Design impact on New York City parking signs: Motorists pay $600 million in parking violations

In 2005 there were 9.5 million parking tickets issued in New York City (NYC), accounting for $578.6 million in revenues (NYC DOF, 2006). This article describes efforts by Addison’ Information Design to simplify the city’ parking signage. It is based on a presentation given at IIID Vision Plus 12 in Austria and the International Conference on Applications of Information Design at Mälardalen University in Sweden. Addison’ objective was to come up with exploratory alternatives to the extremely confusing parking signs posted throughout New York City. Addison’ Information Design team spent several days deciphering parking signs in areas that had the most number of confusing signs. The team explored out of the box concepts to come up with prototype signage systems that are more usable. To validate these concepts, the signs were user tested. The findings confirmed that participants found the existing signs confusing and extremely hard to understand, since the signs did not fit their mental models. The exploratory concepts, on the other hand, elicited positive feedback due to their unambiguous use of language, hierarchy of information, and clear delineation of regulations. The findings were presented to the Deputy Commissioner of New York City.

Access to essential medicines is fundamental to medication adherence, continuity of care and hence population health outcomes and overall quality of life. Disparities in the availability and the cost of these medications in New York City, especially for low income neighborhoods, would compound the underlying health disparities in these neighborhoods. This study examined the physical and financial accessibility to 8 of the 150 Most Frequently Prescribed Drugs in New York, 2 each for Asthma, Diabetes, Hypertension, and Hyperlipidemia, 4 conditions that are among the top 10 most costly conditions in the United States. The study did not find any significant differences in mean drug prices between the high, medium, and low income neighborhoods in the City. However, the significantly different income levels and uninsured rates across neighborhood income strata in the City (p<0.001 for both), coupled with the high disease burden and other underlying disparities in low income neighborhoods, would point to potential affordability challenges for needed medications in these neighborhoods. On the other hand, significant differences in mean prices between the 5 City boroughs were found for 3 of the study drugs: Advair™, p=0.009; Amlodipine 10mg, p<0.001; and Lisinopril 10mg, p=0.046. No such significant differences were observed for the mean prices of the other 5 study drugs-Proventil HFA,™ Metformin HCL 500mg, Glipizide ER 5mg, Simvastatin 20mg, and Atorvastatin 10mg. The study findings did not also suggest that drug prices are dictated by the number of pharmacies in a neighborhood. Further studies would be needed to better understand the complexities associated with the accessibility of essential medicines in New York City. These studies could include qualitative ones which would examine the perceptions and experiences of City residents with respect to the accessibility of prescribed medications as the basis for targeted interventions directed at promoting access to needed medications for all New Yorkers.   Type: Student Project

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

ABSTRACT This paper examines the administrative and accounting reforms coordinated by Herman A. Metz around the turn of the 20th century in New York City. Reform efforts were motivated by deficiencies in administering New York City's finances, including a lack of internal control over monetary resources and operational activities, and opaque financial reports. The activities of Comptroller Metz, who collaborated with institutions such as the New York Bureau of Municipal Research, were paramount in initiating and implementing the administrative and accounting reforms in the city, which contributed to reform efforts across the country. Metz promoted the adoption of functional cost classifications for city departments, developed flowcharts for improved transaction processing, strengthened internal controls, and published the 1909 Manual of Accounting and Business Procedure of the City of New York, which laid the groundwork for transparent financial reports capable of providing vital information about the city's activities and subsidiary units. Saturday, 18 December 2010 was the first of a two day complete closure of all London area airports due to freezing temperatures and approximately five inches of snow. A week later on December 26th, New York City area airports closed in a similar manner from the sixth largest snowstorm in NYC history, blanketing the city approximately twenty inches of snow. Both storms grounded flights for days, and resulted in severe delays long after the snow stopped falling. Both London and NYC area airports produced risk communications to explain the necessity for the closures and delays. This short flash news report examines, in turn, the risk communications presented during the airport closures. A background is provided to understand how the risk perceptions differ between London and NYC publics. Finally, it compares and contrasts the perceptions of the decision making process and outcomes of the closures, which continue to accumulate economic and social impacts.

This chapter focuses on the juvenile justice system and its related efforts to address youth crime in New York City before World War II. From the 1930s to the onset of the war, there was a nationwide tension about how to address crime. In New York City, this debate had racial, political, and social implications that persisted beyond the period. On one side, there were those, such as New York City mayor Fiorello La Guardia, who believed crime in the city was rampant and that an increased carceral sovereignty, including preventive policing, was critical to establish order. On the other side, there were those, such as Jane M. Bolin, who rejected such logic and aspired to advance a neo-Progressive rationale that emphasized the correction of social ills contributing to criminal behaviors—regardless of the numbers. This chapter provides a sketch of Harlem during the Depression era, with an emphasis on black youths and various crime-prevention effortsthey encountered.
