The objective of this paper is to describe a “step-change” in refining technology being proposed by Tongaat Hulett. This patented technology is termed “GREEN” Refining Technology, where “GREEN” is an acronym for “Greatly Reduced Energy and Equipment Needs”. The name attempts to encapsulate the “environmentally friendly” benefits of reduced energy usage whilst also emphasising the major savings in both energy and capital equipment requirements of the technology. GREEN refining technology aims to substantially (and ultimately totally) replace evaporating crystallization with cooling crystallization in a sugar refinery.

Using an interpretative research approach to ethical and legal literature, it is argued that nursing in the battlefield is distinctly different to civilian nursing, even in an emergency, and that the environment is so different that a duty of care owed by military nurses to wounded soldiers should not apply. Such distinct differences in wartime can override normal peacetime professional ethics to the extent that the duty of care owed by military nurses to their patients on the battlefield should not exist. It is also argued that as military nurses have legal and professional obligations to care for wounded soldiers on the battlefield, this obligation conflicts with following military orders, causing a dual loyalty conflict. This is because soldiers are part of the ‘fighting force’ and must be fit to fight and win the battle. This makes them more of a commodity rather than individual persons with distinct health care needs.

Military physicians are often perceived to be in a position of ‘dual loyalty’ because they have responsibilities towards their patients but also towards their employer, the military institution. Further, they have to ascribe to and are bound by two distinct codes of ethics (i.e., medical and military), each with its own set of values and duties, that could at first glance be considered to be very different or even incompatible. How, then, can military physicians reconcile these two codes of ethics and their distinct professional/institutional values, and assume their responsibilities towards both their patients and the military institution? To clarify this situation, and to show how such a reconciliation might be possible, we compared the history and content of two national professional codes of ethics: the Defence Ethics of the Canadian Armed Forces and the Code of Ethics of the Canadian Medical Association. Interestingly, even if the medical code is more focused on duties and responsibility while the military code is more focused on core values and is supported by a comprehensive ethical training program, they also have many elements in common. Further, both are based on the same core values of loyalty and integrity, and they are broad in scope but are relatively flexible in application. While there are still important sources of tension between and limits within these two codes of ethics, there are fewer differences than may appear at first glance because the core values and principles of military and medical ethics are not so different.

This paper addresses the fundamental question of what costs and prices would look like under competitive conditions and how close the FCC's total element long-run incremental cost (TELRIC) pricing rules allow one to approximate such competitive outcomes. We consider: what types of firms would enter in competitive network industries, what effect would new entry have on the asset values and prices of incumbent firms, and what impact would competition have on (1) the types and vintages of capital equipment, (2) prices for that equipment, and (3) conditions in the operating environment? The paper concludes by highlighting alternative pricing proposals offered by contending parties and identifying the major drivers that explain what have proven to be large differences among competing proposals.

A careful reading of the quotations that Hayek left us upon his death on hundreds of cards explains what is, in his opinion, the ultimate and definitive test of whether or not someone is a true economist. It is curious to draw attention to the fact that Hayek had already referred to this matter in Appendix III to his Pure Theory of Capital, which he wrote in 1941 and which ends with the following words: «More than ever it seems to me to be true that the complete apprehension of the doctrine that ‘de-mand of commodities is not demand for labour’ is ‘the best test of an economist’» (Hayek 1976, p. 439). Here, Hayek wishes to highlight one of the key points of the theory of capital: the real productive structure is very complex and is formed by many stages, in such a way that an increase in the demand for con-sumer commodities will always be detrimental to employment in the stages furthest away from consumption (which is precisely where most of the workers are employed). Or, in other words, the employers can perfectly well earn money, even if their rev-enue (or «aggregate demand») drops, if they reduce their costs by replacing labour by capital equipment, thus indirectly gen-erating a significant demand for employment in the stages of capital goods production furthest away from consumption (Huerta de Soto 1998, pp. 213-313). It is more than illustrative how Hayek, in the select group of quotations on economic theory that he has left us in hundreds of his handwriting cards, wished to refer, once again, to these key ideas of the theory of capital. Effectively, Hayek now tells us that «Investment is more discouraged than stimulated by a high de-mand for consumer goods, and so is employment because in an ad-vancing economy more workers are employed to work for the distant fu-ture than for the present»(emphasis added). And he also says that «In the end is the decrease of final demand at current prices that leads to new investment to reduce costs». Therefore, Hayek con-cludes that «employment is not determined by aggregate demand». In short, for Hayek, the best test for an economist is to understand the implicit fallacy contained in the underconsumption theories and in what is called the shrift paradox or paradox of saving: «It is not consumer’s demand that secures the generation of incomes. It is investment of the excess of incomes over consumer’s expendi-tures which keeps incomes up». A large number of economists are unable to understand these principles because they adopt the macroeconomic aggregate approach that Hayek considers to be a serious error that leads, in the final analysis, to social engineering and socialism («Socialism is based on macroeconomics —a scien-tific error»). The only way of understanding what happens at «macro» level is by using microeconomics: «We can understand the macrosociety only by microeconomics». Furthermore, even the Chicago School monetarists are victims of this error: «Even Milton Friedman is reported to have once said ‘we are all Keynesians now’». The approach based on the model of equilibrium and mac-roeconomics is erroneous because «a science which starts with the conceit that it posses information which it cannot obtain is not a science». The same may be said of Welfare Economics, which, for Hayek, is «the spurious scientific foundation of socialist policies».
