Іntroduction. The stable functioning and qualitative development of enterprises of the small business sector largely depend on the state's effective regulatory policy in a modern economy. Necessary are regulatory measures of the state in relation to entrepreneurship development, increase their efficiency, improvement of methods of influence on entrepreneurial activity, which will help to equalize cyclical tendencies in the functioning of small businesses, increase their social role in the social and economic development of regions and the country as a whole. In this regard, it is expedient to study the current state of small business development through the prism of identifying the advantages and disadvantages of regulatory policy in this area. Methods. General scientific and special methods are used: statistical analysis and systematization; empirical synthesis and generalization in the process of research. Results. The article covers the existing manifestations of improvement of certain important economic indicators: increase of sales volumes, growth of the share of small business in GDP and in the total number of economic entities, increase of assets and capital, increase of labor productivity and social parameters. The shortcomings of small business development in Ukraine were identified, among them: a decrease in the number of small business entities, low financial and economic efficiency, weak financial and economic status of small enterprises, high level of profitability of economic activity, small number of employed and self-employed in this sector of the economy, reduction of available workers places, critical imbalances and deformations in the development of the small business sector in the spatial and sectoral aspects. Discussion. Since regulatory policy plays a strategically important role in the functioning of the small business sector, the study of its effectiveness and the identification of deficiencies will allow to form a high-quality business environment favorable for the activation of the entrepreneurial activity of the population, the emergence of new ones, and the improvement of the efficiency of business activities of the small business actors, balanced development of the entrepreneurial sector of the national economy as a whole. In this chapter, the author describes how one can implement and incorporate creative techniques to design, develop, document and disseminate a systematic process for conducting assessment, whether it be in a multinational corporation or it be in a small business environment. The author accomplishes this by providing models, samples and established guidelines for effectively using assessment results for continuous quality improvement. The author focuses on the importance of adopting modern techniques and stresses that technology should not be viewed just as a growing trend. The author shows how technology can be intelligently implemented as an invaluable assessment tool that can quickly identify areas for improvement so that a given corporation can continue to climb the ladder of success in a competitive global market of the 21st Century.

The importance of stimulating interest in entrepreneurship and small business is now recognized worldwide. In recent years, a number of organizations in Oman have started promoting entrepreneurship. In an attempt to diversify the economy and stimulate private enterprise development, government agencies and private institutions are participating in different entrepreneurship development activities. This paper provides a brief overview of the emergence of entrepreneurship education and training followed by a review of relevant programs and activities in Oman aimed at fostering entrepreneurship and small enterprise development. The paper also suggests how to enhance the efforts related to entrepreneurship development in the country and argues that a well developed comprehensive and co-ordinated program needs to be made available nationwide.

In an environment of business uncertainty that has characterized the 21st century, enterprises, mainly small and medium-sized ones (SMEs), have to redirect or adequate their business strategies in order to adapt as fast as possible to the changes demanded by the market. Therefore, SMEs have to be more proactive nowadays, take higher risks and be more innovative in order to survive as well as to improve significantly their innovation capabilities in products, services and management systems. In simple terms, SMEs have to adopt and implement the entrepreneurial orientation as part of their everyday activities so they have more possibilities to increase their innovation level. Thus, the main objective of this research is to analyze the existing relation between proactivity, risk taking and innovativeness (dimensions of the entrepreneurial orientation) with the innovation capabilities (innovation in products, services and management systems). The results obtained show that there is a positive and significant relation among the three dimensions of entrepreneurial orientation and innovation capabilities.
