance indicators of the Ministry of Energy of Russia, natural monopolies and resource-supplying companies.

Organizational and technical problems of energy efficiency in the construction of high-rise residential buildings were identified and systematized. The efficiency of state and regional policies in the field of energy saving and energy efficiency in high-rise housing construction and housing and utility services was stated to be largely determined not only by the level of modern constructional technologies and production of building materials, but also by the quality of full-scale measurements. The relevancy of scientific and methodological developments, allowing correctly to carry out the control over the compliance of actual indicators of energy efficiency of high-rise residential buildings with the given parameters, was substantiated. The contradictions of the goals and economic interests of suppliers and end users of energy resources were revealed. The conclusion was made that the solution of the problem of energy efficiency in high-rise housing construction was to harmonize economic interests and anticipations of the key market players.

The energy performance of an existing building is the amount of energy consumed to meet various needs associated with the standardized use of a building and is reflected in one or more indicators known as Building Energy Performance Indicators (EnPIs). These indicators are distributed amongst six main factors influencing energy consumption: climate, building envelope, building services and energy systems, building operation and maintenance, occupants' activities and behaviour, and indoor environmental quality. Any improvement made to either the existing structure or the physical and operational upgrade of a building system that enhances energy performance is considered an energy efficiency retrofit. The main goal of this research is to support the implementation of multifamily residential building energy retrofits through expert knowledge consensus on EnPIs for energy efficiency retrofit planning. The research methodology consists of a comprehensive literature review which has identified 35 EnPIs for assessing performance of existing residential buildings, followed by a ranking questionnaire survey of experts in the built-environment to arrive at a priority listing of indicators based on mean rank. This was followed by concordance analysis and measure of standard deviation. A total of 280 experts were contacted globally for the survey, and 106 completed responses were received resulting in a 37.85% response rate. The respondents were divided into two groups for analysis: academician/researchers and industry practitioners. The primary outcome of the research is a priority listing of EnPIs based on the quantitative data from the knowledge-base of experts from these two groups. It is the outcome of their perceptions of retrofitting factors and corresponding indicators. A retrofit strategy consists of five phases for retrofitting planning in which the second phase comprises an energy audit and performance assessment and diagnostics. This research substantiates the performance assessment process through the identification of EnPIs.

As the climate changed in recent years, an increase in summer indoor temperatures in severe cold and cold regions of China has started to affect thermal comfort. However, the local design standard for energy efficiency does not recognize this phenomenon. This paper reports the potential overheating phenomenon in residential buildings and examines the rationale for the current thermal designs adopted in severe cold and cold regions of China. In this study, the two most commonly used building materials, reinforced concrete (RC) and cross laminated timber (CLT), are used separately in the design of an 18-story residential building envelope located in six different cities in the severe cold and cold regions. The energy consumption and indoor operative temperatures during the operation of these buildings are simulated using Integrated Environmental Solutions Virtual Environment (IES VE). The results demonstrate that both the RC and the CLT buildings experience varying degrees of overheating in any climate subregion. The CLT buildings have longer overheating hours compared to the RC buildings, especially in the cold regions. The results also indicate that for apartments on higher stories, the cooling energy consumption and indoor temperature also increase gradually. The research results suggest that the local design standard for energy efficiency needs to be adjusted by adding thermal design methods for summer to reduce the periods of overheating.

Most of the residential multi-apartment buildings in use in our country do not meet modern regulatory requirements for the level of thermal protection of external enclosing structures. Such buildings require renovation. The objects of the research are residential buildings of KPD-4570 series, which are a typical series of buildings for military towns. The options for improving the energy efficiency of residential construction with the help of selection of heaters that meet the requirements for thermal protection of buildings are proposed. The method of calculating the discounted payback period for insulation costs is presented.

In this paper an overview of the construction materials industry, from an embedded energy point of view will be presented. A case study for four brick factories in Romania will also analyzed. The Energy Performance Indicators (EnPI) of each factory will be evaluated and compared with the global reference values and the most technically and economically feasible Energy Performance Improvement Actions (EPIAs) will be presented. The replicability of these EPIA’s in different materials manufacturing industries will be also analyzed.

The relevance of this work lies primarily in the importance of this issue in the construction field. According to statistics, construction projects consume 40% of world energy. Industrial and residential buildings are becoming one of the main sources of thermal emissions of carbon dioxide into the atmosphere. The second argument in favor of relevance is the use of basalt composite reinforcement for brickwork. And the third argument can be the use of CAD to simulate the energy consumption of the building. The practical value of the work is to use the recommendations for the construction and reconstruction of energy efficient buildings located in the Arctic zone. The theoretical value of the developed model and the proposed technology for determining energy efficiency indicators will allow it to be used for further calculations.

The problem of energy efficiency of buildings is especially relevant in Kazakhstan. According to the state policy of innovative development of national economy, in recent decades, it has been necessary to solve the problems of saving energy resources, introducing renewable energy technologies and increasing energy efficiency. One of the most important issues of energy saving and energy efficiency is the problem of sustainable functioning and innovative development of housing and communal services in Kazakhstan, which is directly related to the modernization of residential buildings in order to reduce operating costs and improve energy efficiency. Analysis and study of economic approaches to financing energy efficiency measures are especially important in the framework of almost implemented projects for the modernization of housing and communal services.
