Salt deals with strategic objectives and doctrine, weapons systems, evolving technology, and is discussed in esoteric terminology. Decisions, however, are made by political leaders in the United States and the USSR in political contexts. Of the four agreements concluded at SALT I, the Anti-Ballistic Missile (ABM) Treaty is clearly the most important. Odier agreements are the Interim Agreement on Limitation of Strategic Offensive Systems; the Accident Measures Agreement; and the revised Hot Line Agreement.

It's a commonplace occurrence that citizens in Western democracies are disaffected with their political leaders and traditional democratic institutions. But this book argues that this crisis of confidence is partly a crisis of understanding. The book makes the case that the sources of democratic legitimacy have shifted and multiplied over the past thirty years and that we need to comprehend and make better use of these new sources of legitimacy in order to strengthen our political self-belief and commitment to democracy. Drawing on examples from France and the United States, the book notes that there has been a major expansion of independent commissions, NGOs, regulatory authorities, and watchdogs in recent decades. At the same time, constitutional courts have become more willing and able to challenge legislatures. These institutional developments, which serve the democratic values of impartiality and reflexivity, have been accompanied by a new attentiveness to what the book calls the value of proximity, as governing structures have sought to find new spaces for minorities, the particular, and the local. To improve our democracies, we need to use these new sources of legitimacy more effectively and we need to incorporate them into our accounts of democratic government. This book is an original contribution to the vigorous international debate about democratic authority and legitimacy.

The Ministerial Council of the North Atlantic Treaty Organization (NATO) held its eleventh annual ministerial review at NATO headquarters in Paris from December 16 to 18, 1960. The main topic of discussion at the meeting was the announcement by United States Secretary of State Christian Herter of what he reportedly termed a new concept for the operation of medium-range ballistic missiles. The United States plan included: 1) a proposal that NATO discuss a multilateral system for the political control of the weapons; 2) an offer to place five ballistic missile submarines armed with 80 Polaris missiles under the command of the Supreme Allied Commander, Europe (SACEUR), by the end of 1963; and 3) a suggestion that the other members of the alliance contribute approximately 100 more medium-range ballistic missiles by purchasing them in the United States. The press reported that Lord Home, Foreign Secretary of the United Kingdom, welcomed the United States proposal and said that NATO should examine the possibility of a medium-range ballistic missile force under multilateral control, a suggestion in which M. Couve de Murville, the French Foreign Minister, concurred. The West German Defense Minister, Franz Joseph Strauss, told the Ministers, the press announced, that concrete decisions on the United States proposal should be taken in the near future, and that plans for NATO control of the Polaris missile force should be pushed through by military and political authorities early in the spring of 1961. The Council of Ministers decided to pass on to its Permanent Comand other related materials, according to the press.

This chapter describes the founding of Washington, D.C., as the capital of the United States. The area that became Washington was a fully functioning slave society, and the city that grew atop those fields incorporated slavery into every aspect of life. From its inception Washington embodied the contradiction endemic to America itself, the paradoxical juxtaposition of freedom and slavery that bedeviled the nation and ultimately led to the Civil War. Enslaved people worked on public construction projects, they were bought and sold within sight of the Capitol, they drove the hacks that crisscrossed the city, and they waited on the men who ran the nation. Early Washington was a Southern city that was immersed in slavery and benefited immensely from it. Another contradiction embedded into the fabric of the city was that its citizens lacked democracy’s basic unit of currency: the right to vote. The city became a political colony, a district whose fate rested not with the local people who called it home but with the national political leaders who resided there temporarily.

With Cuban slavery on the path to extinction, the Empire of Brazil stood as the last nation sanctioning slavery. Rafael Marquese’s essay shows that Brazil’s political leaders were keenly aware of the implications of the Union’s emancipation policy, and its ultimate victory, for their own country. Brazilians also followed closely the post-emancipation conditions of the South and debated what lessons it held for Brazil. In 1871, alone in a world that had repudiated slavery, Brazil passed its own free-womb law, which spelled the eventual end of slavery in Brazil, and all the Americas.

Since 1987, the Mexican Migration Project (MMP) has compiled extensive data on the characteristics and behavior of documented and undocumented migrants to the United States, and made them publicly available to users to test theories of international migration and evaluate U.S. immigration and border policies. Findings based on these data have been plentiful, but have also routinely been ignored by political leaders, who instead continue to pursue policies with widely documented, counterproductive effects. In this article, we review prior studies based on MMP data to document these effects. We also use official statistics to document circumstances on the border today, and draw on articles in this volume to underscore the huge gap between U.S. policies and the realities of immigration. Despite that net positive undocumented Mexican migration to the United States ended more than a decade ago, the Trump administration continues to demand the construction of a border wall and persists in treating Central American arrivals as criminals rather than asylum seekers, thus transforming what is essentially a humanitarian problem into an immigration crisis.

Abstract What do children think about political leaders? In classic political socialization studies of the late 1950s, children tended to hold idealized views of political leaders. In spite of enormous changes in the political landscape, we know little about how these attitudes have changed in the last 60 years. To assess the views of children today, we surveyed over 500 elementary school children (grades 1–6) in the United States. Children no longer possess favorable views of the president. However, the institution of the presidency continues to be held in high esteem.
