One-Party Dominance and Third Parties: The Pinard Theory Reconsidered

Afin d'expliquer la croissance des tiers partis au Canada, Maurice Pinard a élaboré une théorie basée sur la notion des « tendances structurales » (structural conduciveness) telle qu'énoncée par Smelser. La théorie soutient que, dans les périodes de tensions sociales, les tiers partis auront tendance à croître dans les systèmes dont la structure est marquée par la prédominance d'un parti. De plus, Pinard suggère qu'une théorie des tiers partis centrée sur les classes sociales pourrait s'avérer plus appropriée dans certaines circonstances. Après avoir examiné la notion de « prédominance » et formulé une version plus explicite de la théorie basée sur les classes sociales, l'auteur applique les deux théories à trois cas bien connus de percée des tiers partis. Il s'avère que, même si on peut déceler des éléments structuraux dans tous les cas, la seconde théorie fournit une meilleure explication que la première dans deux des trois cas, l'inverse étant vrai dans l'autre cas.

If the importance of one-party dominance as a determinant of the rise of third parties were to be evaluated on the basis of the attention it has already received from political scientists, we would have to conclude that it must not be negligible. Obviously, however, this would not be a proper way of evaluating a theory. Fortunately, its importance rests on other grounds. Apart from my own quantitative and qualitative evidence, there is now Graham White's evidence, presented above in his article “One-Party Dominance and Third Parties,” which, as will be seen, I read to be in line with my own. And while André Blais, in “Third Parties in Canadian Provincial Politics,” above, concludes that he was “impressed with the number of negative results of the tests [he] used” (I am not!), he nevertheless showed an unusual reluctance to discard the theory and finally maintained that “one-party dominance is not irrelevant,” though it is “not a crucial factor.” We shall see later that his evidence is far from being that negative. Another critic of the test of the theory at the district level maintained, nevertheless, that the theory itself was very sound (“inattaquable”) and that its tests at the provincial level were convincing.

Abstract. This study proposes a new test of Maurice Pinard's theory on the rise of third parties applied to the case of the 1993 Canadian federal election. We assess the effect at the individual level of Pinard's factors (one-party dominance and grievances) on support for the Reform party and the Bloc Québécois using data from the Canadian Election Study. Logistic regression analyses of vote choice indicate that the extent to which the second major party was perceived to be electorally weak at the constituency level was a significant factor in leading some Western voters to support Reform. In Quebec, however, perceptions of predominance did not matter to a vote for the Bloc because the latter is a “radical” third party attracting support mostly on the basis of communal values and interests. The results further show that political grievances, but not economic ones, were a significant predictor of support for both third parties in that election.Résumé. Cette étude propose un nouveau test empirique de la théorie de Maurice Pinard concernant la percée électorale des tiers partis. L'impact des facteurs de Pinard (prédominance d'un parti et présence de griefs) sur l'appui au Parti réformiste et au Bloc québécois à l'élection fédérale canadienne de 1993 est vérifié au niveau micro-sociologique à l'aide des données de l'Étude sur l'élection canadienne. Les analyses de régression logistique du vote indiquent que la perception que certains électeurs de l'Ouest avaient de la faible compétitivité du second parti traditionnel dans leur circonscription les a encouragés à appuyer le Parti réformiste. Au Québec, les perceptions de prédominance n'ont cependant pas eu d'effet significatif sur le vote en faveur du Bloc en raison du fait que ce dernier est un tiers parti “ radical ” dont l'appui repose principalement sur des valeurs et des intérêts de groupe. Les résultats indiquent enfin que, contrairement aux griefs de nature économique, les griefs politiques régionaux ont significativement contribué au succès électoral des deux partis.

In recent years, the law in the area of recovered memories in child sexual abuse cases has developed rapidly. See J.K. Murray, “Repression, Memory & Suggestibility: A Call for Limitations on the Admissibility of Repressed Memory Testimony in Abuse Trials,” University of Colorado Law Review, 66 (1995): 477-522, at 479. Three cases have defined the scope of liability to third parties. The cases, decided within six months of each other, all involved lawsuits by third parties against therapists, based on treatment in which the patients recovered memories of sexual abuse. The New Hampshire Supreme Court, in Hungerford v. Jones, 722 A.2d 478 (N.H. 1998), allowed such a claim to survive, while the supreme courts in Iowa, in J.A.H. v. Wadle & Associates, 589 N.W.2d 256 (Iowa 1999), and California, in Eear v. Sills, 82 Cal. Rptr. 281 (1991), rejected lawsuits brought by nonpatients for professional liability.

Abstract Accounting it’s an important component of the economic information system. E. Horomnea believes that through specific means and procedures, accounting provides: clarifications of the past and the present of the economic entities, pertinent analyzes that are directed to the market; provides guidance on the strategic future; provides motivations and solutions for the decisions made. This article will analyze the evolution of managerial accounting from traditional costing to the new guidelines, when the issue of creating added value and managing third parties needs represents the future of any information system. After 1987 there are continuous changes and concerns, not only at Romanian level but at world wide scale.
