The arrival of a new operator on the Italian high-speed railway (HSR) market, its maintanance and its market share made Italian open access experience one of the most successful liberalization models in the HSR sector. Researchers noticed that since the entry of the new operator, expansion of Italian HSR market is mostly due to the presence of this new operator. The aim of this article is to establish whether there were some other characteristics of the Italian HSR market that may explain this success even if it may be in opposition with what theory commonly suggests about competition in HSR markets. This research tries to do a complementary analysis by making a comparison with another successful HSR market that is not already liberalized: the French HSR market. After retracing supply, demand and markets maturity of Rome–Milan and Paris–Marseille lines, results reveal that supply and demand evolutions in both markets were very similar, if not identical after the commissioning of HSR. It suggests that liberalization may not be the only explanation of the significant evolution of Italian HSR market but that the opening of new infrastructures may also lead to positive trends that remain until markets reach a high level of maturity. This maturity understood as the residual capacity of the network and partially determined by infrastructure improvement seems to be another variable that had influenced the success of NTV. Indeed, before liberalization, Italian HSR network was far from saturation that allowed new entrant to capture important market shares.

Maintenance of catenary system is a crucial task for the safe operation of high-speed railway systems. Catenary system malfunction could interrupt railway service and threaten public safety. This article presents a computer vision algorithm that is developed to automatically detect the defective rod-insulators in a catenary system to ensure reliable power transmission. Two key challenges in building such a robust inspection system are addressed in this work, the detection of the insulators in the catenary image and the detection of possible defects. A two-step insulator detection method is implemented to detect insulators with different inclination angles in the image. The sub-images containing cantilevers and rods are first extracted from the catenary image. Then, the insulators are detected in the sub-image using deformable part models. A local intensity period estimation algorithm is designed specifically for insulator defect detection. Experimental results show that the proposed method is able to automatically and reliably detect insulator defects including the breakage of the ceramic discs and the foreign objects clamped between two ceramic discs. The performance of this visual inspection method meets the strict requirements for catenary system maintenance.

The article is devoted to the experience of the implementation of high-speed railways in foreign countries and the possibility of its use in Russia. Particular attention is paid to the issues of financial and economic justification of such projects, using the criteria of commercial and budgetary efficiency. Particular attention is paid to China in the article, since this country today has the greatest experience in the implementation of projects in the field of high-speed rail communication. The emergence of high-speed rail in China not only became a technological breakthrough, but also played an important role in stimulating the country’s economy and enhancing domestic demand. At the moment, 57% of all high-speed railways in the world are in China alone. The experience of the United States is also of scientific interest, in particular, in the consideration and evaluation of high-speed rail projects. Despite the high level of economic development in the United States, high-speed rail transport is practically undeveloped, which is largely due to historical reasons. Cheap oil, along with improvements to cars and airplanes, and government subsidies for highway and airport construction, have made these vehicles more accessible to most of the population and highlighted them. Despite these circumstances, the authorities of many states are interested in the implementation of high-speed rail projects. At the same time, the question of the possibility and expediency of switching passenger flows from existing modes of transport remains relevant in the United States. In the final part of the article, using the example of specific projects, the prospects for the development of high-speed railway communication in Russia are assessed and proposals for the development of the transport complex as a whole are given.

This paper deals with the possibilities of estimating noise pollution created by high-speed railway systems in nearby locations. Railway systems have significant effects on the environment. Therefore, a college campus situated near a high-speed railway was selected as the study area. In this paper, an adaptive differential evolution optimization (ADEO) algorithm-based noise-level measurement is proposed. Various measurements such as the noise levels indoors, outdoors, and near the track were carried out in the college area and applied to ADEO for optimization. A study of the impact of railway noise on student learning was made. ADEO was used to predict the maximum noise level and the maximum noise distribution in the college area through the model. An experimental study was performed, and the results were compared with the estimated results. The results indicated the consistency of both the estimated and experimental results and the error as less than 1 dBA; the noise level exceeded 65 dBA in a few classrooms. Therefore, the proposed noise measurement for high-speed railway based on the ADEO technique has been considered as the most effective and superior optimization tool.
