Central Asia in recent history is a vast region with five Muslim States-new actors in modern international relations. The countries of Central Asia, having become sovereign States, at the turn of the XX–XXI centuries are trying to peaceful interaction not only with their underdeveloped neighbors, but also with the far-off prosperous West. At the same time, the United States and Western European countries, in their centrosilic ambitions, seek to increase their military and political presence in Central Asia and use the military bases of the region’s States as a springboard for supplying their troops during anti-terrorist and other operations. With the active support of the West, the Central Asian States were accepted as members of the United Nations. For monitoring and exerting diplomatic influence on the regional environment, the administration of the President of the Russian Federation H. W. Bush established U.S. embassies in all Central Asian States. Turkey, a NATO member and secular Islamic state, was used as a lever of indirect Western influence over Central Asian governments, and its model of successful development was presented as an example to follow.


In an epoch when environmental issues make the headlines, this is a work that goes beyond the everyday. Ecologies as diverse as the Himalayas and the Indian Ocean coast, the Negev desert and the former military bases of Vietnam, or the Namib desert and the east African savannah all have in common a long-time human presence and the many ways people have modified nature. With research in six Asian and African countries, the authors come together to ask how and why human impacts on nature have grown in scale and pace from a long pre-history. The chapters in this volume illumine specific patterns and responses across time, going beyond an overt centring of the European experience. The tapestry of life and the human reshaping of environments evoke both concern and hope, making it vital to understand when, why, and how we came to this particular turn in the road. Eschewing easy labels and questioning eurocentrism in today’s climate vocabulary, this is a volume that will stimulate rethinking among scholars and citizens alike.

BackgroundRisk-adjusted rates of hospital readmission are a common indicator of hospital performance. There are concerns that current risk-adjustment methods do not account for the many factors outside the hospital setting that can affect readmission rates. Not accounting for these external factors could result in hospitals being unfairly penalized when they discharge patients to communities that are less able to support care transitions and disease management. While incorporating adjustments for the myriad of social and economic factors outside of the hospital setting could improve the accuracy of readmission rates as a performance measure, doing so has limited feasibility due to the number of potential variables and the paucity of data to measure them. This paper assesses a practical approach to addressing this problem: using mixed-effect regression models to estimate case-mix adjusted risk of readmission by community of patients’ residence (community risk of readmission) as a complementary performance indicator to hospital readmission rates.MethodsUsing hospital discharge data and mixed-effect regression models with a random intercept for community, we assess if case-mix adjusted community risk of readmission can be useful as a quality indicator for community-based care. Our outcome of interest was an unplanned repeat hospitalisation. Our primary exposure was community of residence.ResultsCommunity of residence is associated with case-mix adjusted risk of unplanned repeat hospitalisation. Community risk of readmission can be estimated and mapped as indicators of the ability of communities to support both care transitions and long-term disease management.ConclusionContextualising readmission rates through a community lens has the potential to help hospitals and policymakers improve discharge planning, reduce penalties to hospitals, and most importantly, provide higher quality care to the people that they serve.

Military bases perform important national security missions. In order to perform these missions, specific electrical energy loads must have continuous, uninterrupted power even during terrorist attacks, adversary action, natural disasters, and other threats of specific interest to the military. While many global military bases have established microgrids that can maintain base operations and power critical loads during grid disconnect events where outside power is unavailable, many potential threats can cause microgrids to fail and shed critical loads. Nanogrids are of specific interest because they have the potential to protect individual critical loads in the event of microgrid failure. We present a systems engineering methodology that analyzes potential nanogrid configurations to understand which configurations may improve energy resilience and by how much for critical loads from a national security perspective. This then allows targeted deployment of nanogrids within existing microgrid infrastructures. A case study of a small military base with an existing microgrid is presented to demonstrate the potential of the methodology to help base energy managers understand which options are preferable and justify implementing nanogrids to improve energy resilience.
