A differential game of international pollution control with evolving environmental costs

AbstractWe consider a two-player differential game of international emissions to represent the interactions between two groups of countries, namely, developed and developing countries. We adopt a broader-than-usual definition of environmental cost for developing countries to account for their evolving involvement in tackling environmental externalities. Cooperative and non-cooperative solutions are characterized and contrasted. We find that it may not be the best course of action to push developing countries to reduce their emissions in the short term, and that cooperation may not create enough dividend, also in the short term, to be implementable.

The concept of Green (environmental) Accounting (Kusumaningtias, 2013; Ratnaningsih et al., 2004; Suparmoko, 2005; Susilo, 2008) namely Environmental Accounting has actually begun to develop since the 1970s in Europe. However, until the mid 1990s, the concept of Environmental Accounting was not much spread. Based on the Constitution of The Republic of Indonesia Number 32 year 2009 concerning Protection and Management of the Environment, Environment is the unity of space with all objects, power, circumstances, and living things, including humans and behavior, which affect nature itself, sustainability and humans and other living things welfare. The focus of this study lies in the application of Environmental Accounting at Siti Aisyah Hospital in Lubuklinggau, based on Government Accounting Standards (SAP) Number 71 year 2010 on Waste Management (Government Accounting, 2011). The problem in this study is to find out whether the application of Environmental Accounting at Siti Aisyah Hospital is in accordance with the Government Standards. The results of this study have shown that Siti Aisyah Hospital in Lubuklinggau has implemented environmental cost accounting. These environmental costs are included in maintenance costs, but the hospital has not presented a specific report on Environmental Accounting in more detail. This hospital has carried out the process of identifying, measuring, recording, presenting, and also disclosing as already explained in Government Accounting Standards No. 71 year 2010, namely presenting environmental costs by including components of environmental costs on general and administrative costs. This hospital has also managed its waste properly and has also incurred environmental costs.

An estimated 80 % of all illnesses in developing countries is in one way or another related to water. In order to alleviate this most serious condition, the united Nations has initiated the “International Water Decade”, for which the estimated costs are $600 000 million, a sum which is far beyond any available means. By application of “low-cost technology” this sum could be reduced to $100 000 million which brings the objective within the reach of possibility. Details are given of the design and methods of construction of units which are best suited to the specific requirements and which would be simple, reliable and economical to operate. These can be constructed largely from local materials and by local labour. The need for appropriate training of both operators and the user population is stressed.

Water quality can affect human health in various ways: through breeding of vectors, presence of pathogenic protozoa, helminths, bacteria and viruses, or through inorganic and organic chemicals. While traditional concern has been with pathogens and gastro-intestinal diseases, chemical pollutants in drinking-water supplies have in many instances reached proportions which affect human health, especially in cases of chronic exposure. Treatment of drinking-water, often grossly inadequate in developing countries, is the last barrier of health protection, but control at source is more effective for pollution control. Several WHO programmes of the International Drinking-Water Supply and Sanitation Decade have stimulated awareness of the importance of water quality in public water supplies. Three main streams have been followed during the eighties: guidelines for drinking-water quality, guidelines for wastewater reuse and the monitoring of freshwater quality. Following massive investments in the community water supply sector to provide people with adequate quantities of drinking-water, it becomes more and more important to also guarantee minimum quality standards. This has been recognized by many water and health authorities in developing countries and, as a result, WHO cooperates with many of them in establishing water quality laboratories and pollution control programmes.

Determining what should be considered a material item has been a problem for both the accounting profession and the courts. By reviewing the court cases involving the issue of materiality, the authors have determined where differences in the materiality standard as applied by the courts exist. The judicial definition of materiality has developed over time, and current trends with important variations are observed. Based upon the authors' analysis, the following judicial definition of materiality, with its possible variations, is suggested: Would the reasonable (or speculative) investor (or layman) consider important (or be influenced by) this information in determining his course of action?

A finite-horizon two-person non-zero-sum differential game is considered. The dynamics of the game is linear. Each of the players has a quadratic functional on its own disposal, which should be minimized. The case where weight matrices in control costs of one player are singular in both functionals is studied. Hence, the game under the consideration is singular. A novel definition of the Nash equilibrium in this game (a Nash equilibrium sequence) is proposed. The game is solved by application of the regularization method. This method yields a new differential game, which is a regular Nash equilibrium game. Moreover, the new game is a partial cheap control game. An asymptotic analysis of this game is carried out. Based on this analysis, the Nash equilibrium sequence of the pairs of the players’ state-feedback controls in the singular game is constructed. The expressions for the optimal values of the functionals in the singular game are obtained. Illustrative examples are presented.

The advantages and disadvantages of working in developing countries are reviewed. The definition of a developing country and the aid it receives from Canada are analysed. Projects in these countries do not harm the Canadian industry. The development of natural resources is a priority of international organisations, after health, sanitation and education. Organisations interested in this development are listed. A few notes of forestry projects in Turkey, Jamaica, Honduras, Burkina Faso, Haiti, Costa Rica are enclosed; as well as an ideal project in New Caledonia where they have assumed their own responsibility. A message: all Canadian faculties of forestry, should give a few courses on tropical forestry because of its need and the increasing demand for Canadian foresters in this field. All who have worked overseas agree that there is a certain satisfaction in having contributed to the advancement of developing countries.
