Over the past decade, a major policy and regulatory problem for governments in Australia and elsewhere has been the implementation of strategies to switch from analogue to digital television broadcasting systems. Despite extensive debate, the transition to digital broadcasting remains fraught. What seems to be a technical matter conceals a range of intractable social, economic and cultural policy decisions. This article explores some of the challenges of digital television through the prism of an earlier, and often overlooked, transformation of television, namely the consumer-driven uptake of what can be called the ‘new television technologies’ of the 1970s and 1980s. These earlier forms of new television help to highlight several arguments: that television was not a stable object prior to digital broadcasting; that the connections between television and broadcasting have been contingent and provisional; and that a remarkable degree of innovation, disruption and adaptation has occurred at the fringes of the broadcasting system, leading to the creation of new audiovisual economies on the boundaries of the household and the market. The article then considers some examples of the ways in which this ‘household sector’ is developing as a new policy problem.

The recent zero-priced award of $11–70 billion in digital TV (DTV) licenses by the federal government occurred when auctions had been initiated for non-broadcast licenses and when the seven decade-old regime of ‘public trusteeship’ in broadcasting had become famous for licensee reneging on promised obligations. Policymakers nonetheless declined to auction DTV licenses when enacting the Telecommunications Act of 1996, rejecting a plea from the Senate Majority Leader. This paper provides an overview of the episode and investigates three basic questions. (1) Why does Congress continue a regulatory system that routinely fails to provide the benefits it is supposed to generate? (2) Why did the National Association of Broadcasters propose high definition television as a way of keeping land mobile operators off an unused spectrum? (3) Why did Congress delegate to the FCC the decision to award licenses for digital television broadcasting?

Flexibility for many viewers comes from digital technologies and their interaction with television broadcasting. Significantly, as television is switched to digital transmissions, viewers with disability have the potential to experience flexibility in the form of accessibility features such as audio descriptions, captions, lip-reading avatars, signing avatars, spoken subtitles and clean audio. This flexibility may in fact provide some people with access to television for the first time. This exploratory study reports results from an online survey of Australians with disabilities conducted during the final months of the simulcast period before analogue signals were switched off in 2013. While captioning emerged as the most desired accessibility feature, differences surfaced when the data were broken into specific impairment types. This article highlights the importance of digital flexibility specific to impairment type, and locates people with disability as a significant group to consider as more changes take place around digital television broadcasting via the NBN.

"The audience wants to be able to watch a program when they want - in fact most every technological innovation adopted by the television industry has had some aspect in its design to fulfil that desire. I'm interested in how technologies facilitate audiences in finding a way to watch what they want to, when they want to. I'm also interested in (and to be frank, somewhat anxious since I work in television) what new pitfalls and possibilities the latest technologies pose for the future of television production and distribution in Canada. As we'll lean later, there are technological changes afoot that could sideswipe the effort of generations of Canadian broadcast policymakers and topple the Canadian television industry in their wake. Ours is a fragile television broadcasting system, crippled by a deeply divided policy framework based on two opposing philosophies -- one that puts an emphasis on television's role as a public service and another that emphasizes its commercial purposes and profitability. I will evaluate whether that policy framework is equipped to safeguard Canada's precarious television industry against what some say is an inevitable tidal wave of American domination heading our way. But first I want to investigate whether American domination of our TV sets is such a horror. If television doesn't really matter when it comes to our cultural and national sovereignty, I might as well stop writing right now. But as we'll learn, it does matter. While there is much debate over how television plays a role in our functioning as a sovereign society there is a general consensus that something is happening when we watch TV. This chapter analyses the impact of digitalization on TV marketing strategies focusing on the role of brand as a loyalty-based resource, available to digital television networks to create a sustainable competitive advantage. We analyze the cognitive process adopted by a viewer in the selection process of a TV channel and provide managerial implications for branding strategy and the tools that a television network and an iTV portal need to adopt to communicate values connected with their brand. The goal of this analysis is to offer insights on how a digital television network may create a channel experience leveraging on brand to increase viewers’ loyalty and competitive advantage.

Since the inception of digital terrestrial TV (DTT) in the United Kingdom on September 23, 1998, many countries have developed keen interests in this changing landscape of digital television. Soon after, the U.S. also started DTT on November 1, 1998, and other countries such as Germany, France, Japan, and Korea would join the technological trend. Most countries are scheduling the transition of analog TV into digital TV by around 2010 (Table 1). In the digitalization process, each government has two main concerns; one is about when the conversion from analog to digital TV (DTV) is scheduled, and the other is about how smoothly the schedule is completed. While the U.S. currently set analog switch-off for February 17, 2009, the European Commission has planned that switchover from analog TV should be completed in Member States by 2012. The spectrum plans of Member States in the EU said to be flexible enough to allow the introduction of other electronic communications services, along with DTT (Indepen, Ovum, & Fathom, 2005). According to EU Directive, the UK is planning to finish the switchover in 2012 and Germany in 2010. In Asia, South Korea is expected to be completed in 2010, Japan in 2011, and China in 2015. Unlike government-announced timetables, each country has some difficulties in keeping for the transition process so that the successful conversion within the scheduled timeline may not be possible. Thus, this article first examines which kinds of problems and alternatives are emerging in the policy process for DTV transition in several countries. Secondly, it attempts to find the global implication from what sorts of DTV transition issues are observed in most countries and from how they are broaching the problems of existing regulation systems and the social conflicts among stockholders, especially in Asian countries.
