How do stigmatized minorities advance agendas when confronted with hostile majorities? Elite theories of influence posit marginal groups exert little power. I propose the concept of agenda seeding to describe how activists use methods like disruption to capture the attention of media and overcome political asymmetries. Further, I hypothesize protest tactics influence how news organizations frame demands. Evaluating black-led protests between 1960 and 1972, I find nonviolent activism, particularly when met with state or vigilante repression, drove media coverage, framing, congressional speech, and public opinion on civil rights. Counties proximate to nonviolent protests saw presidential Democratic vote share increase 1.6–2.5%. Protester-initiated violence, by contrast, helped move news agendas, frames, elite discourse, and public concern toward “social control.” In 1968, using rainfall as an instrument, I find violent protests likely caused a 1.5–7.9% shift among whites toward Republicans and tipped the election. Elites may dominate political communication but hold no monopoly.

Many scholars have examined the relationship between public opinion and the U.S. Supreme Court, but most researchers have often failed to take into account the fact that the press mediates this relationship. Due to the public’s lack of independent knowledge about Supreme Court decisions, the media has the potential to play an influential role in the communication and interpretation of Supreme Court decisions. In this article, we examine the relationship between the Supreme Court, the media, and public opinion. First, we examine whether increased public tolerance on gay and lesbian issues has resulted in increased media coverage of gay-related cases before the Supreme Court. Second, we examine how media coverage of the Court’s 2003 decision to strike down state sodomy laws in Lawrence v. Texas may have been associated with decreased public support for gay and lesbian civil rights. Our analysis suggests that increased support for gay and lesbian civil rights may have lead to increased media attention to the Lawrence case and that the tone of this coverage may have subsequently resulted in an observed decrease in support for gay and lesbian civil rights following the Court’s decision. We also suggest that the release of a highly critical dissenting opinion by the Court in the case may have encouraged negative media coverage and the resulting shift in public opinion. Our research has broad implications for media coverage of Supreme Court decisions.

Here the authors present the variation that exists in income inequality across the states, and variation in public awareness or concern about income inequality as measured by public opinion polls. Though politicians may decide to tackle income inequality even in the absence of public concern about inequality, the authors argue that government responses are more likely when and where there is a growing awareness of, and concern about, inequality, which is confirmed in the analyses in this book. To examine this question in subsequent chapters, a novel measure of public awareness of rising state inequality is developed. Using these estimates, this chapter shows that the growth in the public concern about inequality responds in part to objective increases in inequality, but also that state political conditions, particularly mass partisanship, shape perceptions of inequality.

This chapter explores communication innovations made by American social movements over time. These movements share political communication goals and outsider status, which helps to connect innovation decisions across movements and across time. The chapter primarily explores two long-lasting movements. First is the women’s suffrage movement, which lasted over seventy years of the print era from the mid-nineteenth century until the ratification of the Nineteenth Amendment in 1920. Next is the long-lasting fight against racial discrimination, which led to the modern civil rights movement starting in the print era, but coming of age along with television during the 1950s and 1960s. Both the women’s suffrage movement and civil rights movement utilized innovative tactics with similarly mild results until mainstream coverage improved. Finally, these historical movements are compared with movements emerging during the internet era, including the early Tea Party, Occupy Wall Street, Black Lives Matter, and the Resist movement.

This chapter lays out the Tea Party’s history as a mass-mediated construction in the context of journalism, political communication, and social movement studies. It argues that the news coverage of the Tea Party primarily chronicled its meaning, appeal, motivations, influence, and circulation—an emphasis on its persona more than its policies. In particular, the news media tracked the Tea Party as a brand, highlighting its profits, marketability, brand leaders, and audience appeal. The Tea Party became a brand through news media coverage; in defining it as a brand, the Tea Party was a story, message, and cognitive shortcut that built a lasting relationship with citizen-consumers through strong emotional connections, self-expression, consumption, and differentiation.

AbstractDuring global pandemics, such as coronavirus disease 2019 (COVID-19), crisis communication is indispensable in dispelling fears, uncertainty, and unifying individuals worldwide in a collective fight against health threats. Inadequate crisis communication can bring dire personal and economic consequences. Mounting research shows that seemingly endless newsfeeds related to COVID-19 infection and death rates could considerably increase the risk of mental health problems. Unfortunately, media reports that include infodemics regarding the influence of COVID-19 on mental health may be a source of the adverse psychological effects on individuals. Owing partially to insufficient crisis communication practices, media and news organizations across the globe have played minimal roles in battling COVID-19 infodemics. Common refrains include raging QAnon conspiracies, a false and misleading “Chinese virus” narrative, and the use of disinfectants to “cure” COVID-19. With the potential to deteriorate mental health, infodemics fueled by a kaleidoscopic range of misinformation can be dangerous. Unfortunately, there is a shortage of research on how to improve crisis communication across media and news organization channels. This paper identifies ways that legacy media reports on COVID-19 and how social media-based infodemics can result in mental health concerns. This paper discusses possible crisis communication solutions that media and news organizations can adopt to mitigate the negative influences of COVID-19 related news on mental health. Emphasizing the need for global media entities to forge a fact-based, person-centered, and collaborative response to COVID-19 reporting, this paper encourages media resources to focus on the core issue of how to slow or stop COVID-19 transmission effectively.

What explains the alignment of antiabortion positions within the Republican party? I explore this development among voters, activists, and elites before 1980. By 1970, antiabortion attitudes among ordinary voters correlated with conservative views on a range of noneconomic issues including civil rights, Vietnam, feminism and, by 1972, with Republican presidential vote choice. These attitudes predated the parties taking divergent abortion positions. I argue that because racial conservatives and military hawks entered the Republican coalition before abortion became politically activated, issue overlap among ordinary voters incentivized Republicans to oppose abortion rights once the issue gained salience. Likewise, because proabortion voters generally supported civil rights, once the GOP adopted a Southern strategy, this predisposed pro-choice groups to align with the Democratic party. A core argument is that preexisting public opinion enabled activist leaders to embed the anti (pro) abortion movement in a web of conservative (liberal) causes. A key finding is that the white evangelical laity’s support for conservative abortion policies preceded the political mobilization of evangelical leaders into the pro-life movement. I contend the pro-life movement’s alignment with conservatism and the Republican party was less contingent on elite bargaining, and more rooted in the mass public, than existing scholarship suggests.
