<p>This study explored female adolescent perceptions of procedural justice during police interactions in New Zealand. Available research on youth and procedural justice, is male-focused or treats youth as homogenous. No recent research has investigated female interactions with police, although police are the gatekeepers to the criminal justice system, and the rate of female incarceration is increasing rapidly in New Zealand. This qualitative study is feminist-informed and employed semi-structured interviews of 11 female adolescents who had experienced police contact within the previous five years. Transcripts of these interviews were subjected to thematic analysis and three key themes were identified: invasion of space, communication of authority, and presentation of risk. The results indicate that gender dynamics do influence female adolescents in their navigation of these three themes, and thereby, impact their perceptions of procedural justice during police encounters.</p>

Existing research shows that distrust of the police is widespread and consequential for public safety. However, there is a shortage of interventions that demonstrably reduce negative police interactions with the communities they serve. A training program in Chicago attempted to encourage 8,480 officers to adopt procedural justice policing strategies. These strategies emphasize respect, neutrality, and transparency in the exercise of authority, while providing opportunities for civilians to explain their side of events. We find that training reduced complaints against the police by 10.0% and reduced the use of force against civilians by 6.4% over 2 y. These findings affirm the feasibility of changing the command and control style of policing which has been associated with popular distrust and the use of force, through a broad training program built around the concept of procedurally just policing.

We present a series of four between-subject, multifactorial experiments that examine how labeling offenders with addiction, as well as if that psychiatric label is described to be biologically influenced, may affect community perceptions regarding the importance of procedural justice in drug treatment courts. Stigmatization toward addiction is hypothesized to moderate community views on procedural justice. Labeling with addiction garnered nonsignificant effects on community perceptions of the importance of procedural justice in drug treatment courts. Yet, patterns of moderation analyses indicated that participants with higher degrees of stigmatization toward an offender with addiction, and particularly if that psychiatric label was also described to be biologically influenced, rated the importance of offenders experiencing aspects of procedural justice as significantly higher. Higher degrees of public stigmatization associated with the “brain disease model” of addiction appear to coexist with increased community support for offenders with such labels experiencing increased procedural justice and fairness.

Police encounters with mentally ill individuals that involve the use of force by police are relatively infrequent, but sometimes quite volatile. Deinstitutionalization of the mentally ill, poorly funded and fragmented community treatment alternatives, plus increasingly restrictive civil commitment criteria have led to increased contacts with the police. Police need to exercise restraint when using force against individuals suffering from a mental disorder. There is a clear need for specialized crisis intervention police training for dealing with the mentally ill. Procedural justice theory offers a promising approach to improving police-citizen interactions. According to this framework, the fairness with which an individual is treated during an encounter by an authority figure, such as the police, can affect the perceived legitimacy of these interactions and any disposition that flows from them. This is particularly important regarding interactions between the police and those suffering from a mental disorder.

The present research examined how voice procedures and leader confidence affect participants’ negative emotions and willingness to withdraw. It was predicted that receiving voice would be valued out of instrumental concerns, but only when the enacting leader was high in confidence. Two laboratory experiments indeed showed an interaction between type of voice (pre-decisional vs. post-decisional) and leader’s confidence (low vs. high) on participants’ negative emotions and willingness to withdraw. In particular, post-decision voice only led to more negative responses than did pre-decision voice when the enacting leader was high in confidence. Negative emotions mediated this interaction effect of type of voice on willingness to withdraw. Implications for integrating the leadership and procedural justice literatures are discussed.
