Uneasy military encounters: the imperial politics of counterinsurgency in southern Thailand

This book presents a historically and theoretically grounded political ethnography of the Thai military's counterinsurgency practices in the southern borderland, home to the greater part of the Malay-Muslim minority. The book argues that counterinsurgency practices mark the southern population as the racialized, religious, and gendered other of the Thai, which contributes to producing Thailand as an imperial formation: a state formation based on essentialized difference between the Thai and their others. Through a genealogical approach, the book addresses broad conceptual questions of imperial politics in a non-Western context: How can we understand imperial policing in a country that was never colonized? How is “Islam” constructed in a state that is officially secular and promotes Buddhist tolerance? What are the (historical) dynamics of imperial patriarchy in a context internationally known for its gender pluralism? The resulting ethnography excavates the imperial politics of concrete encounters between the military and the southern population in the ongoing conflict in southern Thailand.

Language is known to have an effect on ethnic identity.For cultural groups who hold knowledge of ethnic language as a core value, language shift can lead to a loss of ethnic identity, cultural fragmentation and “non-authentic” expressions of ethnicity Thelanguage has played and is still playing a symbolic role in the evolution and maintenance of ethnic identity within the Malay Muslim community in southern Thailand. Itis significant to know how the Malay language was used as a symbol to create and sustain the Malay identity on the ways in which Malay Muslims today understand ethnic identity, and how ethnic language fits into their own ethnic self-identifications.This paper attempts to answer the question why Malay language constitutes a vital element in the maintenance of Malay ethnic identity among the Malays of southern Thailand.Two facts have been identified regarding the language and ethnicity link among Malay Muslims. First, Malay language is seen as a relevant ethno-cultural marker and its usage is limited within family, relatives and close friends. Second, Malay language is preserved along with Thai language, making many Malay Muslims bilingual, which is quite typical in the southern border provinces of Thailand.

Following the end of the cold war, the incidence of statebuilding interventions has visibly increased in the case of dysfunctional (failed) states. Today, such interventionism in a good faith promotes liberal values and is believed to be in line with international legal regimes that makes it distinctive from neo-imperial politics. Even if state-building does not generally refer to regular warfare, it often takes analogous forms to occupation, which was codified in jus in bello at the beginning of the XXth century. While the occupation law requires occupants to maintain status quo on the occupying territory (article 43 of Hague Regulations), armed state-building is transformative by definition that seems to undermine conservative provisions of the former. The article presents traditional criteria for occupation in the Hague and Geneva conventions as well as prospects and limitations of its refinement (jus post bellum). In theory, such a redefinition could launch the formulation of the statebuilding regime, which aims to reduce deficits or double-standards in international state-building by focusing on the interests of local stakeholders of transformative projects. Hence, the Author addresses three interlocking issues: occupation within state-building, the occupation law and state-building, and transformative occupation as state-building.
