Congestion and incident management using the SCOOT UTC system

The presented study summarizes the results of the implementation of liberal market reforms in Russia and reviews tools of the market economy that could solve the problem of distrust within Russian society.Aim. The study aims to define the underlying problems that stem from the peculiarities of the historical development of the Russian Federation and now hinder the advancement of our country to a new level of development, and to propose directions for solving these problems.Tasks. The authors summarize the socio-economic consequences of the implementation of liberal market reforms; define the problems of the implementation of a rent-based economy in modern Russia; prove that Russia cannot advance to a new level of development without solving the problem of social distrust; review the tools that could change the current situation of global social distrust (publicprivate partnership, proactive budgeting, clusters, territorial marketing, Far Eastern Hectare program, smart cities, incident management).Methods. This study uses general scientific methods of cognition to examine the results of the implementation of liberal market reforms, identify the problems of modern Russia, and determine the possible directions and tools of development.Results. Russia’s development is historically based on finding and living off the natural rent. This perspective significantly narrows the range of ideas about the potential development directions for the Russian Federation. The rent-based development options proposed today expose another common Russian trait — uncertainty, lack of risk appetite, pessimism, and fear of “things getting worse”. Implementation of democratic reforms in the context of rent-based economic institutions, lack of mutual trust within society, poor performance of courts — all this aggravates the current situation.Conclusions. Nowadays, Russia needs an economy that would create a demand for human capital and inclusive political institutions that would make people engaged in the life of the nation, allowing them to capitalize on their creativity without leaving their homeland.

This latest edition (an update of the 3rd edition of the popular book Field Epidemiology, edited by Dr. Michael Gregg) offers practical advice to guide investigators through the core elements of field investigations, beginning with initiating operations and ending with developing interventions and communicating findings to the public. The manual also provides special considerations to address challenges that often arise during field investigations, such as addressing legal issues, working with multiple state and federal agencies, navigating a multinational outbreak investigation, and working within an incident management structure. The manual includes updated information on using new tools for field investigations, such as the latest technologies for data collection and management and incorporating data from geographic information systems (GIS). Finally, the manual includes tips for investigations in a wide variety of settings, including healthcare and community congregate settings, and different types of outbreaks, including acute enteric disease outbreaks, those suspected to be related to intentional use of biologic and toxic agents, and outbreaks of suicide, violence, and other forms of injury. Introduction Socially-disadvantaged populations are more at risk of contracting COVID-19 than those with access to better medical facilities. We looked at responses of Klamath Tribes in Oregon, USA to mitigate spread of COVID-19 in a community with a higher incidence of obesity, diabetes and coronary heart disease, compared to the general US population. This study reports on Klamath Tribes response to COVID-19 March -September 2020. Methods Klamath Tribes Tribal Health and Family Services established a COVID-19 Incident Management Team (IMT), instituting creative programs including a Walk-In Testing Center, implementing strict infection control protocols and regular sharing of information on the pandemic and prevalence of COVID-19 amongst Klamath Tribes. All COVID-19 tests were documented with positive cases isolated and people with high risk exposures quarantined and provided with wrap-around medical and social services until recovered or past quarantine time period. Results A total of 888 (12%) tribal members were tested for COVID1-19 between March to September 2020; 50 were found positive for COVID-19, giving a test positivity rate of 5.6% (Male – 6.3%; Female – 5.2%). No deaths have been reported amongst the local Klamath Tribes and other American Indians/Alaska Native (AI/AN) population served by the tribe. Conclusion Despite the fact that structural inequities including income disparities have shaped racial and ethnic impact of epidemics around the world, the timely response, establishment of partnerships and proactive control of the epidemic resulted in minimal impact among the Klamath Tribal and other AI/AN populations served by the tribal facilities.

Using a simulated Emergency Medical Services (EMS) dispatch center during multi-casualty incident management, this study explored whether the presence of a separate situation display in a Command and Control (C2) setting might require attention at the expense of attending an individual task display, and how it influenced performance and situational awareness. Overall, participants always attended the task display more than the situation display. However, the situation display drew attention at the expense of attending less the task display. The presence of the situation display was related to improved performance and better situational awareness (SA), particularly in the projection level of the SA, which could account also for the better decision-making performance. Participants may have developed an attention allocation strategy to effectively utilize the information of the situation display and execute their tasks on the task display.

Traffic incidents remain all too common. They negatively affect the safety of the traveling public and emergency responders and cause significant traffic delays. Congestion associated with incidents can instigate secondary crashes, exacerbating safety risks and economic costs. Traffic incident management (TIM) provides an effective approach for managing highway incidents and reducing their occurrence and impacts. The paper discusses the establishment and methods of calculation for five TIM performance measures that are used by the Kentucky Transportation Cabinet (KYTC) to improve incident response. The measures are: roadway clearance time, incident clearance time, secondary crashes, first responder vehicle crashes, and commercial motor vehicle crashes. Ongoing tracking and analysis of these metrics aid the KYTC in its efforts to comprehensively evaluate its TIM program and make continuous improvements. As part of this effort, a fully interactive TIM dashboard was developed using the Microsoft Power BI platform. Dashboard users can apply various spatial and temporal filters to identify trends at the state, district, county, and agency level. The dashboard also supports dynamic visualizations such as time-series plots and choropleth maps. With the TIM dashboard in place, KYTC personnel, as well as staff at other transportation agencies, can identify the strengths and weaknesses of their incident management strategies and revise practices accordingly.
