Before Reagan: The Development of Abortion’s Partisan Divide

What explains the alignment of antiabortion positions within the Republican party? I explore this development among voters, activists, and elites before 1980. By 1970, antiabortion attitudes among ordinary voters correlated with conservative views on a range of noneconomic issues including civil rights, Vietnam, feminism and, by 1972, with Republican presidential vote choice. These attitudes predated the parties taking divergent abortion positions. I argue that because racial conservatives and military hawks entered the Republican coalition before abortion became politically activated, issue overlap among ordinary voters incentivized Republicans to oppose abortion rights once the issue gained salience. Likewise, because proabortion voters generally supported civil rights, once the GOP adopted a Southern strategy, this predisposed pro-choice groups to align with the Democratic party. A core argument is that preexisting public opinion enabled activist leaders to embed the anti (pro) abortion movement in a web of conservative (liberal) causes. A key finding is that the white evangelical laity’s support for conservative abortion policies preceded the political mobilization of evangelical leaders into the pro-life movement. I contend the pro-life movement’s alignment with conservatism and the Republican party was less contingent on elite bargaining, and more rooted in the mass public, than existing scholarship suggests.

The literature on partisan change in the American electorate has devoted considerable attention to explaining Republican gains in the South. Less time has been devoted to examining changes outside of the South, where a Democratic majority has persisted-and indeed grown-over the past two decades. This article examines whether the realignment toward the Republican Party in the South has resulted in a move toward the Democratic Party outside the South. Specifically, it is posited that the growing influence of the South within the Republican Party has resulted in a backlash against the GOP. Using data from the American National Election Studies, this article examines affect toward southerners as a determinant of the political behavior of non-southerners. Findings indicate that even after controlling for other explanatory variables, affect toward southerners is a significant predictor of how non-southerners evaluate the political parties, as well as vote choice in the 2008 presidential election. While partisanship and ideology remain the best predictors of vote choice among non-southerners, anti-southern backlash should not be discounted for the GOP's "Northern problem" in recent elections.

This chapter examines the paradox of partisanship. In 1950, the American Political Science Association put out a major report arguing for a “more responsible two-party system.” The two parties—the Democratic Party and the Republican Party—were then largely indistinguishable coalitions of parochial local parties, and the political scientists argued that too little, rather than too much polarization, was the problem. This sets up a paradox: Some party division is necessary, but too much can be deadly. Various traditions in American political thought have tried to resolve this paradox. Antipartisans have urged consensus above all. Responsible partisans have urged competition above all. Meanwhile, bipartisans have urged compromise above all. Consensus is impossible. However, both compromise and competition are essential to democracy. Only the neglected multiparty tradition can solve the paradox with the right balance of competition and compromise.

This chapter explains how Texas came to align with the Republican Party. Texas is now the essential Republican state, but for most of its history it was part of the solid Democratic South. In the mid-twentieth century, the Texas Democratic Party divided into liberal and conservative factions—partly over race and civil rights but also over a range of questions including New Deal economic policies and anti-communism. Texas Democrats engaged in what V. O. Key called the most intense intraparty fight of any state in the South. The long-dormant state Republican Party began to revive in the 1960s as many Texans became alienated from a national Democratic Party that was shifting to the left. Republican gains produced a period of balanced two-party competition that lasted from the 1970s through the 1990s. By the early 2000s, the GOP established dominance, making Texas the nation’s largest and most powerful Republican state.

ABSTRACTThe 1970s was a decade of acute existential crisis for the Democratic party, as ‘New Politics’ insurgents challenged the old guard for control of both the party apparatus and the right to define who a true ‘liberal’ was. Those Democrats who opposed New Politics reformism often found themselves dubbed ‘neoconservatives’. The fact that so many ‘neoconservatives’ eventually made their home in the Grand Old Party (GOP) has led historians to view them as a Republican bloc in embryo. The apostasy of the neoconservatives fits neatly into the political historiography of the 1970s, which is dominated by the rise of the New Right and its takeover of the Republican party. Yet this narrative, though seductive, overlooks the essentially protean character of politics in that decade. This article uses the 1976 Senate campaign mounted by Daniel Patrick Moynihan – the dandyish Harvard academic, official in four presidential administrations, and twice US ambassador – to demonstrate that many ‘neoconservatives’ were advancing a recognizably liberal agenda and seeking to define a new ‘vital center’ against the twin poles of the New Politics and the New Right. A microcosm of a wider struggle to define liberalism, Moynihan's candidacy complicates our understanding of the 1970s as an era of rightward drift.

Few transformations have been as important in American politics as the incorporation of African Americans into the Democratic Party over the course of the 1930s–60s and the Republican Party's growing association with more conservative positions on race-related policies. This paper traces the relationship between New Deal economic liberalism and racial liberalism in the mass public. A key finding is that by about 1940, economically-liberal northern white Democratic voters were substantially more pro-civil rights than were economically-conservative northern Republican voters. While partisanship and civil rights views were unrelated among southern whites, economic conservatives were more racially conservative than their economically liberal counterparts, even in the south. These findings suggest that there was a connection between attitudes towards the economic programs of the New Deal and racial liberalism early on, well before national party elites took distinct positions on civil rights. Along with grassroots pressure from African American voters who increasingly voted Democratic in the 1930s–40s, this change among white voters likely contributed to northern Democratic politicians' gradual embrace of civil rights liberalism and Republican politicians' interest in forging a coalition with conservative white southerners. In attempting to explain these linkages, I argue that the ideological meaning of New Deal liberalism sharpened in the late 1930s due to changes in the groups identified with Roosevelt's program and due to the controversies embroiling New Dealers in 1937–38.

The background of the contemporary Macedonian “antiquization” can be found in the nineteenth century and the myth of ancient descent among Orthodox Slavic speakers in Macedonia, adopted partially due to Greek cultural inputs. The idea of Ancient Macedonian nationhood has also been included in the national mythology during the Yugoslav era. An additional factor for its preservation has been the influence of the Macedonian Diaspora. After independence, attempts to use myth of ancient descent had to be abandoned due to political pressure by Greece. Contemporary antiquization on the other hand, has been revived as an efficient tool for political mobilization. It is manifested as a belated invention and mass-production of tradition, carried out through the creation of new ceremonies, interventions in the public space and dissemination of mythological and metaphysical narratives on the origin of the nation. There have also been attempts to scientifically rationalize claims to ancient nationhood. On the political level, the process of antiquization reinforced the political primacy of its promoters, the ruling Internal Macedonian Revolutionary Organization – Democratic Party for Macedonian National Unity (VMRO-DPMNE), but had a negative impact on the interethnic relations and the international position of the country.

Liberal historians have traditionally played down or neglected the achievements of the Eisenhower administration in the area of civil rights. At the same time, they have overstated the contributions of liberal Democrats and understated the role congressional Democrats played in obstructing civil rights in the 1950s. The liberal bias of most historians has led to a distorted picture of the political dynamics affecting the struggle for black equality. The fact is that the Democrats, as a party, were not so liberal in the 1950s as they have often been portrayed, and the Republican party was not so conservative. The positions of the parties in fact were not so clear-cut as they became in the next decade. Neither party forcefully and openly advocated full equality for blacks; both reflected the dominant racism of white society. Granting that, however, the Eisenhower administration was not the obstructionist barrier to civil rights that historians have often portrayed.

This chapter examines whether the effects of immigration extend to the electoral arena. On average, the Democratic Party and the Republican Party present Americans with two different alternatives on immigration. Most of those calling for more punitive measures come from candidates on the Republican side. By contrast, most of the individuals offering a more compassionate perspective toward immigration emerge out of the Democratic camp. There are obvious partisan choices for voters with real hopes or deep fears on immigration. The chapter asks whether concerns about immigration are leading to greater support for Republican candidates across a range of elections from the presidency to gubernatorial contests. It shows that there is a strong, robust relationship between immigration attitudes and white Americans' vote choice. In other words, immigration exerts a broad influence on electoral politics in the United States.

This article attempts to assess, in a quantitative way, how security/defense issues have been perceived in Belgium since the early 1970s among the mass public.  This period has been characterized by breathtaking changes in the political and military world environment. How have Belgians reacted to these changes ?  The empirical evidence is based on a secondary analysis of public opinion data from the Eurobarometer series.The picture that emerges from the trend analysis is mixed. On the one hand, orientations towards the peace movement and arms limitations are more positive than before. On the other hand, many other indicators point to an increase in pro-defense orientations. Belgians are also overwhelmingly favorable to the creation of a collective organization for defense.

The Supreme Court's decision in Roe v. Wade, arguably the most hotly debated in recent decades, has produced an impressive body of historical scholarship. The leading histories have focused on the evolution of the arguments and alliances that shape abortion debate today, rights-based prolife and pro-choice arguments, alliances between women's rights leaders and public health advocates, and the adoption of pro-choice positions by the Democratic Party and pro-life positions by the Republicans. This orientation is unquestionably a sensible one; rights-based arguments, in play before Roe, have come to dominate the debate after the decision. However, by emphasizing rights-based debate before the decision, the current scholarship has mostly missed a significant change in the rhetoric and coalitions on either side of the debate that was partly produced by Roe itself.
