Regional fire scenarios in Spain: Linking landscape dynamics and fire regime for wildfire risk management

Wildfires have been a major landscape disturbance factor throughout history in inland mountain areas of Spain. This paper aims to understand the interaction of fire regimes and landscape dynamics during the last two centuries within a socio-spatial context. The study area selected for this historical and spatial analysis is the Ayllón massif, in the Central Mountain Range. The theoretical background used to identify the driving forces of fire regime changes over the 19th and 20th centuries in this mountain area includes landscape-based fire scenarios and fire-type concepts. Both concepts have been addressed in recent studies from a spatial planning and fire management approach in an attempt to understand current fire landscapes and wildfire risk. However, this is the first time that these concepts have been applied to show that both spatial and temporal scales are crucial for an understanding of the current wildfire panorama, and that fire history related to landscape dynamics is fundamental in socio-spatial differences in fire regimes.Four variables (fire history, land use, population and settlement system, and forest management) were assessed to define historical landscape-based fire scenarios, and three fire feature variables (fire extent, fire cause, and spatial distribution pattern) were considered to define historical fire-types. We found that the non-linear evolution of fire regimes during the 19th and 20th centuries was determined by fire-type changes according to landscape dynamics. Moreover, population and forest management have been the main driving forces of fire regime tipping points or pyrotransitions. This study validates the hypothesis that fire regime changes are the result of the interaction of fire history and landscape dynamics.

Although increasing concern about climate change has raised awareness of the fundamental role of forest ecosystems, forests are threatened by human-induced impacts worldwide. Among them, wildfire risk is clearly the result of the interaction between human activities, ecological domains, and climate. However, a clear understanding of these interactions is still needed both at the global and local levels. Numerous studies have proven the validity of the socioecological system (SES) approach in addressing this kind of interdisciplinary issue. Therefore, a systematic review of the existing literature on the application of SES frameworks to forest ecosystems is carried out, with a specific focus on wildfire risk management. The results demonstrate the existence of different methodological approaches that can be grouped into seven main categories, which range from qualitative analysis to quantitative spatially explicit investigations. The strengths and limitations of the approaches are discussed, with a specific reference to the geographical setting of the works. The research suggests the importance of local community involvement and local knowledge consideration in wildfire risk management. This review provides a starting point for future research on forest SES and a supporting tool for the development of a sustainable wildfire risk adaptation and mitigation strategy.

Throughout the late 19th century and most of the 20th century, risks associated with wildfire were addressed by suppressing fires as quickly as possible. However, by the 1960s, it became clear that fire exclusion policies were having adverse effects on ecological health, as well as contributing to larger and more damaging wildfires over time. Although federal fire policy has changed to allow fire to be used as a management tool on the landscape, this change has been slow to take place, while the number of people living in high-risk wildland–urban interface communities continues to increase. Under a variety of climate scenarios, in particular for states in the western United States, it is expected that the frequency and severity of fires will continue to increase, posing even greater risks to local communities and regional economies.Resource managers and public safety officials are increasingly aware of the need for strategic communication to both encourage appropriate risk mitigation behavior at the household level, as well as build continued public support for the use of fire as a management tool aimed at reducing future wildfire risk. Household decision making encompasses both proactively engaging in risk mitigation activities on private property, as well as taking appropriate action during a wildfire event to protect personal safety. Very little research has directly explored the connection between climate-related beliefs, wildfire risk perception, and action; however, the limited existing research suggests that climate-related beliefs have little direct effect on wildfire-related action. Instead, action appears to depend on understanding the benefits of different mitigation actions and in engaging the public in interactive, participatory communication programs that build trust between the public and natural resource managers. A relatively new line of research focuses on resource managers as critical decision makers in the risk management process, pointing to the need to thoughtfully engage audiences other than the lay public to improve risk management.Ultimately, improving the decision making of both the public and managers charged with mitigating the risks associated with wildfire can be achieved by carefully addressing several common themes from the literature. These themes are to (1) promote increased efficacy through interactive learning, (2) build trust and capacity through social interaction, (3) account for behavioral constraints and barriers to action, and (4) facilitate thoughtful consideration of risk-benefit tradeoffs. Careful attention to these challenges will improve the likelihood of successfully managing the increasing risks that wildfire poses to the public and ecosystems alike in a changing climate.

Fire is one of the main disturbance factors shaping the landscape, and landscape is a key driver of fire behavior. Considering the role played by land use and land cover (LULC) changes as the main driver of landscape dynamics, the aim of this study was to calculate and analyze (i) the real impact of fire on LULC changes and (ii) how these LULC changes were influencing the fire regime. We used methods of historical geography and socio-spatial systemic analysis for reconstructing and assessing the LULC change and fire history in six case studies in the Central Mountain System (Spain) from archival documentary sources and historical cartography. The main result is an accurate dataset of fire records from 1497 to 2013 and a set of LULC maps for three time points (1890s–1930s, 1956–1957, and the 2000s). We have shown the nonlinear evolution of the fire regime and the importance of the local scale when assessing the interaction of landscape dynamics and fire regime variation. Our findings suggest that LULC trends have been the main influencing factor of fire regime variation in Central Spain since the mid-19th century.
