The Challenges of Universal Primary Education Policy in Sub-Saharan Africa

The elimination of school fees at Uganda's primary education level was accelerated by the 1996 first direct presidential elections. Since the inception of the universal primary education in 1996 and its actual operationalization in 1997, universal primary education is synonymous with primary education. Because school fees were eliminated before infrastructural improvements in the school system had been undertaken, the access shock created by the elimination of fees resulted in a substantial initial decrease in resources available per pupil and a large increase in the pupil-teacher ratio. The purpose of this chapter is to identify the policy incoherencies as well as research or knowledge gaps relating to Uganda's primary education. Nevertheless, what happens in other sectors outside the education sector has strong implications for the realization of the universal primary education objectives. Uganda's universal primary education policy is being undermined by policies within the education sector and policies in other sectors. As such, there is need to mainstream universal primary education into all relevant sectoral policies using the Education-In-All-Policies Approach, which would be in the nature of the Health-In-All Policies Approach as well as the Gender-In-All-Policies Approach.

This study presents the rationale for policy and institutional frameworks in the development of ICT in secondary education in countries in Sub-Saharan Africa (SSA). As the adoption of modern ICTs slowly gain momentum, various stakeholders in education have recognized the importance of leveraging these technological tools for the improvement of teaching and learning. To a large extent, the application of modern ICTs in education remains uncoordinated in many countries. This study identifies the institutional framework as the dominant approach to ICT in education policy process in the region. This involves the participation of broad-based interest groups in the policy process. Using South Africa as a case study, the study presents elements of ICT in education policy as well as policy lessons that would enable African countries use ICTs for productive educational outcomes.

Between 1990 and 2007, sixteen different countries in sub-Saharan Africa used national education policy to formally abolish school fees. Implementing its Universal Primary Education Policy in 1997, Uganda was the third country in sub-Saharan Africa to do so. School fee abolition is typically understood along a single dimension: access. Any cost associated with attending school is seen as discouraging access; conversely, efforts to reduce costs are seen as improving access. Little to no research has investigated the connection to quality. In this chapter, analyzing a school savings program presents the opportunity to investigate how an intervention that encouraged the payment of school fees relates to both access and quality. Secondary analysis of a randomized controlled trial and research questions on mediation and moderation are used to explore this issue.
