Austrian foreign cultural policy: Europeanization through the prism of national interests

The article examines the positive and negative experience of the consolidation of French and German citizens in process of nation-building by means of culture. The research deals with: practice of collecting masterpieces that influenced the development of public museums and the ability to defend national interests; the practice of consolidation of citizens around monuments of cultural figures; practices of confrontation between conservative intellectuals and modern artistic circles, which led to the fight against dissent, the destruction of books and the formation of the ideology of Nazism; practices of nazification of the education system, which revealed growing of the conflict between ideal virtues and the real behavior of participants in the educational process and politicians, and which subsequently legitimized absolute obedience to the leader; practices of collecting library collections, accompanied by theft of public libraries and private collections. The positive consequences of the consolidation citizens with the help of cultural institutions are indicated: the institutionally formed sphere of culture allows citizens to experience national pride, to be aware of themselves as a part of an original and rich national culture, to form their national identity. Cultural institutions create a space, which creativity is encouraged, opportunity for public discussions about culture and society are provided; educational and scientific activities are carried out. Recommendations on building a strategy for the cultural policy of Ukraine: the sphere of culture should be aimed at consolidating citizens; should expand the possibilities of various subjects of cultural activity and minimize the negative influences of the state; should expand access to quality education that fosters a culture of critical and creative thinking; should expand opportunities for international cooperation in educational and cultural projects based on the values of rights and freedom of individuals, mutual understanding and mutual respect of representatives of different cultures.

The variety of conceptual aspects of the Frances's external cultural policy is considered in the article through adjustments introduced to it by different governments which staggered each other since 1980s. The modern concept of the French cultural diplomacy was a result of a long historic evolution in the framework of the traditional action of its governors aimed at protection of cultural identity and national interests of their country. From its genesis in the Middle Ages in the form of voluntary acts by its Monarchs and further by Republican Presidents this very concept was never translated into a basic programmatic document. It happened only in 1983 within specific historical circumstances in a form of a doctrinal paper entitled "External cultural project of France" elaborated and approved by the government of socialists. Since that time, conventionally speaking, the doctrine of the external cultural action of France could be divided in three stock ideas: cultural "shining", cultural exception and cultural diversity which alternated each other.

Advantages as well as risks connected with membership in WTO are noted. The authors rely mainly on the data from the fourth round of the European Social Survey held in 2008 in their comparison between the Russian basic values and the values of the 31 other European countries as measured by Schwartz Portrait Values Questionnaire. The authors start from comparing country averages. Then they compare Russia with the other countries taking into account internal country value diversity. And finally they refine cross-country value comparisons taking the advantage of the multiple regression analysis. As revealed from the study there are important value barriers to the Russian economy and society progress and well targeted cultural policy is needed to promote necessary value changes.

There is a pressing need to extend our thinking about diplomacy beyond state-centric perspectives, as in the name of sovereignty and national interests, people on move are confronting virtual, symbolic and/or material walls and frames of policies inhibiting their free movement. My point of departure is to explore migrant activism and global politics through the transformation of diplomacy in a globalised world. Developing an interdisciplinary dialogue between new diplomacy and sociology, I evidence the emergence of global sociopolitical formations created through civic bi-nationality organisations. Focusing on the agent in interaction with structures, I present a theoretical framework and strategy for analysing the practices of migrant diplomacies as an expression of contemporary politics. A case study from North America regarding returned families in Mexico City provides evidence of how these alternative diplomacies are operating.

A country needs to make contact with each other based on the national interests of each country related to each other, including among others economic, social, cultural, legal, political, and so on. With constant and continuous association between the nations of the world, it is one of the conditions for the existence of the international community. One form of cooperation between countries in the world is in the form of international relations by placing diplomatic representation in various countries. These representatives have diplomatic immunity and diplomatic immunity privileges that are in accordance with the jurisdiction of the recipient country and civil and criminal immunity for witnesses. The writing of the article entitled "The Application of the Principle of Non-Grata Persona to the Ambassador Judging from the Perspective of International Law" describes how the law on the abuse of diplomatic immunity, how a country's actions against abuse of diplomatic immunity and how to analyze a case of abuse of diplomatic immunity. To answer the problem used normative juridical methods through the use of secondary data, such as books, laws, and research results related to this research topic. Based on the results of the study explained that cases of violations of diplomatic relations related to the personal immunity of diplomatic officials such as cases such as cases of persecution by the Ambassador of Saudi Arabia to Indonesian Workers in Germany are of serious concern. The existence of diplomatic immunity is considered as protection so that perpetrators are not punished. Actions against the abuse of recipient countries of diplomatic immunity may expel or non-grata persona to diplomatic officials, which is stipulated in the Vienna Convention in 1961, because of the right of immunity attached to each diplomatic representative.

The aim of the article is to show the role of parliament in the foreign policy within the framework of the conservative school of thought. The authors examine both Russian and Western traditions of conservatism and come to the conclusion that the essential idea of “the rule of the best” has turned to be one of the basic elements of the modern legislative body per se. What’s more, parliament, according to the conservative approach, tends to be the institution that represents the real spirit of the nation and national interests. Therefore the interaction of parliaments on the international arena appears to be the form of the organic communication between nations. Parliamentary diplomacy today is the tool that has the potential to address to the number of issues that are difficult to deal with within the framework of the traditional forms of IR: international security, challenges posed by new technologies, international sanctions and other.
