Worldwide, there is a significant increase in the use of unmanned aerial vehicles (UAVs) by emergency services. They offer a lot of possibilities during rescue operations. Such a wide application for various purposes and environments causes many threats related to their use. To minimize the risks associated with conducting air operations with UAVs, the application of the SORA (Specific Operations Risk Assessment) methodology will be important. Due to its level of detail, it is a methodology adapted to civilian use. In this article, the authors’ team will try to develop guidelines and directions for adapting SORA to the requirements of the operational work of emergency services. Thus, the following article aims to present the most important risks related to conducting operations with the use of UAVs by first responders (FRs), and to show the sample risk analysis performed for this type of operation on the example of the ASSISTANCE project. The paper describes, on the one hand, possibilities offered by UAVs in crisis or disaster management and step-by-step Specific Operations Risk Assessment (SORA), and on the other hand, presents possible threats, consequences and methods of their mitigation during FR missions.

Natural disasters, including earthquakes, Tsunamis, floods, hurricanes, and volcanic eruptions, have caused tremendous harm and continue to threaten millions of humans and various infrastructure capabilities each year. In their efforts to take countermeasures against the threats posed by future natural disasters, the United Nations formulated the “Hyogo Framework for Action”, which aims at assessing and reducing risk. This framework and a global review of disaster reduction initiatives of the United Nations acknowledge the need for information systems research contributions in addressing major challenges of natural disaster management. In this paper, the authors provide a review of the literature with regard to how information systems research has addressed risk assessment and reduction in natural disaster management. Based on the review the authors identify research gaps that are centered around the need for acquiring general knowledge on how to design IS artifacts for risk assessment and reduction. In order to close these gaps in further research, the authors develop a research agenda that follows the IS design science paradigm.

Abstract Musi Banyuasin is a district with a high level of vulnerability to forest and land fire disasters. Therefore, prevention efforts are needed to minimize forest fires again. Forest fire prevention efforts are activities that are the responsibility of all relevant stakeholders in Musi Banyuasin, one of which is the Regional Disaster Management Agency (BPBD) of Musi Banyuasin Regency. This research will focus on the role of BPBD in efforts to prevent forest and land fires in Musi Banyuasin Regency. The method used in this research is descriptive qualitative method of observation and in-depth interviews. The results of the study show that the BPBD of Musi Banyuasin Regency plays a role in accordance with its functions and obligations as a regional BPBD, namely as an organization that conducts risk studies of Kahutlha fire-prone areas in Musi Banyuasin Regency. The area risk assessment is carried out in three main stages, namely determining the condition of the area, determining the condition of the land through the level of vulnerability and hotspots, and finally informing the condition to the local government and the community through outreach activities.   Keywords:BPBD, Fire Disaster, Kahutlha,  Prevention   Abstrak Musi Banyuasin merupakan kabupaten dengan tingkat kerawanan level tinggi terhadap bencana kebakaran hutan dan lahan, Oleh karenanya, perlu adanya upaya pencegahan untuk meminim lisirter jadi kebarakan hutan kembali. Upaya pencegahan kebakaran hutan merupakan kegiatan yang menjadi tanggung jawab seluruh stakeholder terkait di Musi Banyuasin salah satunya adalah Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Musi Banyuasin. Penelitian ini akan berfokus pada peran BPBD dalam upaya pencegahan kebakaran hutan dan lahan di Kabupaten Musi Banyuasin. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan metode observasi dan wawancana mendalam. Hasil penelitian menunjukkan bahwa BPBD Kabupaten Musi Banyuasin berperan sesuai dengan fungsi dan kewajibannya sebagai BPBD daerah yaitu sebagai organisasi yang melakukan kajian resiko Kawasan rawan kebakaran Karhutla di Kabupaten Musi Banyuasin. Kajian resiko Kawasan dilakukan dengan tiga tahapan utama yaitu menetapkan kondisi daerah, menetapkan kondisi lahan melalui tingkat kerawanan dan titik panas, dan terakhir adalah menginformasi kondisi kepada pemerintah daerah dan masyakarat melalui kegiatan sosialisasi.   Kata Kunci:BencanaKebakaran, BPBD, Karhutla, Pencegahan

Underground pipeline safety is a concern among civilians in populated urban cities. Due to the potential for considerable damage from underground pipeline leakages, it is critical to identify potential risk areas. This study developed a simplified risk value using risk assessment software (ALOHA) and geography information systems (SuperGIS and Surfer) to produce potential risk maps for underground pipeline leakage in a major urban city. A risk assessment of areas affected by underground pipeline leakage was performed for vapor diffusion, thermal radiation from combustion, and overpressure from an explosion. The results are applicable to disaster management departments and agencies in highly populated cities.

Climate change is one of the major challenges faced by countries worldwide. In the Philippines, constant typhoons and flooding have exposed the vulnerability of disaster risk and reduction management of local communities, and such untold miseries increased the loss and damages of human lives and economic assets. While project management approach has been effectively applied to many fields and sectors, disaster management has yet to see its full benefits. Data from the Office of the Department of Interior and Local Government (DILG) revealed that in 2014, the Municipality of Compostela had been awarded the “Seal of Good Local Governance on Disaster Preparedness” (SGLG). Thus, this captures the interest of the researcher to determine indicators of the local government unit’s disaster management that predict disaster resiliency to the major natural disasters occurring in the Municipality of Compostela for the last five years which include flooding and typhoon. This study employed a descriptive correlation design as the overall scheme in the conduct of the study. Specifically, Regression Analysis was utilized using disaster resiliency as the outcome variable and disaster management in terms of leadership structure, a guide to action management and partnerships and volunteerism as predictors. Results reveal that risk assessment and mapping,   partnerships with volunteer groups, civil society organizations (CSO) and business/private sectors, institutionalized planning and budgeting and functional incident command system significantly influence LGU’s resiliency towards flooding while partnerships with volunteer groups, CSO and business/private sectors, partnerships with other local governments and national government, institutionalized planning and budgeting and risk assessment and mapping significantly influence LGU’s resiliency towards typhoon.
