Nell'attuale scenario economico-competitivo, lo studio delle reti d'impresa (Bastia, 1989; D'Alessio, 2008; Cafaggi, 2004; Lipparini, 2002; Lorenzoni, 1992) consente di enfatizzare il ruolo svolto dalla cooperazione tra piů organizzazioni sia pubbliche, sia private. In questa direzione, con l'avvento dell'economia della conoscenza, le imprese creano valore collettivo per effetto dell'azione di gruppo e degli interessi coinvolti nel sistema organizzativo a rete. Le opportunitŕ che si presentano alle aziende coinvolte nella rete sono molteplici: l'investimento relazionale favorisce l'interdipendenza tra i differenti sistemi aziendali e ne rafforza la loro complementarietŕ; ogni processo cooperativo influenza ciascuna impresa della rete. Nelle aziende pubbliche, tale fenomeno č noto come New Public Governance (Bovaird, 2002; Lynn et al., 2007): all'interno di una rete locale si trovano aziende pubbliche e private la cui azione č protesa alla realizzazione del bene comune (Zamagni,2008). In questo senso, il passaggio dal New Public Management al New Public Governance ha permesso di valorizzare il concetto di network indagandolo quale rete di soggetti o entitŕ interagenti tra loro, in grado di guidare le loro relazioni verso il raggiungimento di un obiettivo comune: il public value creation (Moore, 2005). In questa direzione, il presente contributo si propone di analizzare il concetto di rete, con particolare riferimento alle possibili configurazioni che possono assumere i network pubblici locali. Nel caso di specie, lo studio si concentra sui network all'interno dei quali esiste la presenza dell'istituzione universitaria quale catalizzatrice del sapere e fonte della creazione di valore pubblico locale. Mediante l'esperienza dell'Universitŕ di Cassino, lo studio si propone di definire il ruolo dell'universitŕ rispetto al contesto territoriale di riferimento e quale impatto economico-sociale genera la sua azione. La domanda di ricerca č la seguente: Che cosa sono i network? Nell'ottica della New Public Governance, qual č il ruolo svolto dalle universitŕ nel sistema di rete? Č possibile individuare, in tal caso, un modello di rete?

Abstract The publication of a far-reaching public value framework for central government in the UK presents an opportunity to consider how this or a similar framework could be a useful tool for public management in Ireland and Northern Ireland. The concept of public value represents an evolution beyond some of the weaknesses of New Public Management, as it goes further to measure the holistic public benefit compared with pure monetary valuation. Examination of the current programmes for government in Ireland and Northern Ireland leads to the conclusion that a public value framework could be useful to advance their agendas. Lessons from social value legislation in England, Scotland and Wales indicate how a more comprehensive public value framework might be implemented in Northern Ireland and Ireland.

Purpose The purpose of this paper is to introduce the special issue about generation of public value through smart technologies and strategies. The key argument is that smart technologies have the potential to foster co-creation of public services and the generation of public value in management processes, based on the collaborative, social and horizontal nature of these smart technologies. Understanding these processes from a public management perspective is the purpose of this paper and the rest of the special issue. Design/methodology/approach The approach to this paper is a theoretical and conceptual review, whereas practical implications both for scholars and practitioners arise from the review of the literature and the conceptual approximation to the notion of smartness in technologies and government. This approach is rooted in the potential of the latest smart technologies and strategies to transform public administrations and to better understand and cope societal problems. Findings The conceptual and theoretical perspective of this paper offers ideas for future developments. The content of this paper shows that new smart technologies and strategies will shape, and will be shaped by, the future of public organizations and management. This paper illustrates the process of change in public value generation over time, as a result of different public management paradigms (from traditional public administration to new public management), but also different types of technologies (from mainframes to websites and social media and beyond). The empirical evidence of the articles of this special issue supports this conclusion; that open and collaborative innovation processes developed under this emergent technological wave could become encouraging transformative practices in the public sector. Research limitations/implications The theoretical and conceptual nature of this paper needs further empirical research to validate some of the discussed assumptions and ideas. Originality/value Although this paper is oriented to present the main contents of the special issue, it also provides an original approach to the theme of public value generation using smart technologies and strategies in public sector management.

Purpose – In recent years, New Public Management (NPM) has been used as the major framework for administrative reforms to redesign the public museums in many countries. However, some scholars argue that this market-based transformation results in professional corrosion or shortcomings about the public museums’ capacity to fulfill their traditional missions. In this regard, this paper maintains that the concept of public value provides a useful way of thinking about the objectives of public services. Therefore, the purpose of this paper is to provide a new framework for administrative reforms in the sector to keep efficiency without falling into professional corrosion or inefficiency problem. Design/methodology/approach – The paper uses the data collected through 178 questionnaire surveys. Findings – The conclusion of the paper is that, for reforming publicly funded museums, public value offers a balance between efficiency and the primary roles of the museums. Research limitations/implications – In the paper, the analysis is based on the views of museum professionals. Thus, further researches based on different sources of data are required to further explain the administrative peculiarities of public museums. Originality/value – There is a scarcity of literature on the administrative issues in public museums. This paper fulfills an identified need to study on this issue.

Resumen: Los Datos Abiertos (DA) u Open Data están siendo un tema de alta relevancia en las administraciones públicas cuando se habla de innovación y modernización del sector público, no solo por su reciente disrupción, sino por su potencial en términos de valor público. La puesta en marcha de políticas que impulsan el acceso libre de datos está transformando, en gran medida, los servicios que ofrecen los gobiernos y generando un valor transformador sin precedentes. Este fenómeno se está dando principalmente bajo el nuevo modelo de gestión pública llamado Gobierno Abierto. En este sentido, este trabajo presenta una revisión sobre el concepto de DA principalmente vinculado a una idea de apertura gubernamental, así mismo se discute la relevancia de los DA y se hacen algunas reflexiones sobre el rol y las implicaciones político-administrativas que representan este tipo de datos. Palabras clave: Datos abiertos, gobierno abierto, gestión pública, valor público. Abstract: Open Data (OD) is a topic of high relevance in public administrations related to innovation and modernization of the public sector, not only for its recent disruption, but for its potential in terms of public value. The implementation of policies that promote free data access is transforming the services offered by the government and generating unprecedented value. This phenomenon is occurring mainly under the new public management model called Open Government. In this sense, this paper presents a review of the concept of OD mainly linked to an idea of government openness, the relevance of OD is also discussed and some reflections are made about the role and political-administrative implications that these data represent.
