Kantians and Cosmopolitanism: O'Neill and Cosmopolitan Universalism

The history of what we now term international relations theory is as rich and as complex as any area in the history of political thought. Yet in the last few decades one particular type of political philosophy has come to be almost unambiguously associated with liberal international relations theory. The dominance of Kantian cosmopolitanism in contemporary liberal international relations theory is quite remarkable. Its position is challenged, within liberalism, only by the utilitarian cosmopolitanism of thinkers such as Peter Singer and, from outside the liberal tradition, by communitarians such as Michael Walzer or Alasdair MacIntyre. At least, this is how the debate is portrayed in the current literature. In this article I want to suggest that the biggest challenge to Kantian cosmopolitanism comes from within the neo-Kantian tradition.

The world of grand strategy is not one to which intellectual historians have devoted a great deal of attention. Matters of interstate economic competition and imperial rivalry have, of course, long been at the center of histories of early modern political thought. Yet, when these currents in the history of political thought narrow into nineteenth-centuryrealpolitik, and then turn toward the professionalized contemporary discourses of international relations and war studies, intellectual historians have, for the most part, left the matter to the experts. The strategic maxims of Clausewitz and Liddell Hart may fascinate IR theorists, political scientists, and military historians, but they seldom fire the imaginations of tender-minded historians of ideas. The two books under review challenge such preconceptions. They ask us to consider the history of Cold War strategic thought in a wider conceptual frame. Buried in the history of strategy, they suggest, are some of the central themes of postwar social and political thought.

AbstractAlthough the Greek concept ofkairos (καιρός)has undergone a recent renewal of interest among scholars of Renaissance rhetoric, this revival has not yet been paralleled by its reception into the history of political thought. This article examines the meanings and uses of this important concept within the ancient Greek tradition, particularly in the works of Isocrates and Plutarch, in order to understand how it is employed by two of the most important political thinkers of the sixteenth century: Thomas Elyot and Niccolò Machiavelli. Through such an investigation this paper argues that an appreciation of the concept ofkairosand its use by Renaissance political writers provides a fuller understanding of the political philosophy of the period.

Over the past two decades, historians of international thought have markedly improved our understanding of the disciplinary history of International Relations (IR) and its wider intellectual history. During that period, ‘contextualism’ has become a leading approach in the field, as it has been for half a century in the history of political thought. This article argues that while the application of contextualism in IR has improved our understanding of its disciplinary history, its assumptions about the proper relationship between historians and theorists threaten to marginalise the history of international thought within IR. It argues that unless the inherent weaknesses in contextualism are recognised, the progress made in the field will go unrecognised by a discipline that sees little reason to engage with its history. It suggests that historians of international thought adopt an extensively modified version of contextualism that would allow them to rebuild bridges back into IR, especially IR theory.

The relationship between political theory, including the history of political thought, and International Relations theory, including the history of international thought, has been, and to some extent remains, complex and troubled. On both sides of the Atlantic, the mid-twentieth century founders of International Relations as an academic discipline drew extensively on the canon of political thought, but approached the subject in an uncritical way, while political philosophers largely disdained the international as a focus. This changed in the 1970s and 1980s, with the emergence of the ‘justice industry’ based on critiques of Rawls’ A Theory of Justice and a consequent recovering of the past history of cosmopolitan and communitarian thought. A new discourse emerged in this period – International Political Theory – bridging the gap between political thought and international relations and stimulating a far more creative and scholarly approach to the history of international thought. However, in a social science environment dominated by the methods of economics, that is, formal theory and quantification, the new discourse of International Political Theory occupies a niche rather than existing at the centre of the discipline.

Over the past 10 years, the literature on the normative dimensions of partisanship and party politics has rapidly grown. Yet, however rich and diverse, this literature lacked so far a single text able to comprehensively map the contours of the existing debates and, at the same time, open up a range of future research avenues. Jonathan White and Lea Ypi’s The Meaning of Partisanship does an excellent job at fulfilling both tasks. First, it offers a wide-ranging and sustained engagement with key debates in the history of political thought, contemporary democratic theory and analytical political philosophy. Second, it opens up new areas of research ranging from partisanship across time to revolutionary and transnational partisanship. In this symposium, White and Ypi re-examine some of the book’s main themes by responding to the commentaries offered by six political theorists.
