In the study, based on the existing approaches to the assessment of mental space in the project management environment, a model of mental space for the implementation of transport safety projects was formed. The purpose of the work is to create a system model of the formation of mental space in the management of security projects of transport enterprises to increase the efficiency of their implementation. Research methods - project and program management methodologies; mechanisms of set theory, system and process analysis. The developed system model includes the mental space of the security project; the mental space of the project manager / project team, to be determined by the general policy of safety management of the enterprise and is formed by the mental space of the transport enterprise; the mental space of stakeholders is defined as the mental space that is formed by the general attitude to ensuring the safety of the transport industry; the mental space of mobile content / environment is determined by the zonal culture of transport safety that exists in a particular region. This comprehensive approach allows us to move towards taking into account all the important components in the management of transport safety and especially in transport companies. The results of the article in the implementation of the procedure of forming a mental space in the management of security projects of transport enterprises to improve their efficiency can be implemented. Predictive assumptions for the development of the object of study - the development of a method of forming a mental space in the management of security projects of transport enterprises. Transportation in general in Indonesia is facing many challenges, but all possibilities that will occur can be anticipated by structuring a more resilient national transportation system. This study aims to determine and understand the application of the ISM-Code to be used as legal protection from the use of ships that are not of marine standards. The research method used is the normative research method, which is a legal writing method that aims to obtain library legal materials by collecting and analyzing legal materials related to the problem. The results of this study are, first. In the application of the ISM-Code it is used as a legal protection from the use of ships that are not standard marine standards. There are still many shipping companies that issue policies that are not standard ISM-Code or do not meet the elements of Article 9 of the Minister of Transportation Number 45 of 2012 concerning Ship Safety Management Systems. And secondly the ISM-Code Required as Legal protection from the use of ships that do not meet maritime standards is the form of legal protection contained in the ISM-Code.

This paper aims to analyze the classical transport system using only two processing centers, maintenance can ensure, without negatively impacting the transportation system optimization. To achieve transport system simulation packages have been used to simulate Petri and implementation specialist and preparing conclusion is made based on data specialist. The model is intended to be a source of help in the activities of companies seeking to optimize the transport system and not be disrupted by achieving maintenance. Benefits are those prototypes and analyze the whole system after the implementation of tracking and being able to control the entire system, leading to the prevention and elimination of queues later appearance possible accidents. Studying this system model can deduce new information without the high costs.
