<p>‘Resilience’ is a term that is increasingly being used regarding community development issues. It is a particular issue on Pacific Islands where development issues exist, and the exposure of communities to natural hazards is apparent. Climate change is increasingly affecting Pacific Island communities. Many Pacific Island communities live on low-lying atolls, and communities on ‘high’ islands are generally located close to the coast. Both sets of communities are therefore highly exposed to storm and high seas events. Additionally, earthquake, tsunami and volcanic hazards exist. Infrastructure is a key aspect of resilience. Policies and technical issues regarding infrastructure resilience globally are the subject of a literature review. Research presented compares the policies taken to resilient infrastructure in (Western) Samoa against those taken in American Samoa. These two territories shared common cultural histories until the 19th century, both are ‘high’ islands and both face a similar range of natural hazards faced due to their relative close proximity in the Pacific Ocean. Analysis highlights where lessons can be learnt both globally and from the Samoas’ approaches to resilient infrastructure. The lessons learnt in this thesis include the value of taking a holistic approach to disaster risk reduction, involving the community in hazard identification and disaster risk reduction, and working on these issues in a timely manner. Additionally, it is seen that careful long-term planning of land use with natural hazards in mind, which is found to be an economically sound approach, is of value in disaster risk reduction.</p>

In this study, we identify institutional factors and processes that foster local government decisions about disaster risk reduction, especially critical infrastructure investments and maintenance. We propose that municipal institutional capacities, organization, leadership, and multilevel governance will affect critical infrastructure investments by local governments. To examine these ideas, we employ qualitative analysis to compare two representative medium–sized cities in Chile. Our results suggest that there are two main institutional factors that constitute the foundation for improvements in critical infrastructure in Chile: municipal institutional context and the local administration’s links with decision makers at higher levels of governance. These results imply that future interventions to strengthen local government efforts for disaster risk reduction in terms of critical infrastructures would benefit from a pre-intervention diagnosis of the target location’s existing institutional context and linkages with external governance actors.

Landslides have occurred in various places in Indonesia. Likewise with West Java, there were many regions that has experienced repeated landslides. Having many experience of occurrences of landslides, we should have had a good landslide risk reduction program. Indeed, the incidence of landslides depends on many variables. Due to that condition, it may that a region would have different variable with another region. So it is impossible to generalize the implementation of a mitigation technology for all areas prone to landslides. Research of the Cililin's landslide is to anticipate the next disasters that may happen in around the area of 2013 Cililin Landslide. Through observation lithological conditions, water condition, land cover and landscape, as well as consideration of wide dimension of the building footing, the distance of building to the slopes and so forth, it has been determined some efforts of disaster risk reduction in the area around the landslide against the occurrence of potential landslide in the future.Bencana tanah longsor telah terjadi di berbagai tempat di Indonesia. Demikian halnya dengan Jawa Barat, tidak sedikit daerahnya telah berulang kali mengalami longsor. Seharusnya dengan telah banyaknya kejadian longsor, kita mampu mengupayakan program penurunan risiko longsor secara baik. Memang kejadian longsor bergantung pada banyak variabel, dimana dari satu daerah dengan daerah yang lain akan sangat memungkinkan mempunyai variabel yang berbeda, sehingga tidak mungkin kita membuat generalisasi penerapan suatu teknologi mitigasinya untuk semua daerah rawan longsor. Penelitian longsor di Cililin dilakukan untuk mengantisipasi terjadinya bencana di sekitar daerah Longsor Cililin 2013 yang lalu. Melalui pengamatan kondisi litologi, keairan, tutupan lahan dan bentang alam yang ada, serta pertimbangan akan dimensi luas pijakan bangunan, jarak batas bangunan dengan lereng dan lain sebagainya, telah ditentukan beberapa upaya penurunan risiko bencana di daerah sekitar longsor terhadap potensi kejadian longsor dimasa mendatang.Keywords: Landslide, risk reduction, footing of building, Cililin
