Using data from a large-scale survey of employees in Ireland, we estimate the extent to which people who have emigrated from Ireland and returned earn more relative to comparable people who have never lived abroad. In so doing, we test the hypothesis that migration can be part of a process of human capital formation. We find through OLS estimation that returners earn 7 per cent more than comparable stayers. We test for the presence of self-selection bias in this estimate but the tests suggest that the premium is related to returner status. The premium holds for both genders, is higher for people with postgraduate degrees and for people who migrated beyond the EU to the US, Canada, Australia and New Zealand. The results show how emigration can be positive for a source country when viewed in a longer-term context.

The article analyses the EU policies of promoting renewable energy sources (RES), including the role of state subsidizing and the change of EU policy in 2013. First EU actions in this area were implemented in late 1990s. In mid 2000s the European Commission developed integrated approach of the encouragement of renewables. Promotion of RES was integrated with other areas of the EU energy policies in the framework of the Climate and Energy Package in 2007. The paper evaluates EU achievements and development of particular types of RES in the EU in 2000s. A comprehensive comparative analysis of the cost of different types of RES and the use of incentive measures in the European Union and EU member states is carried out. The conclusion is made that despite the impressive technological progress the renewable energy, with rare exception, is still uncompetitive with the traditional sources of energy in terms of costs. A large-scale state support was the reason for the rapid development of renewables in the EU. Article investigates distorting effects of RES subsidies on the market price of electricity. Feed-in tariffs, investment grants, quotas and tax benefits were the most widespread forms of direct and indirect RES subsidies in the EU. During the economic crisis, these subsidies have become a heavy burden for the budgets of the EU countries and population. Now the EU is modifying its strategy on RES in order to reduce the volume of subsidies. In 2013 European Council substantially changed the priorities of the EU energy policies: instead of «sustainable energy» it accentuated the need to provide a “competitive energy”. Strategic decision to reform the existing methods of RES subsidizing and to develop an «economically reasonable» support scheme was made. The reduction of subsidies will inevitably lead to a sharp reduction in the rate of growth of renewables and the failure to achieve previously agreed EU targets.


Subject Asteroid mining. Significance The US firm Planetary Resources in April completed successful tests in orbit of technology it plans to use to prospect for natural resources on asteroids from 2020. Separately, the China Academy of Launch Vehicle Technology late last year announced long-term plans for large-scale asteroid mining. Meanwhile, US legislators have begun laying the legal foundations for a space mining industry. Significant technological challenges remain, but key technologies have already been demonstrated, making the industry a serious prospect. Impacts An investment bubble could follow dramatic early successes or technological breakthroughs. There may be international tension over ownership or priority of access unless new international legal frameworks are agreed in advance. Asteroid mining will not be a viable solution to terrestrial resource depletion for the foreseeable future.

The EU Takeover Directive from 2004 has attempted to harmonise Takeover Law within the European Union. The UK’s legal framework governing takeovers served as somewhat of a role model for it. Therefore, Brexit gives rise to the question as to whether the Directive could undergo a reform within the foreseeable future. This paper aims to re-address the harmonisation of European Takeover Law post-Brexit by examining how UK and US Takeover Law could potentially influence its reform. It will be made apparent how the UK’s role in European Takeover Law suggests that Brexit might actually lead to its reform, which is most likely going to drive the respective legal frameworks further apart. Another significant finding concerns the comparability of the US and EU governmental system, which indicates that the foreseeable development of European Takeover Law could be prone to issues which appear in the US. In order to overcome several difficulties that European Takeover Law will face, the paper makes two recommendations. With regard to a regulatory reform at the current state of research, the EU should take a neutral approach by providing companies with an optional framework governing Takeover Law. In order to determine which provisions are desirable for the creation of shareholder value, it is submitted that further research in this field should be encouraged. a

<p>As human society nears the middle of the second decade of the 21st century, the cultivation of fossil fuels for energy shows little sign of large scale abatement. The need for large scale, worldwide transitions to more renewable energy is increasingly being emphasised by organisations such as the International Energy Agency. Some countries are leading the way and innovating in energy sources that are much more efficient, create industry, and bring many system benefits- like solar photovoltaic systems (PV).  Despite having insolation similar to, or greater than, many of those countries seeing vast uptake of solar PV, New Zealand is falling behind. New Zealand has policies in place that emphasise new renewable energy technology uptake and innovation; however these are not occurring with solar PV on a large scale. These contradictions underpin the examination in this thesis of the solar PV innovation system.   Using a Technological Innovation System (TIS) framework, this thesis examines the innovation system for solar PV in New Zealand. It identifies the achieved functionality in eight areas (Entrepreneurship, Knowledge Development, Networks, Guidance, Market, Legitimacy, and International Influences), and assesses the overall system’s functioning to identify system weaknesses.  To build a more complete picture of the innovation system, this thesis also examines the political environment that influences the sustainable transition to more solar PV. The key stakeholders, political influences, priorities, preferences, and political dialogue are assessed using a quantitative questionnaire. The results of this political analysis contribute to a robust conclusion on the state and functioning of the solar PV TIS in New Zealand.</p>
