CRIMINOLOGICAL SCIENCE OF THE PHENOMENON OF TOTALITARIAN, POLITICAL AND ORGANIZED CRIME

The review reveals the content of three new monographs by Russian criminologists who study the problems of totalitarian, political, organized and corrupt crime. The nature of this crime, the causes of its occurrence, the identity of the perpetrators and the mechanisms of their criminal behavior, prevention measures are shown.

THE PROBLEM OF ESTABLISHING THE CHILDʼS ORIGIN AND THE CHILDʼS RIGHT TO A FAMILY IN THE CONTEXT OF ISLAMIC LAW

The review is focused on the issue of participation of the state in establishment of paternity and securing of the right in Muslim countries. Measures, adopted in this area, as noted, do not eliminate discrimination between children born in marriages and children born out of wedlock, but make their situation worse by allowing differential regulation of the same issue with regard to different groups of people.

STATE OF DOCTRINAL RESEARCH ON THE LEGAL REGULATION OF ARTIFICIAL INTELLIGENCE IN RUSSIA BASED ON THE WORKS OF RUSSIAN LAWYERS

This review summarizes the statements of Russian scientists about the current state of scientific development of issues of legal regulation of AI, the complexities of the problems facing scientists and the assessment of the proposed ways to solve them in the most important aspects of legal regulation of AI.

JUDICIAL AND NON-JUDICIAL PROTECTION IN THE CONTEXT OF THE MULTI-LEVEL ADMINISTRATIVE SPACE OF THE EUROPEAN UNION

The review is based on the publications of a series of articles in a special issue of the German Law Journal (German law journal. 2021. Vol. 22, N 3). It examines the complex of judicial and non-judicial problems that arise in the complex multi-level administrative structure of the EU. The main focus is on mechanisms of horizontal and vertical administrative cooperation, as well as new regulatory models that «generate» transnational administrative acts and mutual recognition systems, as well as multi-level inspection activities carried out to ensure compliance with EU legislation.

DIGITAL TECHNOLOGIES IN PUBLIC ADMINISTRATION: LEGAL ASPECTS

This review analyzes the experience of Russia and a number of foreign countries in implementing digital technologies in public administration, and describes the main regulatory legal acts adopted at the three stages of the formation of the information society in the Russian Federation. The focus is on the problems of legal regulation of the digitalization of public authorities.

STATE POLICY IN THE FIELD OF SUSTAINABLE DEVELOPMENT

The review is focused on the issue of policy of sustainable development introduction on the national level. UN sustainable development goals presuppose a large discretion of the state in their implementation. The object of analysis is therefore instruments the states used to achieve these goals, challenges they face while reforming legislation and practice and conditions necessary to achieve success.

LEGAL REASONING: THE MAIN CHARACTERISTICS AND STRATEGIES OF REASONING

The review analyzes the characteristics of legal reasoning that give it a unique character, considers deductive and analogical methods of legal reasoning. Special attention is paid to abduction, which has practically not been explored to achieve cognition within the field of law.

JUSTICE: SOCIO-LEGAL, INSTITUTIONAL AND INTEGRATIVE APPROACHES

The review examines the doctrinal approaches to the characterization of justice that have emerged at the national level. Based on the analysis of modern research on the development and improvement of the judicial system, this review examines the main trends and patterns in the development of the judiciary and justice. The review presents three monographs in which scholars emphasize that the effectiveness of justice is the most important aspect of a democratic society and the proper level of observance of fundamental human rights and freedoms. Scientists and practitioners constantly refer to the multifaceted definition of the concept of «justice», characterizing it from various sides and forms of implementation.

TRANSFORMATIONS OF THE TERRITORIAL JURISDICTION OF STATES: CONSTITUTIONALIZATION OF THE GLOBAL DIGITAL ECOSYSTEM

The review presents the debatable positions of scientists on the international regulation of the process of creating a global information system. The processes of strengthening the sovereignty and expanding the jurisdiction of States in relation to the information space and its infrastructures are described.

COMMON EUROPEAN ASYLUM SYSTEM: THE CAUSES OF THE CRISIS AND ITS CONSEQUENCES FOR EUROPEAN CONSTITUTIONALISM

The massive influx of refugees from the Middle East in 2015 caused a crisis in the Common European Asylum System, which provoked a European constitutional crisis. This review presents three articles that formulate the existing problems and the risks they cause for the EU, as well as analyzing their causes and prerequisites.
