Although nearly two decades have passed since the Honey Report was issued, MPA education is still wrestling with the “relevance question.” This exploratory study seeks to assess the relevance issue from the unique vantage point of 183 mid-career MPA students at sixteen universities across the country. Queried are mid-careerist perceptions of the content, effect, and curriculum development needs of their MPA educational experience. The findings indicate: (1) a concern about the theoretical versus practical application focus of the mid-careerist experience; (2) a perception by these students that MPA education was having a substantial effect on their work habits, attitudes, and values; (3) a feeling that the balance afforded to ethics, politics, and skill development should probably differ among the subdisciplines; (4) a convergence of opinion with pre-service students on the most appropriate teaching styles for PA classrooms; (5) the perception that distinct differences existed in pre-service/mid-careerists to help academics provide a more applied view of the public service to pre-service students. The study concludes by arguing for the adoption of a service delivery ethic stressing knowledge co—production in the MPA educational process.

The Decision to Confiscate German-Owned Property (1944), the Law on Agrarian Reform and Colonization (August 1945) and the Decree on the Implementation of Veterans’ Settlement (1945) provided a legal framework for the colonization of Vojvodina. People from the outback regions applied for colonization in large numbers since it was believed that migration guaranteed deliverance from decades of dearth and poverty. The journey of the colonists was fraught with numerous difficulties, primarily due to poor organization and frequent changes of plans. The distribution of houses, cattle, and inventory was done by local commissions. The bias of these commissions was obvious. Thus, the division of houses and inventory was accompanied by great social injustices. Some families were housed in buildings with electrical installations, while others had to settle into houses without floors. Such actions caused indignation and revolt among the colonists. Dissatisfied with their new life, as many as 4,000 families decided to return. Those who remained needed time to adapt to the new way of life. With time, big families disintegrated, the position of women improved, new work habits were developed, and neighborly relations became better.

Knowledge workers are often employed to extract knowledge from domain experts in order to codify knowledge held by these experts. The extent to which workers rely on tacit or explicit knowledge may produce inefficiencies and reduce productivity if the information is not shared among those who need it or if it encapsulates strategic goals and is inadvertently shared with those who might undermine the firm’s competitive advantage. This chapter discusses the nature of tacit versus explicit knowledge in terms of the dimensions thought to contribute to its degree of tacitness. The authors present the results of an exploratory study in which they develop an instrument designed to elicit perceptions regarding the nature of knowledge used by workers and their degree of reliance on tacit knowledge. It is an indirect form of measurement that eliminates the need to render the knowledge entirely explicit prior to measurement. As an additional benefit, it allows the classification of knowledge along a continuum, ranging from entirely tacit to entirely explicit or somewhere in between. Use of this instrument by managers will help them identify pockets of tacit knowledge within the firm that could either be made explicit so that other workers can benefit from it or that could be prevented from becoming explicit should its strategic value require protection.
