These schools are generally grouped together for practical and geographical purposes, although they cover a broad spectrum from remote Community Primary Schools with Secondary Departments catering for Years 8, 9, and 10, through Aboriginal/Islander Community High Schools to Secondary Departments or High Schools in relatively remote country areas with a significant proportion of Aboriginal or Islander students. Schools included are: Aurukun, Kowanyama, Doomadgee, Mornington Island, Yarrabah, Palm Island, Thursday Island, Bamaga, Weipa North and Normanton.

This article reports on the findings of a research project that investigated the use of mobile phones and the internet in remote Aboriginal and Torres Strait Islander communities in Australia. Indigenous Australians living in remote areas have previously had little access to and use of the internet (Rennie et al 2013) and are far less likely to access the internet within the home than non-Indigenous Australians (Rennie et al 2010). The proliferation of mobile phone ownership in Indigenous communities in Australian and internationally (Brady et al 2008) is resulting in increased access to the internet via mobile devices, as well as new communication, social and economic implications for phone owners. Using qualitative methodologies, including focus groups and semi-structured interviews in four remote communities, this article explores the ways that remote community members are using mobile phones; their access to online information and social media; and the problems they experience with service provision, bills and connectivity. It reinforces the need for more research into barriers to phone and internet usage by Aboriginal and Torres Strait people in remote areas, as well as the importance of informing remote community members of their telecommunications rights.

We are very pleased to bring you Volume 45 of The Australian Journal of Indigenous Education. At this moment in time, we feel that the work of AJIE has perhaps never been more important, particularly as it relates to engaging Aboriginal and Torres Strait Islander children and communities in systems of schooling. In May this year we witnessed the evacuation of school teachers from the remote community of Aurukun, Queensland in fear of violence. A group of 15 disengaged young people had threatened the School Principal and as a consequence of the evacuation, 300 engaged children were subsequently disengaged from School for the remaining five weeks of term following the closure. There is no doubt that teacher safety is paramount, similarly, there should be no doubt that community consultation and engagement in a move like this one equally so. The questions which hang in the air relate to why such levels of disengagement exist. Why are Aboriginal and Torres Strait Islander young people disengaged from schooling in Aurukun? What makes it okay that a large number of engaged Indigenous children were forcibly made to disengage from school? Why is there such disengagement from government in engaging local people in the ways in which education business is carried out with and for Aboriginal and Torres Strait Islander children and communities? The papers in this volume of AJIE then, all speak strongly to issues of engagement – the kinds of pedagogy and curriculum that can and should be in place, the kinds of relationships that can and should be in place, and the kinds of outcomes made possible when such educational moves are made. A resounding message from all of the articles in this volume is that the on-going engagement of Aboriginal and Torres Strait Islander students, parents, and communities is key to defining and achieving what educational success might mean for each individual child, context and classroom. This is by no means a new message, but the recent events in Aurukun remind us that it is one we must keep returning to – the stakes for complacency and forgetting are too high.

AbstractOver the 10 years of ‘Closing the Gap’, several interventions designed to improve outcomes for Aboriginal and Torres Strait Islander students have been trialled. In 2014 the Australian Government announced the ‘Flexible Literacy for Remote Primary Schools Programme’ (FLFRPSP) which was designed primarily to improve the literacy outcomes of students in remote schools with mostly Aboriginal and Torres Strait Islander students. The programme, using Direct Instruction (DI) or Explicit Direct Instruction, was extended to 2019 with more than $30 million invested. By 2017, 34 remote schools were participating in the Northern Territory, Queensland and Western Australia. This paper analyses My School data for 25 ‘very remote’ FLFRPSP schools with more than 80% Aboriginal or Torres Strait Islander students. It considers Year 3 and 5 NAPLAN reading results and attendance rates for participating and non-participating primary schools in the 3 years before the programme's implementation and compares them with results since. Findings show that, compared to very remote schools without FLFRPSP, the programme has not improved students' literacy abilities and results. Attendance rates for intervention schools have declined faster than for non-intervention schools. The paper questions the ethics of policy implementation and the role of evidence as a tool for accountability.

State and Federal education departments have increasingly recognised the importance of community consultation in the development of school curricula, and the requirement for teachers to consult with Indigenous communities is explicit in many curriculum documents. This article reports the findings of research into how teachers of senior Aboriginal and Torres Strait Islander Studies are engaging with consultation as part of their work. As Australia moves towards full implementation of a national curriculum that requires the embedding of Indigenous perspectives across all subjects, an understanding of how teachers are currently experiencing community consultation is particularly important.

Background: There is limited information on vaccination coverage and characteristics associated with vaccine uptake in Aboriginal and/or Torres Strait Islander adults. We aimed to provide more current estimates of influenza vaccination coverage in Aboriginal adults. Methods: Self-reported vaccination status (n=559 Aboriginal and/or Torres Strait Islander participants, n=80,655 non-Indigenous participants) from the 45 and Up Study, a large cohort of adults aged 45 years or older, was used to compare influenza vaccination coverage in Aboriginal and/or Torres Strait Islander adults with coverage in non-Indigenous adults. Results: Of Aboriginal and non-Indigenous respondents aged 49 to <65 years, age-standardised influenza coverage was respectively 45.2% (95% CI 39.5–50.9%) and 38.5%, (37.9–39.0%), p-value for heterogeneity=0.02. Coverage for Aboriginal and non-Indigenous respondents aged ≥65 years was respectively 67.3% (59.9–74.7%) and 72.6% (72.2–73.0%), p-heterogeneity=0.16. Among Aboriginal adults, coverage was higher in obese than in healthy weight participants (adjusted odds ratio (aOR)=2.38, 95%CI 1.44–3.94); in those aged <65 years with a medical risk factor than in those without medical risk factors (aOR=2.13, 1.37–3.30); and in those who rated their health as fair/poor compared to those who rated it excellent (aOR=2.57, 1.26–5.20). Similar associations were found among non-Indigenous adults. Conclusions: In this sample of adults ≥65 years, self-reported influenza vaccine coverage was not significantly different between Aboriginal and non-Indigenous adults whereas in those <65 years, coverage was higher among Aboriginal adults. Overall, coverage in the whole cohort was suboptimal. If these findings are replicated in other samples and in the Australian Immunisation Register, it suggests that measures to improve uptake, such as communication about the importance of influenza vaccine and more effective reminder systems, are needed among adults.

BACKGROUND Social media may have a significant role in influencing the present and future health implications among Australian Aboriginal and Torres Strait Islander people, yet there has been no review of the role of social media in improving health. OBJECTIVE This study aims to examine the extent of health initiatives using social media that aimed to improve the health of Australian Aboriginal communities. METHODS A scoping review was conducted by systematically searching databases CINAHL Plus; PubMed; Scopus; Web of Science, and Ovid MEDLINE in June 2017 using the terms and their synonyms “Aboriginal” and “Social media.” In addition, reference lists of included studies and the Indigenous HealthInfonet gray literature were searched. Key information about the social media intervention and its impacts on health were extracted and data synthesized using narrative summaries. RESULTS Five papers met inclusion criteria. All included studies were published in the past 5 years and involved urban, rural, and remote Aboriginal or Torres Strait Islander people aged 12-60 years. No studies reported objective impacts on health. Three papers found that social media provided greater space for sharing health messages in a 2-way exchange. The negative portrayal of Aboriginal people and negative health impacts of social media were described in 2 papers. CONCLUSIONS Social media may be a useful strategy to provide health messages and sharing of content among Aboriginal people, but objective impacts on health remain unknown. More research is necessary on social media as a way to connect, communicate, and improve Aboriginal health with particular emphasis on community control, self-empowerment, and decolonization.

This article addresses Aboriginal and Torres Strait Islander health problems and critically investigates current government policies which are attempting to raise the health standards of these Indigenous people. Particular emphasis will be placed on the Queensland Aboriginal and Torres Strait Islander population, which, according to the Australian Bureau of Statistics census in 1986, stood at just over 61,000 or 2.4 per cent of the State's population.
