The reception of journalists at the Waspada Daily Medan always went through several rigorous selections before being determined to be accepted as journalists at the Waspada Medan Daily. There are several criteria that must be possessed by each participant as a condition for becoming a journalist in the Daily Alert Medan. To get the best participants, the Waspada Medan Daily needed a decision support system. Decision Support Systems (SPK) are part of computer-based information systems (including knowledge-based systems (knowledge management)) that are used to support decision making within an organization or company. Decision support systems provide a semitructured decision, where no one knows exactly how the decision should be made. In this study the authors applied the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) as the method to be applied in the decision support system application. The VIKOR method is part of the Multi-Attibut Decision Making (MADM) Concept, which requires normalization in its calculations. Information is also needed as a source of evaluation of the development of an organization, institutions, companies, and departments. Thus, the management process is inseparable from the use of information systems, which is a set of components that are interconnected, collect, process the store, and distribute information to support decision-making and control in an organization. An information system translates data into information to support business decision making. Data, raw unorganized facts, are gathered relative to a business event. The resulting information, which has meaning in the hands of a user, must be complete and accurate in order to support timely decision making. The acquisition of an information system by a small business will be a relatively costly endeavour. The small business manager will tend to rely upon an internal individual or external organization for advice when acquiring an information system. Further, the information system will be employed to improve the efficiency of daily operations of a small business. This chapter describes information systems. In general, an information system turns data into information to support decision making. The information must be timely, complete, and accurate relative to the decisions which must be made.

Decision-making support systems (DMSS) are specialized computer-based information systems designed to support some, several or all phases of the decision-making process (Forgionne et al., 2000). They have the stand-alone or integrated capabilities of decision support systems (DSS), executive information systems (EIS) and expert systems/knowledge based systems (ES/KBS). Individual EIS, DSS, and ES/KBS, or pair-integrated combinations of these systems, have yielded substantial benefits for decision makers in real applications.

Рассматривается проектирование системы, предполагающей применение инструментального ианалитического аппарата ГИС (геоинформационных систем) с целью обеспечения мониторинга и поддержки принятия решений на примере задач формирования системы образовательных услуг региона. Рассматриваются основные модели и методика решения задач, возникающих перед администрацией органов управления образованием. We are considering the design of a system involving the use of a GIS tool and analytical apparatus (geographic information systems) in order to ensure monitoring and support decision-making on the example of the tasks of creating a system of educational services in the region. The main models and methods of solving problems arising before the administration of education management bodies are considered.
