AbstractThe paper links higher education reforms and welfare states reforms in postcommunist Central European countries. It links current higher education debates (and reform pressures) and public sector debates (and reform pressures), stressing the importance of communist-era legacies in both areas. It refers to existing typologies of both higher education governance and welfare state regimes and concludes that the lack of the inclusion of Central Europe in any of them is a serious theoretical drawback in comparative social research. The region should still, after more than two decades of transition and heavy international policy advising, be viewed as a “laboratory of social experimentation”. It is still too risky to suggest generalizations about how Central European higher education and welfare systems fit existing typologies. Consequently, the “transition” period is by no means over: it is over in terms of politics and economics but not in terms of social arrangements. Both higher education and welfare states should be viewed as “work in progress”: permanently under reform pressures, and with unclear future.

Abstract This is now a well known axiom, that to judge the level of emancipation of a particular society, one should know the extent of her education. Because of the system’s nature, Albanian and foreign historiography has not been tackling a lot with the problems of higher education after 1990, seeing it from the perspective of the interests of the Albanian democratic state anyway, in terms of the transition, although with difficulties, efforts to change were not interrupted. The transition from totalitarianism to pluralist democracy and a free market economy also raised the issue of a radical change in the education field, a radical restructure, a radical democratic reform throughout work and life. Everything that happened after this period, especially in higher education, destroyed the “foundations” of the traditional high school influence by marxism-leninism, paving the way to new decentralized changes to achieve the highest quality indicators, through the step by step perfection of the university documentation, and efforts for the preparation of specialists, who are able to have direct access in manufacturing as well. The transformation of higher education began when our country was undergoing the transition period. In this study we will focus on the general analysis of the efforts of the Albanian government in front of incomplete standards in the higher educational system, reorganization of the school, in the framework of the change of the political system and the tranformation of socio-economic in Albania. Then it will be elaborated the intensity of changes and the results that are obviously noticed from one stage to the other, also some aspects of the reorganization process and the consolidation of higher education.

In Indonesia, universities and non-formal education institutions play an essential role in creating leadership qualities in both colonial and modern time. Although these two education models have different supports, the resulting figures are expected to be involved in community development with intervention through research and community service with the budget and recognition given to them. This qualitative study was going to understand what research evidence says about the leadership role in higher education. To ascertain how these educational institutions' involvement and role are. The researchers have conducted electronic searches on online data sources such as the Google Scholar application, ERIC Publications, and Microsoft Academic for publications from 2010 to 2021. Furthermore, analyzing the data by involving understanding the problem, coding the data. Evaluation and in-depth interpretation to obtain valid and reliable findings. Based on the discussion of the findings data and previous research evidence, the researchers reported the results, the transition period to a more advanced future, and higher education's role in more strategic and dynamic planning. Higher education leaders must work to foster the public by encouraging lecturers and faculty with study data and dedication to achieve development goals towards success. They take great responsibility for the success of nation-building in all directions. Thus, these findings become an essential input in developing the role of higher education leadership. In this project, an analysis is made of the perception of teachers of Higher Education Institutions (HEI) regarding the use of Virtual Learning Platforms (VLP) in the transition from the Traditional Educational Model (face-to-face) to Emergency Remote Teaching (ERT). A statistical analysis of teachers’ views on the academic environment caused by the COVID-19 crisis is carried out for the change of educational scenarios from school to home through VLP, the support for teaching–learning knowledge of VLPs and the received training, and the main problems during the transition period. Through convenience sampling, data was collected for a statistical study using a developed instrument (Data collection was designed through the Google Forms application and distributed to public and private HEI teachers). The results of the study showed that more than 60% of respondents had experience using Moodle, Google Classroom, and Blackboard; 80% of teachers had training from their institution for the use of virtual platforms; and in 60% of cases, higher education institutions allowed them to choose the VLP. In addition, the main issues they faced were connectivity, student attitude, and student attendance at class sessions. Fisher’s test was conducted to determine the relationship in the variables analyzed by identifying that there are differences of teachers in perception depending on age.

Career Development is a lifelong process of self-exploration and awareness, continual acquisition of knowledge about the ever-changing world of work, and decision-making. During undergraduation, students face several challenges and can sometimes feel insecure about their career choices, their future as workers, their skills, and therefore be at risk of dropout, disengagement or psychological suffering. Higher Education institutions and career counselors have to be well informed and prepared to provide career interventions that help students in this training and transition period. Orientação, desenvolvimento e aconselhamento de carreira para estudantes universitários no Brasil is a book designed to help teachers, counselors and researchers to better understand students' Career Development and needs during Higher Education. Also, it provides different approaches to intervention (individual, group, curricular, extracurricular) that can inspire professionals and institutions to improve their services in order to maximize students sucess and well-being.The authors are professors and practitioners from different Brazilian and Portuguese Higher Education Institutions, providing diverse and contextualized perspectives of Career Development and counseling. Part 1 of the book discusses some conceptual aspects and describes some empirical studies on Career Development in Higher Education. In Part 2, different experiences of intervention in Career Guidance with university students from private and public institutions in Brazil are presented. It is hoped that this book can foster interest in the topic and inspire the creation of new practices to support students in the university context.

The evidence of appearance of post-transitional crises previously predicted by methods institutional economy is given on the base of data obtained by interview method. It is shown that decreasing of quality of engineering education in Kazakhstan may be considered namely as post-transition phenomenon, which is determined mostly by the inertia of mass consciousness that was formed during the period of transition from the plan economics to the market one rather than financial factors. Some possibilities of overcoming of observed negative trends are discussed
