Large, regional-scale marine protected areas (MPAs) and MPA networks face different challenges in governance systems than locally managed or community-based MPAs. An emerging theme in large-scale MPA management is the prevalence of governance structures that rely on institutional collaboration, presenting new challenges as agencies with differing mandates and cultures work together to implement ecosystem-based management. We analyzed qualitative interview data to investigate multi-level social interactions and institutional responses to the surprise establishment of the Papahānaumokuākea Marine National Monument (monument) in the northwestern Hawaiian Islands (NWHI). The governance arrangement for the monument represents a new model in US MPA management, requiring two federal agencies and the State of Hawai‘i to collaboratively manage the NWHI. We elucidate the principal barriers to institutional cotrusteeship, characterize institutional transformations that have occurred among the partner agencies in the transition to collaborative management, and evaluate the governance arrangement for the monument as a model for MPAs. The lessons learned from the NWHI governance arrangement are critical as large-scale MPAs requiring multiple-agency management become a prevalent feature on the global seascape.

Across the globe, community-oriented protected areas are increasingly recognised as an effective way to support the preservation and maintenance of the traditional biodiversity related knowledge of indigenous peoples and local communities. We argue that guaranteed land security and the ability of indigenous and local peoples to exercise their own governance structures is central to the success of community-oriented protected area programs. In particular, we examine the conservation and community development outcomes of the Indigenous Protected Area program in Australia, which is based on the premise that indigenous landowners exercise effective control over environmental governance, including management plans, within their jurisdiction (whether customary or state-based or a combination of elements of both), and have effective control of access to their lands, waters and resources. Key Words: community-oriented protected areas, Indigenous rights, conservation, Australia

A majority of protected areas are not being managed effectively enough to ensure the perpetuity of biological resources they contain due to impediments such as poor governance. This study focused on the experiences in the shared governance of people involved in partnership-managed protected areas and also on developing critical success factors in implementing such partnerships. The interpretivism approach was appropriate for this qualitative, inductive, descriptive, and exploratory three-case study that used in-depth interviews and open-ended quester-views with a purposive sample to generate data. In the early stages of the projects, the protected area shared governance was not stable and was characterized by many pitfalls because the concept of partnerships was new in Zimbabwe. It is important to develop guiding frameworks and build capacity that eliminates governance vacuum, ambiguity, deficiencies, overcrowding, redundancies, bureaucracy, and politics from the early stages of the partnerships. Community participation is crucial in the management and long-term sustainability of protected areas in developing countries. Further, governance reforms for the protected areas needed to recognize traditional and cultural sites in the project areas and develop governance types of the sacred sites formally attributed to the local ethnic indigenous people nested within project shared governance. Some critical success factors of well-shared governance of protected areas are in the text. However, all the principles of good governance may not be usable in one case study

Abstract Kasa island, with an area of 52.80 Ha, was declared a KBA in the Wallacea region with the staut of wildlife sanctuary and Ocean Tourist Reserve because of its particular biodiversity and its service to the environment. This research aimed to determine the social, biophysical potential and the threats to the region, as well as to explore a collaborative management. The methods used included survey, spatial analysis of the vegetation and Focus Discussion Groups (FDG). The results showed a variety index level of 1.37%. The dominant tree species were belo hitam, salamuli daun besar and kayu besi pantai. The belo hitam species had the highest INP. The wildlife sanctuary is the habitat of the Gosong Maluku bird (Eulipoa and Megapodis), an endemic species called Gosong Maluku (Euliopa wallacei). Other species include Gosong Kelam (megapodius freycinet). The coastline with its white sand and natural ocean is a tourist attraction with development potential. The strategy which needs to be developed is by using strengths to take advantage of opportunities so they can overcome weaknesses and threats. the strategies developed are as follows: Collaborative Management; Strengthening The Capacity of Local Community and Formulation of regional policy regarding Kasa Island management

AbstractSonitpur and Udalguri district of Assam possess rich tropical forests with equally important faunal species. The Nameri National Park, Sonai-Rupai Wildlife Sanctuary, and other Reserved Forests are areas of attraction for tourists and wildlife lovers. However, these protected areas are reportedly facing the problem of encroachment and large-scale deforestation. Therefore, this study attempts to estimate the forest cover change in the area through integrating the remotely sensed data of 1990, 2000, 2010, and 2020 with the Geographic Information System. The Maximum Likelihood algorithm-based supervised classification shows acceptable agreement between the classified image and the ground truth data with an overall accuracy of about 96% and a Kappa coefficient of 0.95. The results reveal a forest cover loss of 7.47% from 1990 to 2000 and 7.11% from 2000 to 2010. However, there was a slight gain of 2.34% in forest cover from 2010 to 2020. The net change of forest to non-forest was 195.17 km2 in the last forty years. The forest transition map shows a declining trend of forest remained forest till 2010 and a slight increase after that. There was a considerable decline in the forest to non-forest (11.94% to 3.50%) from 2000–2010 to 2010–2020. Further, a perceptible gain was also observed in the non-forest to the forest during the last four decades. The overlay analysis of forest cover maps show an area of 460.76 km2 (28.89%) as forest (unchanged), 764.21 km2 (47.91%) as non-forest (unchanged), 282.67 km2 (17.72%) as deforestation and 87.50 km2 (5.48%) as afforestation. The study found hotspots of deforestation in the closest areas of National Park, Wildlife Sanctuary, and Reserved Forests due to encroachments for human habitation, agriculture, and timber/fuelwood extractions. Therefore, the study suggests an early declaration of these protected areas as Eco-Sensitive Zone to control the increasing trends of deforestation.
