Due to the similarity in skills and assets, Civilian-Military collaboration has emerged as one of the most reliable partnerships during the disaster and public health emergency management to address all necessary elements of surge capacity, i.e., staff, stuff, structure (space), and systems. This study aimed to evaluate this collaboration before and during the coronavirus 2019 pandemic. The outcomes of the systematic review revealed several published reports on successful civilian-military collaboration and proposed a need for further improvement. One hundred sixty-six individuals from 19 countries responded to nine questions, included in an online survey with the possibility to leave comments if necessary. The questionnaire referred to elements such as command and control, safety, communication, assessment, triage, treatment, and transport, as the crucial components of emergency management. The comprehensive examination of the survey results together with registered comments revealed a possible improvement in collaboration particularly on the strategic levels, i.e., meetings at the command-and-control level, safety, communication, and networking issues. While logistic collaboration seemed to be unchanged, the practical parts of the collaboration, i.e., clinical and non-clinical operational partnership (Triage and Treatment), mutual education, training, and operational understanding of each organization remained unchanged. In conclusion, although the current pandemic may have facilitated a more intense collaboration between civilian and military healthcare organizations, it lacks practical partnership and operative engagement, representing two crucial elements necessary for harmony and compatibility of both systems. Such collaboration may require a political will and perhaps a mutual civilian-military authority.

Kyrgyzstan is a relatively young state that was previously part of the USSR. As a legacy from this state, Kyrgyzstan received an outdated command-and-control system. Almost immediately, the question of changing the state system became acute. It was necessary to reform the education system for state cadres because earlier employees could be sent from other regions of the USSR. Still, now it became necessary to train qualified personnel for each region completely independently. The subject of the chapter is the training of government personnel in Kyrgyzstan. The work aims to identify all the specific features in the training of government personnel in Kyrgyzstan, compare training with other countries, and highlight the key problems in this area. As a result of the work, the main problems will be summarized, and recommendations for eliminating these difficulties will be proposed. The work will use the following methods: analysis, generalization, description, comparison, synthesis, deduction, induction, and abstraction.

Purpose This paper aims to explore how manufacturing organisations’ performance measurement and management (PMM) systems are evolving when digital technologies (DTs) are deployed. It focusses on the operational level, asking whether DTs are used to promote command-and-control or empowerment-oriented performance management. Design/methodology/approach The findings are based on a single case study from a department of a Norwegian electrochemical plant. The department recently implemented a performance measurement system (PMS) supported by DTs to capture, analyse and visualise close-to-real-time performance data on individuals and teams. The authors analysed both the management practices associated with the new PMS and how those related to other PMM-subsystems in the organisation. Findings When seen in isolation, the new PMS was used to promote empowerment and operators reported a significant increase in perceived psychological empowerment. However, other parts of the organisation’s PMM system remained control-oriented, so that the overall balance between control and empowerment remained stable. Practical implications New PMSs might be added to support local needs and create arenas for empowerment without disturbing the overall balance in the PMM system. Originality/value Building on the insights from the case study, the authors propose that DTs may be deployed to promote both command-and-control and empowerment within different PMM subsystems in the same organisation. Hence, the deployment of DTs is likely to have contradictory effects, which are best understood through a “system of systems” perspective on PMMs.

PurposeThe health service response to COVID-19 provided a unique opportunity to build our understanding of the leadership styles in use in managing a crisis event. Existing literature emphasises command and control leadership; however, there has been less emphasis on relational approaches and the behaviours necessary to ensure the agility of the response and minimise the risk of relational disturbances. The purpose of this paper is to understand leadership styles in use, as part of a health service response to COVID-19.Design/methodology/approachThis paper draws on data from semi-structured interviews with 27 executives and senior leaders from a tertiary health service in Australia. The data were analysed using thematic analysis. Notes and examples were coded according to deductively derived criteria around leadership styles and competencies from the literature, while remaining open to emergent themes.FindingsHealth system leaders described examples of both command and control and relational leadership behaviours. This dually provided the discipline (command and control) and agility (relational) required of the crisis response. While some leaders experienced discomfort in enacting these dual behaviours, this discomfort related to discordance with leadership preferences rather than conflict between the styles. Both leadership approaches were considered necessary to effectively manage the health system response.Originality/valueCrisis management literature has typically focused on defining and measuring the effectiveness of behaviours reflective of a command and control leadership response. Very few studies have considered the relational aspects of crisis management, nor the dual approaches of command and control, and relational leadership.

Search and rescue operations can range from small, confined spaces, such as collapsed buildings, to large area searches during missing person operations. K9 units are tasked with intervening in such emergencies and assist in the optimal way to ensure a successful outcome for the mission. They are required to operate in unknown situations were the lives of the K9 handler and the canine companion are threatened as they operate with limited situational awareness. Within the context of the INGENIOUS project, we developed a K9 vest for the canine companion of the unit, aiming to increase the unit’s safety while operating in the field, assist the K9 handler in better monitoring the location and the environment of the K9 and increase the information provided to the Command and Control Center during the operation.

It is no surprise that just like the previous years, this year as well China has expanded its military budget, put another ship to sea, demonstrated new weaponary at the military parade, etc. For the last two decades, all the combat arms of the Chinese army has been developing at a high rate. Many authors claim very specific reasons for the Chinese armaments especially highlighting the conflicts with its immediate neighbors. From a geopolitical point of view, an interesting balance of power is being formed in the East. It’s been several years now that there are some precise problems in China-Japan conflict related to the power over some islands. China actively builds artificial islands which can serve as military bases far away from its shores approximately at an operative depth. And this matter deeply concerns the Philippines and Vietnam. In this light, it would be very interesting to study the balance of forces in the region and to analyze the American military doctrine on the one hand and the Chinese specific military and military-political attempts to appose it on the other hand. It is common knowledge that in political and professional circles in the USA are concerned about the actions and capabilities of China and Russia, which can considerably restrict the US access to key regions of Eurasia: Today, China and Russia have great potential to influence on the traditional American Net-platform weaponary, Air Forces, Navy, command and control networks, and even the orbital groupings. The two countries mentioned above, which are perceived as potential adversaries in the USA, strive to reach the level of the American military by all possible means and develop powerful techonologies. Russia and especially China are designing powerful satellite systems, various long-range missiles, fighter jets, UAVs, etc. New Electronic Warfare (EW) systems are being developed, to suppress or weaken the command and management systems of the US or its allies. The People’s Liberation Army (PLA) of China also has the capacity to destroy settelites, disrupt extraterrestrial intelligence, wreck command and control networks, etc. According to experts, there is no guarantee that the armed forces of the USA can ensure reliable and secure communication and conncetion during conflicts on the theater of military operations, in particular on operational and strategic levels.

Abstract Markets in social services are often rejected with the argument that they do not do justice to the special nature of social services. In contrast, this article argues for thinking about how the care market should be organised so that good care can be provided. A productive approach is to use the four steering mechanisms according to J. Le Grand: Trust/motivation, command-and-control, voice and choice/competition. The regulatory debate must clarify how and in which mixes the four steering models are to be used.
