In this chapter, the author acknowledges that over the last few decades, information and communications technologies (ICTs) have progressed at a remarkable pace. By the mid-1990s, the new technology had been used to engineer a major transformation of the private sector, reshaping markets and the basic building block of the modern economy: the corporation. Likewise, enthusiasts predicted that the public sector was about to go through a similar transformation. A new era in government was said to be dawning. For some, electronic- or e-government promised to transform government operations leading to major “efficiency gains” in service delivery. But e-government is proving more difficult and costly than first thought and the expected benefits have been slow to materialize. With some notable exceptions, the efficiency gains have been mixed. The boom in e-commerce was short-circuited by the dot-com bust. Is the bloom coming off the e-government rose? This chapter tries to shed more light on the pertinent issues and reflect a broader vision that e-government is about the transformation of government. A firm commitment from decision makers to think through the issues and steer the right course is critical or e-government could easily lose momentum or veer off course.

Information and Communications Technologies management and, in particular, Web pages are fundamental to an adequate disclosure of information and dialog to NPOs´ stakeholders. Amongst the entities of this sector, the labor of University Foundations (UF) as intermediary agents between the university and society is highlighted in this chapter. In spite of their social mission, the corruption cases of some UF have questioned their legitimacy, so the demand for new models of accountability has increased. Based on these precedents and centered on United States cases, this study presents two objectives: firstly, to analyze the influence of regulation, related to the right to information access, in UF´s Web usage as an accountability mechanism; secondly, to identify the relation between the management of 1.0 Web and the implementation of the new technologies of information—2.0 Web—in the aforementioned Web pages.

Abstract In this article, I discuss the contribution of theoretical resources to the transformation in my thinking about professional development and accountability, within an action research self-study of practice as a civil servant, in the context of participation on the Doctor in Education (Leadership) programme at Dublin City University (DCU) in the period 2008-2012. It is at the intersection of these subject positions, between theory and practice, that professional development was explored through the ‘leadership problem’ of encouraging trainer colleagues to investigate the educational potential of information and communications technologies (ICT) for the development of their practice. Ultimately, this constituted a critical space for sustained dialogue between the self and the social in exploring professional subjectivity. The resources discussed supported the interrogation of social, cultural and historical conditions influencing self-understanding and narrative reasoning (Tamboukou, 2008) and movement from strategic to communicative reasoning (Habermas, 1984). It is claimed that this has significance for the development of a more educational training practice, which expresses a concern for subjectivity and agency in the face of a growing ‘performativity’ in professional life (Ball, 2003).

Information and communications technologies (ICTs) and the Internet have to a large extent influenced the way information is made available, published and accessed. More information is being produced too frequently and information users now require certain skills to sift through this multitude in order to identify what is appropriate for their purposes. Computer and information skills have become a necessity for all academic programmes. As libraries subscribe to databases and other peer-reviewed content (print and electronic), it is important that users are also made aware of such sources and their importance. The purpose of this study was to examine the teaching of information literacy (IL) in universities in Zimbabwe and South Africa, and the role played by librarians in creating information literate graduates. This was done by examining whether such IL programmes were prioritised, their content and how frequently they were reviewed. An electronic questionnaire was distributed to 12 university libraries in Zimbabwe and 21 in South Africa. A total of 25 questionnaires were returned. The findings revealed that IL was being taught in universities library and non-library staff, was compulsory and contributed to the term mark in some institutions. The study also revealed that 44 per cent of the total respondents indicated that the libraries were collaborating with departments and faculty in implementing IL programmes in universities. The study recommends that IL should be an integral part of the university programmes in order to promote the use of databases and to guide students on ethical issues of information use.

In 2016, the United Nations (UN) launched the Digital Blue Helmets (DBH) program under its Office of Information and Communications Technologies (OICT). The launching of DBH was a continuation of a series of steps that the UN and its related agencies and departments have undertaken over the past decade to incorporate cyberspace within their working methodologies. At the time of inception, DBH was envisioned as a team capacitated to act as a replica of a physical peacekeeping force but for the sole purpose of overseeing cyberspace(s). Several research studies have been published in the past few years, which have conceptualized cyber peacekeeping in various ways. Some scholars have mentioned DBH as a starting point of cyber peacekeeping while some have proposed models for integration of cyber peacekeeping within the current UN peacekeeping architecture. However, no significant study has attempted to look at how DBH has evolved since its inception. This research article aims to examine the progress of DBH since its formation. It argues that despite four years since its formation, DBH is still far away from materializing its declared objectives. The article also discusses the future potential roles of DBH, including its collaboration with UN Global Pulse for cyber threat detection and prevention, and embedding the team along with physical peacekeepers.
