The Sendai Framework for Disaster Risk Reduction 2015–2030 placed human health at the centre of disaster risk reduction, calling for the global community to enhance local and national health emergency and disaster risk management (Health EDRM). The Health EDRM Framework, published in 2019, describes the functions required for comprehensive disaster risk management across prevention, preparedness, readiness, response, and recovery to improve the resilience and health security of communities, countries, and health systems. Evidence-based Health EDRM workforce development is vital. However, there are still significant gaps in the evidence identifying common competencies for training and education programmes, and the clarification of strategies for workforce retention, motivation, deployment, and coordination. Initiated in June 2020, this project includes literature reviews, case studies, and an expert consensus (modified Delphi) study. Literature reviews in English, Japanese, and Chinese aim to identify research gaps and explore core competencies for Health EDRM workforce training. Thirteen Health EDRM related case studies from six WHO regions will illustrate best practices (and pitfalls) and inform the consensus study. Consensus will be sought from global experts in emergency and disaster medicine, nursing, public health and related disciplines. Recommendations for developing effective health workforce strategies for low- and middle-income countries and high-income countries will then be disseminated.

Nature-based solutions (NBS) are increasingly being promoted because they can solve different pursued aims together with providing an additional array of multiple ecosystem services or co-benefits. Nevertheless, their implementation is still being curbed by several barriers, for example, a lack of examples, a lack of finance, and a lack of business cases. Therefore, there is an urgent need to facilitate the construction of business models and business cases that identify the elements required to capture value. These are necessary to catalyze investments for the implementation of NBS. This article presents a tool called a Natural Assurance Schemes (NAS) canvas and explains how it can be applied to identify business models for NBS strategies providing climate adaptation services, showing an eye-shot summary of critical information to attract funding. The framework is applied in three case studies covering different contexts, scales, and climate-related risks (floods and droughts). Finally, a reflective analysis is done, comparing the tool with other similar approaches while highlighting the differential characteristics that define the usefulness, replicability, and flexibility of the tool for the target users, namely policymakers, developers, scientists, or entrepreneurs aiming to promote and implement NAS and NBS projects.

This paper explores the link between human rights and disaster risk reduction. We revisit the notion of a human rights-based approach in the context of natural disasters, analyzing how this concept may contribute to greater accountability and empowerment of those involved in disaster risk reduction. To better understand the processes of empowering rights holders and holding duty bearers into account we adopt legal analytical lenses. By doing so we review four country case studies and their main regulations on disaster risk reduction, taking into account the extent to which they adopt a human rights-based approach. We argue that countries whose legal frameworks allow for community engagement point towards greater community empowerment. Similarly, countries whose legal provisions make possible for holding States accountable for their underperformance in disaster situations suggest greater levels of accountability. We also consider key international human rights instruments binding the four case studies in order to analyze whether and to what extent international human rights obligations may support advocacy and accountability in disaster risk reduction. Based on the analysis of these case studies we consider that empowerment and accountability processes in drr can reinforce each other, and that human rights may contribute to progress in these areas.

This study explores the importance of indigenous knowledge for everyday practices of disaster risk reduction and response. Many existing studies have highlighted the need to integrate such knowledge with modern science. Based on ethnographic research in indigenous communities in the Mentawai Islands of Indonesia, this study explores the categorization of indigenous knowledge in the integration process. To that end, primary data were collected through in-depth interviews while secondary data were collected from relevant documents, including books, articles, websites and government and NGO reports. The findings indicate that indigenous knowledge is acquired through long observation and interaction with disasters. Although some of this knowledge is based on successes in other localities, some indigenous knowledge is completely local, homogenous and shared among community members. It was also established that indigenous knowledge can be meaningfully organized into a number of categories, and that indigenous knowledge of a technical nature is more likely to be integrated with scientific knowledge. The research was exploratory and approached indigenous knowledge issues from the point of view of indigenous communities themselves. This approach should be replicated and expanded in other indigenous communities.

Disaster events impact Asia and the Pacific more than any other region in the world. In light of current and future climate and disaster risks, there is an urgent need to address the region’s underinvestment in disaster risk and reduction. This publication aims to guide policy makers and other stakeholders on how to scale up disaster risk reduction financing in developing member countries of the Asian Development Bank. It provides an overview of financing opportunities—including instruments and mechanisms—as well as country case studies and practical tips for governments to implement enhanced disaster risk reduction.

Purpose The purpose of this paper is to look into how collaborations among science and technology groups and other stakeholders in the Asia-Pacific region can facilitate implementation of national and local disaster risk reduction (DRR) strategies through education, training and field practice. Case studies on transdisciplinary approach (TDA) that integrates cross-cutting DRR issues and various stakeholders through science and technology are introduced from several countries in the region as attempts to holistically support societies build and strengthen their disaster resilience. Design/methodology/approach First, through literature review, the transition from single discipline to TDA is illustrated in which various stakeholders of different disciplines work together to achieve a common societal goal. This is followed by introduction of several case studies of actual TDA implementation for DRR in which information had been gathered through surveys and interviews with international science and technology stakeholders. Finally, through analysis and discussion, the study identifies the key roles of science and technology stakeholders for facilitating TDA for DRR. Findings The study concludes with key findings on the specific roles of science and technology including provision of education and training to build capacities of DRR practitioners to effectively plan and implement DRR measures, support to evidence-based decision making through locally specific scientific assessments and analysis and validation scientific information on the actual field for DRR practitioners and agencies. In materializing these roles into action, institutionalization of supporting policies and budget provision that promotes TDA are suggested. Originality/value Even though TDA is not a new concept and many stakeholders understand its importance, TDA has not been widely exercised mainly due to conventional practices of experts and organizations working only within their groups and disciplines. With this understanding, this study has newly identified eight key elements that can be used as a guide and checklist for DRR stakeholders to effectively implement TDA for strengthening disaster resilience of their societies.

AbstractCase studies can be useful in assessing and learning lessons from emergency situations. In this paper, different uses for disaster case studies, are explored with identification of potential pitfalls that should be avoided. In addition, ways to improve the rigor and significance of case studies are suggested. Case studies can be used as examples or as a research tool. If conducted properly, they can provide robust and compelling results. It is argued that sharing a common guide to conducting and writing case studies among all disaster risk reduction professionals could improve the quality of case study reports and thereby strengthen their value in advancing the prevention, preparedness, and management of disasters and emergencies.
