Flexibility is crucial to enable the penetration of high shares of renewables in the power system while ensuring the security and affordability of the electricity dispatch. In this regard, heat–electricity sector coupling technologies are considered a promising solution for the integration of flexible devices such as thermal storage units and heat pumps. The deployment of these devices would also enable the decarbonization of the heating sector, responsible for around half of the energy consumption in the EU, of which 75% is currently supplied by fossil fuels. This paper investigates in which measure the diffusion of district heating (DH) coupled with thermal energy storage (TES) units can contribute to the overall system flexibility and to the provision of operating reserves for energy systems with high renewable penetration. The deployment of two different DH supply technologies, namely combined heat and power units (CHP) and large-scale heat pumps (P2HT), is modeled and compared in terms of performance. The case study analyzed is the future Italian energy system, which is simulated through the unit commitment and optimal dispatch model Dispa-SET. Results show that DH coupled with heat pumps and CHP units could enable both costs and emissions related to the heat–electricity sector to be reduced by up to 50%. DH systems also proved to be a promising solution to grant the flexibility and resilience of power systems with high shares of renewables by significantly reducing the curtailment of renewables and cost-optimally providing up to 15% of the total upward reserve requirements.

Interest has been raised by the recent identification of cooperation cost through collaborative planning in horizontal logistics operations. Even though cooperation cost can be realized, one key question exists: how should cooperation cost be divided among a group of collaborating companies. In this article, the question is studied in a centralized framework context. We divide the participants into two groups, leading companies (LC) and nonleading companies (NLC), and propose five fair distribution rules from the perspective of leading companies. According to these distribution principles, we developed an allocation method called Leading-idealism Cost Allocation Model (LiCAM) and compared it with three existing classic allocation mechanisms which violate some of these criteria are discussed. Computational results show that our method has acceptable calculation time, stability, consistency, and monotony. Our model can fully reflect the value as a leading company which is consistent with the actual practice requirements. We also illustrate the value and operability of our model by discussing the number of leading companies and the size of the alliance.

Despite their important role in shaping the technologies of the future, public research and development (R&D) programmes are rarely based on systematic assessments of the environmental effects. R&D programmes thus allocate a huge amount of financial resources to projects, which potentially may cause severe negative environmental impacts. This paper presents an innovative environmental assessment practice on R&D programmes in Denmark. It reports on the challenges and experiences of assessing the Danish R&D programme ForskEL, which promotes R&D projects within the electricity sector. The programme is characterised by uncertainty about impacts and incomparable project types and technologies. A methodology for dealing with these challenges is presented, and experiences from a testing of the methodology on the 2012 programme are reflected upon. Finally the assessment is discussed in terms of its potential for making a difference for the future development and deployment of renewable energy.

The continuation of China's remarkable economic growth will depend on continued increases in electricity supply. China has commenced a program of electricity sector restructuring, with the announced aim of relying on markets and competition to provide incentives for attracting private investment and encouraging efficiency. However, a close examination of the generation markets being created suggests that truly free wholesale prices are likely to be both high and volatile. This may be the reason that these prices have not yet been freed — and it may not bode well for true market liberalization in the future.
