The role of the prominent Soviet economist, academician A. Anchishkin (1933—1987), whose 80th birth anniversary we celebrate this year, in the development of ideas and formation of economic forecasting in the country at the time when the directive planning acted as a leading tool of economic management is explored in the article. Besides, Anchishkin’s special role is noted in developing a comprehensive program of scientific and technical progress, an information basis for working out long-term forecasts of the country’s development, moreover, his contribution to the creation of long-term forecasting methodology and improvement of the statistical basis for economic analysis and economic planning. The authors show that social and economic forecasting in the period after 1991, which has undertaken a number of functions of economic planning, has largely relied on further development of Anchishkin’s ideas, at the same time responding to new challenges for the Russian economy development during its entry into the world economic system.

This article revises the mission and the name of the accounting profession in the context of strengthening the economic security of enterprises under the conditions of digitalization of the economy. The authors note that in the contemporary conditions of economic management, enterprises should form and ensure the functioning of the economic security of the enterprise at the proper level. The necessity of in-depth research of economic security at microlevel was considered, the factors influencing the stability of the enterprise were highlighted. High level of economic security of the subject of management consists in guaranteeing him maximum effective and stable functioning now and in future. Subjects of economic security were individual enterprises, and objects — their economic interests. The main goals of ensuring economic security of the enterprise in the part of accounting were singled out, the tasks of accounting policy, aimed at ensuring economic security, were determined. The prospects of the accounting profession in the process of ensuring economic security and reliable safe presentation of the results of doing business in reporting are substantiated. The study contains proposals on the revision of requirements for the qualifications of accountants in order to emphasize their activities aimed at strengthening the economic security of the enterprise.

Several alternative economic approaches to the study of organization are discussed in the literature: the neoclassical theory, the theory of transaction costs (the theory of specific assets), the theory of incomplete contracts (the theory of property rights), and the Agency theory (the theory of incentives). Recently, there have been approaches at the intersection of Economics and management: resource theory, knowledge theory, strategic theory, entrepreneurial theory; in the framework of sociology: network theory, the theory of resource dependence, the theory of institutional isomorphism, the theory of situational choice, the theory of strategic choice. The article deals with the basic model of neoclassical theory. The advantage of the neoclassical theory is that it emphasizes the role of technology in General and economies of scale in particular as factors that influence the size of production, turnover of organizations. Within the framework of the considered approach, a certain macrostructure is determined that carries out the costs of economic resources: fixed assets, the number of employees that affect the turnover of organizations. The task of rational economic management, which meets the Udmurt Republic, is to determine the forecast of turnover of organizations with the given resources and to calculate the necessary for its value of fixed assets, the number of employees.

This article investigates the unique role of applied public service colleges in engaging with communities through economic development and entrepreneurship-related activities. Schools of public administration, affairs, and service are often distinctively tasked with being public facing, connecting and working with outside agencies, nonprofits, and other stakeholders. Using a case study of Ohio University’s Voinovich School of Leadership and Public Affairs, which employs a public-private partnership model to find solutions to challenges facing communities, the economy, and the environment, the authors discuss the emerging engagement role of these schools using a typology of strategies brought forth by the Association of Public and Land Grant Universities. The authors outline seven specific programs run by the Voinovich School and discuss the activities, services, and intensity of each. As opposed to other forms of civic or community engagement, this article focuses primarily on economic engagement, such as technical assistance, business development, and related activities that drive regional and rural economic growth. Having a deeper comprehension of how such programs operate to enhance engagement and interaction between academics and outside stakeholders can be an important aspect of growing similar connections in other schools to further pursue regional connectivity and development.

The article is devoted to the study of the state of institutional support for the rights of the indigenous peoples of the North. The industrial development of Siberian territories creates a threat of destruction of traditional forms of economic management. This makes this problem actual. The empirical material is the results of an expert survey conducted on the territory of the Khanty-Mansiysk Autonomous Okrug – Yugra. It is concluded that a regula- tory and legal framework has been created in the region to ensure the interests of indigenous peoples. However, it only creates an opportunity to protect their interests. This opportunity can be fully realized through the activities of political institutions. Today, public organizations of the indigenous peoples themselves are effectively working. They enjoy the trust of the indigenous population and protect not only the rights of Aboriginal people to traditional forms of farming, but also their socio-economic interests in general. However, the capabilities of these organizations are rather limited. For example, small indigenous peoples, due to their small number, do not have the opportunity to conduct “their” deputies to representative bodies of power. At the same time, the role of other actors – political organizations, mass media, ombudsmen – is insignificant. Expanding the range of political institutions involved in protecting the rights of the indigenous peoples of the North is the main condition for the successful solution of this task.

This chapter argues that, if France has been the home of administrative courts, Austria has greatly contributed to the development of administrative law with regard to administrative procedure. Thanks to the Austrian Administrative Court, established in 1875, administrative law has been increasingly important in the regulation of public affairs. The chapter analyses the causes, development, and effects of these features. One main theme is, of course, the scope and purpose of judicial review of administrative action. In this respect, the chapter shows the growth of litigation and the liberal approach followed by the Court. Moreover, the role of the Court as lawmaker is examined in the light of the general principles of law that it developed. . Such principles included legality and procedural fairness, with particular regard to the right to a hearing and the duty to give reasons. Considered as a whole, they required public administrations to act reasonably rather than arbitrarily. Finally, it was judge-made law that constituted the basis for the codification of 1925.
