AbstractInternational mega-events inject millions of dollars into host countries’ economies, yet few studies assess which citizens benefit from events and which do not. Governments justify their bids for mega-events by arguing that infrastructure projects, event-related jobs, and tourist spending benefit many citizens. However, researchers find mixed impacts on host economies and the average citizen. Scholars and activists argue that a few businesses benefit while high prices and event-specific laws exclude poor citizens. Under what conditions do poor citizens benefit from mega-events? This article analyzes original interview, survey, and participant observation data on street vendors in São Paulo, Brazil during the 2014 FIFA World Cup. The project finds that most street vendors lost money, while a minority made record profits. Those who benefited from the event used brokers, bribes, and pockets of forbearance to circumvent FIFA’s exclusionary rules.

2018 FIFA World Cup became the first championship held in Russia and Eastern Europe. However, at that time, Russia already had experience in hosting sports mega-events such as the 2014 Winter Olympics in Sochi, the 2013 Summer Universiade in Kazan, and before that the 1980 Olympic Games in Moscow. Hosting the championship in 11 cities at once sets the 2018 FIFA World Cup apart from all these events. It gave impetus to the socio-economic development of all cities (and regions) where the matches were held, including Ekaterinburg. On the other hand, the sports mega-event provides unique opportunities for the global marketing positioning of the city. The present study examines the challenges of developing a city marketing strategy using the case of Ekaterinburg. Theoretical foundations of place marketing were employed for the analysis. Based on the critically explored concepts of place marketing and the competitiveness of the territory, the author’s 4C + 1S model was constructed. The current state of the urban environment was evaluated using a SWOT analysis conducted in a group of students. The research also analysed cities’ experience in conducting recent sports mega-events in the world and managing their facilities and infrastructure after these events. In conclusion, we formulated the proposals for Ekaterinburg’s positioning, including the improvement of the transport system, solution to environmental problems, increase in the effectiveness of the local government, and maintenance of public consensus. As a basis for specialisation, it is suggested to consider either the industry of meetings (MICE) or industrial tourism with complementary ‘natural’ and ‘historical’ directions. The proposed 4C + 1S model can be used as a methodological framework for the creation of urban marketing strategies. Additionally, the article makes a theoretical contribution to the development of place marketing. The results can be applied in further academic urban studies.

Utilizou-se a realidade brasileira no que tange o estudo para implantação de PCHs, a legislação nacional e órgãos envolvidos no processo como: Agência Nacional de Energia Elétrica (ANEEL), Agência Nacional de Águas (ANA), Departamento de Água e Energia Elétrica (DAEE) e Companhia Ambiental do Estado de São Paulo (CETESB). O processo de estudo de um potencial hidráulico conta com cinco fases: Estimativa do Potencial Hidrelétrico; Inventário Hidrelétrico; Estudo de Viabilidade; Projeto Básico e Projeto Executivo. Em consonância a este processo é necessário realizar o Estudo de Impacto Ambiental (EIA) e o respectivo Relatório de Impacto Ambiental (Rima). Como ambiente de diálogo entre todos os atores envolvidos, o processo de licenciamento ambiental conta com as audiências públicas, nessas devem ocorrer trocas de informações e conhecimento das demandas dos diversos envolvidos, inclusive da comunidade local, sua efetiva participação é fundamental para a otimização o projeto nos âmbito socioambiental.   Palavras-chaves: PCHs, licenciamento ambiental, comunicação.   THE SHPs STUDY AND IMPLEMENTATION PROCESS AND IMPORTANCE OF ENVIRONMENTAL LICENSING FOR COMMUNICATION BETWEEN ENTREPRENEURS AND LOCAL COMMUNITY   ABSTRACT: The aim of this paper was to present the process of study and implementation of Small Hydroelectric Power Plants (SHPs), local community participation and the importance of their effective participation. The Brazilian reality was used in the study for the implementation of SHPs, as well as, national legislation and public agencies involved in the process, such as: National Electricity Agency (ANEEL), National Water Agency (ANA), Department of Water and Electric Energy (DAEE) and Environmental Company of the State of São Paulo (CETESB). The process of hydraulic potential study has five stages: hydropower potential estimation; hydraulic inventory; viability study; basic project and executive project.  It is also necessary to carry out the Environmental Impact Study (EIA) and Environmental Impact Report (RIMA). According to all the actors involved, the environmental licensing process relies on public hearings, where must occur change of information and knowledge stakeholders demands, including the local community, which effective participation is fundamental for the optimization of the project socio-environmental scope. Keywords: SHPs, environmental licensing, communication.

The purpose of this research study was to identify how mega-events that had been established in the official calendar of SPTuris (São Paulo Tourism Company) in 2020, of the Municipality of São Paulo, Brazil, have adapted to the coronavirus pandemic. The study verified the impacts and obstacles caused in the event industry as well as the mitigation of such difficulties. A presentation was made on concepts, classifications of events, their history, and position in the market, including a description of actions by organizers not to stop all activities; the authors also included an interview with a representative of two companies in the event industry. The study conclusion was that most events opted for the internet and social media, in addition to drive-thru and delivery activities in the case of gastronomy; and that there have been gains in health safety and in the role of hybrid events in the future.

Legacies – structures that are built for events and which remain after the same - are one of the major positive aspects paraded by mega sporting events organizers. This study´s purpose is to analyze the current situation of legacies promised by the many governmental instances for the city of São Paulo - host city of Fifa´s 2014 World Cup – and prospect which legacies will become effective in the city. Preliminary assessments may raise construction concerns, alert the public to keep an eye on undertaken obligations and encourage official actions (Mangan, 2008, p. 1,871). Data was obtained from National Audit Court (TCU) reports, Ministry and United Nations documents, in addition to testimonials and information gathered from some of Brazil´s major press media. Data analysis was conducted by classifying legacies according to tangible and intangible legacy concepts (Kaplanidou and Karadakis, 2010) followed by an analysis of promised legacies versus current status during the period of analysis. Finally, discussions as to most probable to come about legacies were presented. Results indicate that a portion of promised legacies stand a fair chance of achievement. On the other hand, other projects lag behind schedule or have been cancelled. Preliminary surveys suggest full completion of promised legacies is not possible, there has been an overuse of public resources as opposed to that planned, and provide indicatives as to the investment´s high opportunity cost.
