Sustainable development as a development process giving environmental aspect needs attention. As an effort to reach sustainable development, the United Nations envisioned comprehensive vision to reach the better world in 2030 through Sustainable Development Goals (SDGs). Gender equality and land ecosystem are considered two of seventeen objectives of SDGs, where land ecosystem covers forest management to actualize sustainable forest. Since 2000 the Indonesian government echoed gender mainstreaming strategy through gender-perspective integration in various fields of development. Even, the Forest Minister in 2011 and 2017 issued regulation on gender mainstreaming in living environment and forestry. This research aims at studying gender responsiveness of policy on forest management. It is a qualitative descriptive research conducted in Central Java Province since the location constitutes a preserved forest with wide critical land. Documentation studies and in-depth interview were employed as data collecting technique. The research result reveals that forest management in the national level is gender-responsive, namely it has considered the different needs between men and women. However, policy in the local level is still neutral gender. Women have access towards forest sources but they don’t have control on it. The social norms about gender role contributed to gender relation in forest management.

AbstractSustainable development goals (SDGs) are the most relevant and recent attempt to integrate sustainable development ambitions and environmental concerns in a policy framework. Recently, few studies have been conducted to investigate the gap between sustainability reporting and the SDGs, initiating a new stream of research (Lozano 2015; Rosati and Faria 2019). However, the role of accounting systems as a support for moving toward goals and targets outlined by the SDGs has been poorly deepened in not-traditional profit-oriented businesses. Among these, there are cooperatives: jointly owned benefit corporations. The peculiarity of cooperatives lays in the collective governance and the fact that profits are re-invested in the cooperative or in local projects and activities rather than being distributed to the shareholders. The present study intends to fill this gap by answering the following research question: can a cooperative, given its peculiar nature, contribute to sustainability? To do so, the annual sustainability reports of the largest Italian cooperative have been analyzed under the lens of SDGs. The results show that cooperatives can actively contribute to sustainability, especially on the local level. In fact, they have proved to be important players in transposing the SDGs from the national level to the local level, constituting an important link between the international community and the local one.

Promoting sustainability through innovative culture and models is nowadays a top task for universities. Their commitment oriented by the 17 United Nations’ Sustainable Development Goals (UN SDGs) conveys the message that sustainability is not a "luxury" but an essential vehicle through which to pursue and guarantee everyone's rights, inclusion and future.Solving complex problems calls for collaboration among communities; aware of that, Italian universities set up the RUS - Italian University Network for Sustainable Development - which acts as a model to encourage collaboration between universities and cities, to spread social innovation at local level and to provide cultural awareness at national level. The University of Trieste (UniTs) joined the network in 2017. Consistent with its strategy for sustainability, UniTs has implemented measures on the macro-context (to raise public awareness and to support research) as well as on micro-context (to orientate behaviors and habits of its community). In particular, it focused on virtuous projects such as waste management, based both on the constant reduction of waste production and on the optimization of the use of materials and products (i.e. paper, glass, reagents), along with the setting of separate waste collection to reduce disposal and favor recycling. The paper will refer on the present framework and the implementation of new integrated projects, aimed at consolidating a community attentive and aware of sustainability.

The 2030 Agenda for Sustainable Development, the Sustainable Development Goals (SDGs), are high on the agenda for most countries of the world. In its publication of the SDGs, the UN has provided the goals and target descriptions that, if implemented at a country level, would lead towards a sustainable future. The IAEG (InterAgency Expert Group of the SDGs) was tasked with disseminating indicators and methods to countries that can be used to gather data describing the global progress towards sustainability. However, 2030 Agenda leaves it to countries to adopt the targets with each government setting its own national targets guided by the global level of ambition but taking into account national circumstances. At present, guidance on how to go about this is scant but it is clear that the responsibility is with countries to implement and that it is actions at a country level that will determine the success of the SDGs. Reporting on SDGs by country takes on two forms: i) global reporting using prescribed indicator methods and data; ii) National Voluntary Reviews where a country reports on its own progress in more detail but is also able to present data that are more appropriate for the country. For the latter, countries need to be able to adapt the global indicators to fit national priorities and context, thus the global description of an indicator could be reduced to describe only what is relevant to the country. Countries may also, for the National Voluntary Review, use indicators that are unique to the country but nevertheless contribute to measurement of progress towards the global SDG target. Importantly, for those indicators that relate to the security of natural resources security (e.g., water) indicators, there are no prescribed numerical targets/standards or benchmarks. Rather countries will need to set their own benchmarks or standards against which performance can be evaluated. This paper presents a procedure that would enable a country to describe national targets with associated benchmarks that are appropriate for the country. The procedure builds on precedent set in other countries but in particular on a procedure developed for the setting of Resource Quality Objectives in South Africa. The procedure focusses on those SDG targets that are natural resource-security focused, for example, extent of water-related ecosystems (6.6), desertification (15.3) and so forth, because the selection of indicator methods and benchmarks is based on the location of natural resources, their use and present state and how they fit into national strategies.

The 2030 Agenda for Sustainable Development incorporates 17 Sustainable Development Goals (SDGs). Goal 15 (SDG 15) focuses on terrestrial ecosystems. Regarding forests, it sets targets requiring signatories to promote the implementation of the sustainable management of all types of forests by 2020 and further mobilize significant resources from all sources to achieve sustainable forest management. The United Nations Strategic Plan for Forests 2017 – 2030 advances the vision of SDG 15. Nigeria’s high demographic growth rate has led to the surging demand for land to support settlements and farming. Coupled with extensive illegal or uncontrolled logging, the annual forest net loss of 5% is one of the highest rates globally in percentage terms. This paper is a critical analysis of the policy-law interface of the forestry sector in Nigeria. It examines the country’s trajectory or state of preparedness for sustainable forest management, and it concludes that forestry policy and law in Nigeria must undergo urgent reforms so that the forest commitments such as those under SDG 15 and other regional and global instruments can be ultimately achieved.

<p><strong>Abstract.</strong> The 2030 Agenda for Sustainable Development or also known as the Sustainable Development Goals (SDGs) is the new global paradigm and blueprint to achieve a better and more sustainable future for all. To collectively achieve the SDGs, the global community agreed on 17 Goals as a baseline framework to measure and monitor its growth. How to measure and monitor development progress by countries has been a long-standing debate since the era of Millennium Development Goals (MDGs) in the 2000s but with the establishment of Inter-Agency and Expert Group on SDG Indicators (IAEG-SDGs), the SDGs have a clearer framework on how to monitor progress and the global community are grappling on how to effectively collect, analyse, visualise and report their successes.</p><p>Within the United Nations, there is the desire to elaborate collectively principles and tools on how best to report the SDGs at country and local level as its success lies in the ownership and accountability at all levels. The Secretary-General of the United Nations is looking into how technologies can accelerate the SDGs and to facilitate the alignments with the values enshrined in the United Nations Charter, the Universal Declaration of Human Rights, and the norms and standards of International Laws.</p><p>In this paradigm, what should be the role of cartographers and geospatial information management experts to ensure how maps and geospatial information can be effectively used by the global community to communicate their challenges and successes from planning to implementing, monitoring, analysing, visualising and reporting on sustainable development? This paper argues the importance of understanding the challenges, asking questions to the policy makers, sharing best practices and building a consensus on the issues surrounding the SDGs before demonstrating the diverse cartographic skills available to design and communicate the intended message better. Hence, the importance of context has never changed and provides the cartographic and geospatial information management community an opportunity to demonstrate the potential and to provide effective support through cartography for the accomplishment of the sustainable development agenda.</p>

Introduction. Due to the negative environmental situation on Earth, the necessity to use “green” standards in construction, regulated by environmental standards, to reduce the negative impact on nature and create favorable living environment for humans was determined. It was revealed that eleven of the seventeen Sustainable Development Goals approved at the United Nations General Assembly are interrelated with construction. At the same time, “green” design standards are a mechanism for achieving Sustainable Development Goals as well as regulatory tool for creating an environmentally friendly environment for living and working. Materials and methods. The stages of the formation of environmental legislation in construction are studied. Specific features of the formation of regulatory documents in the field of environmental protection and environmental design (mid 20th – early 21st centuries), as well as the transition to the creation of National Russian “green” standards are reviewed. The mechanism of development of interstate standards on the basis of the Technical Committee is being studied. Results. National environmental legislation and Russian national “green” standards regulatory requirements are studied. The advantages and disadvantages of current environmental certification systems and core aspects of buildings environmental assessment are highlighted. The necessity for the use of interstate environmental standards in design and construction is determined along with the allocation of strategy for further development in the urban planning field. Specific features of the formation of “green” construction in Russia, as a driver for the Eurasian Customs Union are revealed. Conclusions. The priority of formating “green” living environment on the basis of the introduction of new regulatory framework on environmentally sustainable design to promote the National “green” standard in construction at the interstate level is outlined.

The city of Heidelberg has won twice the price of European Sustainable City Award. The paper presents the latest author’s investigation (July 2014) about the sustainable development in the Heidelberg. The aim of the article is an analyses and assessment of the implementation of sustainable development in the city. The policy and economical instruments implemented at the local level at the very early stage (early 90s) help the city to build ecological education and shape ecological style of life.. The city citizens have a very high level of ecological awareness and very often participate in policy decisions, shaping sustainable development goals of the Heidelberg. The main local priorities for sustainable development are: climate and environment protection, rising energy efficiency by using renewable energy sources, local heat district, ecological transport and building in passive standard.

- The energy markets are very complex, because, on the one hand, they imply several different activities and, on the other hand, they involve various levels of govern- 183 ment. The energy market is divided indeed in different segments: supply (generation or purchasing), transmission, distribution and sale, which are allocated at different levels of government, from the international and European level (with reference to the security of energy supply), to the local level (with specific regard to the distribution and sale). This complexity makes the energy sector particularly critical, under the pressure of political interests and economical needs. Another sensitive point is linked with the environmental protection, since the consumption of energy is one of the most polluting human activities, and the demand of energy is growing up together with the economical growth of the developing Countries. This problem is increasingly discussed at the international level, with reference to the climate change issue, in order to plan a sustainable development for the whole globe: because of it, the Kyoto Protocol was issued within the United Nation Framework Convention on Climate Change. It establishes legally binding commitments for the reduction of four greenhouse gases for all the 183 ratifying Countries, according the principle of common but differentiated responsibilities, and provides for the promotion of renewable energy. The European Union ratified the Protocol implementing the relative obligations through, for instance, the creation of the EU Emissions Trading Scheme (ETS). The European Union most of all addressed the competitive issue, since the 70s, in order to achieve the result to create a free energy market in Europe. The last results of the European energy policy were the directives on electricity and natural gas in 2004, that imposed the complete opening of the energy markets in almost all the European Countries (with few exceptions). The implementation of the European directives requires the intervention of the national level, since each Country has to modify its own regulatory framework, in order to comply with the directives. Everywhere in Europe, this process faces with several difficulties, but it is particularly hard in Italy, since the energy sector is traditionally public owned. Indeed, in our Country, the privatization and liberalization processes are strictly linked to another trend: the decentralization of legislative and administrative powers from the State to the Regions and Local Communities. Thus it is evident that the global governance of the energy sector, for its complexity and its sensibility, can only derive from a network of interventions by several levels of government, and different international, national and local actors, which realize a typical case of multilevel governance.Key words: Energy markets, competition, sustainable development, multilevel governance.JEL classifications: K21, K23.Parole chiave: Mercato energetico, concorrenza, sviluppo sostenibile, multilevel Governance.

As most nations have adopted the Sustainable Development agenda to achieve the 17 Sustainable Development Goals (SDGs) by 2030, it is vital that planning of energy systems at local, regional and national levels also align with the agenda in order to achieve the goals. This study explores the sustainability of primary energy resources of a rural community to meet growing demands of the community, in order to achieve SDGs for energy access Goal no. 7 (SDG7) at local level. Using a linear back-casting techno-economic energy access model that informs the expected change in energy demand in order to reach SDG7 targets, this study examined whether local energy resources would be enough to achieve the targets for Barpak VDC (named such at the time of data collection before Nepal’s administrative restructuring), and explored the possibility of importing electricity from national grid to attain SDG7 targets. By analyzing the outputs of the model for Barpak, we found that currently assessed local energy resources are insufficient to meet the energy access targets. Importing electricity from national grid, in addition to the mini-hydropower plant currently in operation at Barpak is needed to achieve the targets. Huge cost investment and timely expansion of transmission and distribution infrastructure is crucial. By 2030, total energy demand is expected to grow up to 50,000 Gigajoules per year. Electricity import from national grid grows steadily, reaching up to 45,000 Gigajoules in 2030. The social costs of energy will continue to be dominated by household sector till 2030, reaching up to 30 million Nepali Rupees per year in total. Use of wood as fuel, the only significant source of emission in the model is modeled to decrease linearly and stop by 2030, as required by SDGs. Emission of 17 Metric Tonnes of Carbon-dioxide and 4.5 million kg Methane equivalent is reduced to zero at 2030. This model serves as an innovative approach to integrate SDG targets to local and regional energy planning process, and can be adopted for energy systems and policy planning for various regions in Nepal.
