In this paper, we consider the process of transition from an equitable distribution of water to support semi-subsistence outcomes to market-oriented agriculture. We examine the stresses placed on water institutions as farmers adjust production to become more market-oriented and consider the relationship between farmers and irrigation officials under different scenarios. The paper is used to highlight some of the challenges pertaining to property rights but also considers the dangers of simply transposing solutions from full-market agriculture in developed economies to developing nations and countries in transition. In this context the role of Participatory Irrigation Management is scrutinized. We argue that this approach can potentially accommodate greater flexibility and market orientation in agriculture but ultimately the beneficiary-benefactor relationship between irrigation officials and farmers in parts of South Asia needs to be seriously challenged.

Proper irrigation management is critical to conserve and protect water resources and to properly manage nutrients in the home landscape. How lawns and landscapes are irrigated directly impacts the natural environment, so landscape maintenance professionals and homeowners must adopt environmentally-friendly approaches to irrigation management. After selecting the right plant for the right place, water is the next critical factor to establish and maintain a healthy lawn and landscape. Fertilization is another important component of lawn and landscape maintenance, and irrigation must be applied correctly, especially following fertilization, to minimize potential nutrient losses. This publication supplements other UF/IFAS Extension publications that also include information on the role of soil and the root zone in irrigation management. This publication is designed to help UF/IFAS Extension county agents prepare materials to directly address nutrient losses from lawns and landscapes caused by inadequate irrigation management practices. PurposeThe purpose of this paper is to examine the effect of social capital with bonding and bridging distinction in promoting higher participation in collective action in participatory irrigation management.Design/methodology/approachA sample of 304 farmers was surveyed using a structured questionnaire. A focus group discussion was also carried out with randomly selected water users, leaders and irrigation officers. A confirmatory factor analysis and structural equation modelling were used to test the hypothesised relationship of bonding and bridging social capital towards collective action.FindingsThe findings show that social capital has a significant direct effect on collective action and an indirect effect on joint irrigation management's perceived performance through collective action (mediator). It implies the need to complement the participatory irrigation management programme with an understanding of the social aspects for a higher farmer's participation over the shared resource.Originality/valueThe paper emphasises social capital's role in facilitating a real participatory engagement in shared resource management. Also, it is the first scholarly work linking social capital with bonding and bridging distinction towards collective action in a joint resource management context.

Forage management underpins the viability of pastoral dairy systems. This review investigated recent developments in forage research and their potential to enable pastoral dairy systems to meet the challenges that will be faced over the next 10 years. Grazing management, complementary forages, pasture diversity, fertiliser use, chemical restriction, irrigation management and pasture breeding are considered. None of these areas of research are looking to increase production directly through increased inputs, but, rather, they aim to lift maximum potential production, defend against production decline or improve the efficiency of the resource base and inputs. Technology approaches consistently focus on improving efficiency, while genetic improvement or the use of complementary forages and species diversity aim to lift production. These approaches do not require additional labour to implement, but many will require an increase in skill level. Only a few areas will help address animal welfare (e.g. the use of selected complementary forages and novel endophytes) and only complementary forages will help address increased competition from non-dairy alternatives, by positively influencing the properties of milk. Overall, the diversity of activity and potential effects will provide managers of pastoral dairy systems with the best tools to respond to the production and environmental challenges they face over the next 10 years.
