Problems of providing the population and agricultural production by qualitative potable and process water in the Central Yakutia are covered. This territory belongs to the region with acute shortage of water resources which is always a limiting factor of development of agricultural production. For the solution of this burning issue in the 80th years of the last century along the small rivers the systems of hydraulic engineering constructions providing requirements with process water practically of all settlements of the Central Yakutia were constructed. At a construction of all hydraulic engineering buildings the method of construction with preservation of soils of the basis of constructions in a frozen state was applied. When warming the climate which is observed in recent years hydraulic engineering constructions built in regions of a wide spread occurance of breeds of an ice complex and with the considerable volume of water weight, were especially vulnerable. On character and a design they experience continuous threat of damage and demand very attentive relation from the operating organizations. Taking this into account, safe operation of hydraulic engineering constructions in a zone of distribution of permafrost breeds demands new approaches. The article examines features of hydraulic engineering constructions’ operation of agricultural water supply objects in the Central Yakutia. Distinctiveness of hydraulic engineering constructions’ operation is that stability of constructions is intimately bound to temperature impact of a reservoir on ground dams’ body and the basis of constructions. The possibility of inclusion of ways for an intensification of a freezing of constructions in the structure of operational actions is studied. The new method on safe operation of hydraulic engineering constructions as prewinter abatement of the water level in a reservoir accounting volumes and norms of water consumption of the settlement is offered.

Department of hydraulic engineering and hydraulics FGBNU «VNIIGiM them. A.N. Kostyakova «has a long history. For many years, the department’s staff has been such scientists and water engineers with extensive experience as M.A. Volynov, V.S. Verbitsky, S.S. Medvedev, N.V. Lebedev, B.C. Panfilov, T.G. Voynich-Syanozhentsky, V.A. Golubkova, G.V. Lyapin and others. The department solved a wide range of tasks, the main areas of research were the following: – theoretical and applied hydrodynamics and hydraulics, with reference to the open channel flows that affect the state and level of safety of the hydraulic structures; – integrated use and protection of water bodies – water sources and water sources of water resources used in land reclamation; – development of measures and technical solutions for the protection of objects from the negative effects of water; – theoretical substantiation of works to improve the safety level of the GTS (declaration); – development and implementation of digitalization methods for solving design, construction, operation and control of landreclamation facilities. Currently, promising areas of research is the development of a decision-making algorithm in the designation of measures to rationalize the provision of resources to water amelioration. The algorithm is developed on the basis of a detailed study, systematization and processing of data both on safety and on the efficiency of systems and structures, ensuring the delivery of irrigation water of the required quality and in sufficient quantity from a water source to the field.

The surfaces of building materials of hydrotechnical constructions undergo the process of algae biofouling. The degree of damage depends on the environmental factors that are affect-ed by the level of anthropogenic load areas. Modeling the biofouling process of concrete with algae under laboratory conditions has allowed determining their impact on the building ma-terial, accompanied by changes in chemical and mineralogical composition of the surface of products. The microscopic examination of sample’s surfaces and evaluation of the effective-ness of various ions leaching from building materials shows the results of "algal attack" relat-ed to the acceleration of biodegradation of materials under the influence of aggressive meta-bolic products, mechanical action neoplasms, creating optimal conditions for the development of subsequent aerobic microbial decomposers. To clarify the nature of chemical processes in the system “algocenosis – concrete” the changes of chemical and phase (mineralogical) com-position of the surface layer of concrete sample were studied. The effect that algae produce on hydraulic engineering constructions is due to the fact that these organisms, belonging to phototrophs and standing at the beginning of the food chain, initiate new microbial growth.

This article deals with the problem of insulating measuring weirs to avoid ice disturbances. The development of a simple method for insulating a conventional V-weir is described. This method will serve its purpose in many cases. For more difficult cases a special type of a fully insulated weir is described. The experiments described were carried out by The Division of Hydraulic Engineering, The University of Trondheim, The Norwegian Institute of Technology, at the River and Harbour Laboratory of the University, and at the IHD representative basin Sagelva.
