Last year, while the Port Elizabeth Brick and Tile Company were quarrying a clayey rock at Despatch, near Uitenhage, a number of bones were discovered in the rock. Though the discovery created some little interest, no one seems to have appreciated the scientific value of the find, and large numbers of the bones were made into bricks. A few fragments of vertebræ and ribs have been collected by the Port Elizabeth Museum, and recently an attempt has been made to rescue some more of the bones that still remain in the rock. So far a number of very imperfect fragments of vertebræ—cervical, dorsal, and caudal—a fairly good femur, an imperfect scapula, portions of many ribs, and an ungual phalanx, have been discovered. The examination of these remain leaves no doubt that the skeleton is that of an Opisthoeælian Dinosaur of moderate size.

The ongoing political-administrative dichotomy discourse, which is steeped in public administration history, manifests in uncertainty about how the relationship between politicians and administrative officials should be structured. South Africa was democratized in 1994 and local government has subsequently undergone a fundamental socio-political transformation. “World class” local government legislation, with an entrenched constitutional development mandate, was introduced; however, the large numbers of public protests bear ample testimony to major challenges in basic service delivery. A critical issue impacting negatively on the functionality of the post-1994 local government dispensation is the political-administrative interface. The National Development Plan has mapped out a socio-economic vision to 2030, with stabilization of the political-administrative interface a priority. Consequently, the political-administrative interface has to be critically reviewed relative to the quality of local democracy, impact on efficient and effective service delivery, and good local governance.

This article explores the mobile-mediated mothering experiences among migrant Somali mothers living in Port Elizabeth, South Africa. Twenty semi-structured interviews were conducted with Somali mothers to examine how Imo, Viber, Skype and WhatsApp enable them to fulfil important maternal responsibilities toward their left-behind children in Somalia. The findings reveal that three types of maternal tensions occur due to their migration: guilt and concern, family strains, and judgement in Somali communities. Efforts to overcome these tensions include the adoption of mobile technologies to continue to mother from a distance. Migrant Somali mothers in this study mediate mothering using mobile platforms by: (a) transferring remittances to their children’s caretakers, (b) sustaining emotional bonds, (c) teaching religious beliefs, and (d) encouraging educational pursuits. By focusing on mothers as a distinct category of women, this study contributes to the theoretical call for more scholarship on matricentric feminism.

Culicoides biting midges (Diptera: Ceratopogonidae) are responsible for the transmission of a large number of pathogens to livestock and wild animals. In this study the presence of the genus, using light traps based at four different sites within the National Zoological Gardens of South Africa, was investigated during 2002-2004. In total, 37 species were recorded, including large numbers of Culicoides imicola Kieffer, 1913, which is responsible for the transmission of economically important arboviruses in South Africa, Europe, Middle and Far East. These results are discussed with reference to the wider Culicoides fauna in the Onderstepoort area of South Africa, their vector competence as well as biosecurity at the National Zoological Gardens.

The subject of African land ownership is and will continue to be a highly emotional issue of great importance in the new South Africa. Africans and Afrikaners alike have strong historical ties to the land. Thousands of Africans owned land outside the Reserves before 1948. These landowners included large numbers of Africans who purchased over 3,000 farms and lots between 1913 and 1936 in the Transvaal, Natal, and even the Orange Free State (plus uncounted African buyers in the Cape Province). Individuals, tribal groups, or people organized into partnerships owned land. In the 1990s Africans complain bitterly about land losses, especially after 1948 as a result of the apartheid policy of forced removals which aimed to eliminate the so-called “black spots” from white areas. In addition, some Africans point to the problem of land losses between 1913 and 1948, and others resent the severe restrictions resulting from the Natives Land Act, Act No. 27 of 1913, which prevented Africans from freely buying land in three of the four provinces of South Africa after 1913.On 8 November 1994 the South African Parliament passed the Restitution of Land Rights Act, a law which is intended to allow Africans to reclaim their lost land. Claims by former owners or their descendants will be buttressed by legal documents of one type or another. Some of these legal documents have an interesting and unintended use, however: historians can take advantage of them to build an understanding of African land ownership before and after apartheid began in 1948.
