The article is devoted to revealing the resources of transitive changes of a regional university as a “node” of inter-territorial and inter-level educational movements. The factors of continuity of transition between the Bachelor’s and Master’s education levels as a resource for educational transit of students are discussed. This student transit resource should be used for transitive changes in a regional university in response to global trends in the demand for “lifelong education” and the need to reduce the intensity of interregional educational migration. The article defines the functions of lifelong education as a resource for the transitivity of a regional university, proposes management and organizational measures for maintaining and improving the educational programs of master’s programs at regional universities, and substantiates their socio-economic efficiency.

The author represents the economic and sociological analysis of modern features of digital economy and its role in the development of the system of lifelong education. A distinctive feature is the combination of problem and applied approaches to the analysis of the designated topic. The study is carried out on the basis of the method of identifying the essential characteristics of the digital economy taking into account the innovative nature of modern socio-economic development. This stage of development is characterized by a number of stable global trends, which, in turn, significantly change the requirements for the qualification of employees, the content and methods of their training highlighting the issues of ensuring the continuity of the educational process. Assuming high dynamics of the economy and, consequently, rapid adaptation of labor force to the technological changes the author shows, that at the present stage of society development one of the main tasks is to achieve a sharp increase of labor productivity, through which the effectiveness of a new type of economic and social relations should be manifested. The labor process of workers in the digital economy should become more diverse, meaningful and their production skills are much higher. The growth of the company's needs for more and more qualified personnel with a corresponding decrease in demand for low-skilled workers is caused by an increase in the technical level of production. It is dictated by the entire course of modern social and economic development associated with the expansion of information technologies use. The author suggests, that under these conditions, the system of lifelong education should be focused not only on the amount of theoretical knowledge and certain skills, but mainly on practice, the development of methods of analysis, the development of those qualities that allow the specialist to adapt to changing conditions quickly. The article represents the data of sociological research carried out on the basis of in-depth expert interviews. In his conclusions, the author also relied on his own experience in the development of this problem.

The rise of the Scottish national movement has been accompanied by the emergence of distinct constitutional ideas, claims and arguments, which may affect constitutional design in any future independent Scotland. Drawing on the fields of constitutional theory, comparative constitutional law, and Scottish studies, this book examines the historical trajectory of the constitutional question in Scotland and analyses the influences and constraints on the constitutional imagination of the Scottish national movement, in terms of both the national and international contexts. It identifies an emerging Scottish nationalist constitutional tradition that is distinct from British constitutional orthodoxies but nevertheless corresponds to broad global trends in constitutional thought and design. Much of the book is devoted to the detailed exposition and comparative analysis of the draft constitution for an independent Scotland published by the SNP in 2002. The 2014 draft interim Constitution presented by the Scottish Government is also examined, and the two texts are contrasted to show the changing nature of the SNP’s constitutional policy: from liberal-procedural constitutionalism in pursuit of a more inclusive polity, to a more populist and majoritarian constitutionalism.
