Republic of Korea (ROK) military installations are scattered across South Korea, but there is a higher concentration of fortifications in the demilitarized zone (DMZ) and eastern and western coastlines. These facilities range from relatively small structures, such as individual and artillery fighting positions, to large buildings, such as ammunition depots and command posts. These military installations have a significant thickness of concrete members to provide a high degree of protection against bombs and projectiles. The Korean military will carry out the integration and dismantling of these protection facilities over the next ten years through the Army transformation plan. Such large-scale construction projects have an impact on the environment in terms of the carbon footprint, because building construction and operations account for 36% of the world’s energy use and 40% of energy-related carbon dioxide (CO2) emissions. It is very important to reduce the concrete materials and reinforcement steel during protective structure construction near the DMZ, which is now recognized as one of the most well-preserved areas in the world. In this study, new sustainable design considerations that allow elasto-plastic or plastic design of concrete elements were evaluated using a case study of an artillery fighting position. The new sustainable design considerations were developed on the basis of mission, enemy, terrain and weather, troops and support available, time and civil considerations (METT + TC) within the context of the current battle situation, as well as protection against near misses. From this study, it was found that new sustainable design considerations provide a reasonable degree of protection that permits good construction practices and maximum structural stability with minimum amount of materials. It was also found that if the new design procedure is used to replace 1000 artillery positions through the Army transformation plan, the CO2 emissions can be reduced by 476,582.4 tons and the cost reduced by USD 23,829,120.

Meteorological information at an arrival airport is one of the primary variables used to determine refueling of discretionary fuel. This study evaluated the economic value of terminal aerodrome forecasts (TAF), which has not been previously quantitatively analyzed in Korea. The analysis data included 374,716 international flights that arrived at Incheon airport during 2017–2019. A cost–loss model was used for the analysis, which is a methodology to evaluate forecast value by considering the cost and loss that users can expect, considering the decision-making result based on forecast utilization. The value was divided in terms of improving fuel efficiency and reducing CO2 emissions. The results of the analysis indicate that the annual average TAF value for Incheon Airport was approximately 2.2 M–20.1 M USD under two hypothetical rules of refueling of discretionary fuel. This value is up to 26.2% higher than the total budget of 16.3 M USD set for the production of aviation meteorological forecasts by the Korea Meteorological Administration (KMA). Further, it is up to 10 times greater than the 2 M USD spent on aviation meteorological information fees collected by the KMA in 2018.

The purpose of this study is to investigate the influencing factors of parental child abuse by North Korean refugees who are living in South Korea. In-depth interviews were conducted with five parents who escaped from North Korea. The study identified three categories of factors impacting child abuse: the weakening of family functions from past experiences before and after defection, the stress of adapting to the culture of an unfamiliar society, and low parenting self-efficacy. North Korean parents suffered from emotional and functional crises from past traumatic events and, at the same time, experienced additional acculturative stress as a “minority” after entering South Korea, even as they continued to deal with Maternal Parenting Stress. These complex factors have been shown to lead to child abuse in migrant societies. This study contemplated the context of child abuse through specific examples. The results could provide thoughtful insights into child abuse among migrants and refugee parents, and provide evidence-based intervention plans for its prevention.
