This chapter articulates Adam Smith’s philosophy of science. The first section emphasizes the significance of Smith’s social conception of science—science takes place, not always comfortably, within a larger society and is itself a social enterprise in which our emotions play a crucial role. Even so, in Smith’s view science ultimately is a reason-giving enterprise, akin to how he understands the role of the impartial spectator. The second and third sections explain Smith’s attitude to theorizing and its relationship, if any, to Humean skepticism. Smith distinguishes between theory acceptance and the possibility of criticism; while he accepts fallibilism, he also embraces scientific revolutions and even instances of psychological incommensurability. His philosophy is not an embrace of Humean skepticism, but a modest realism. Finally, the chapter explores the implications of Smith’s analysis of scientific systems as machines.

Abstract Using detailed data for U.S. homeowners, we document a negative, nonlinear relation between the loan-to-value ratio (LTV) of homeowners' primary residence and their labor income. Consistent with high LTV individuals experiencing constrained mobility, we find stronger effects among subprime, liquidity-constrained individuals and those living in regions with limited alternative local employment opportunities and strict noncompete law enforcement. Though high LTV individuals are less likely to move across MSAs, they are more likely to change jobs without changing their residence. We find no effects among similar neighboring renters employed at the same firm and with a similar job tenure.

Purpose To further our insight into the role of networks in health system reform, the purpose of this paper is to investigate how one agency, the NSW Agency for Clinical Innovation (ACI), and the multiple networks and enabling resources that it encompasses, govern, manage and extend the potential of networks for healthcare practice improvement. Design/methodology/approach This is a case study investigation which took place over ten months through the first author’s participation in network activities and discussions with the agency’s staff about their main objectives, challenges and achievements, and with selected services around the state of New South Wales to understand the agency’s implementation and large system transformation activities. Findings The paper demonstrates that ACI accommodates multiple networks whose oversight structures, self-organisation and systems change approaches combined in dynamic ways, effectively yield a diversity of network governances. Further, ACI bears out a paradox of “centralised decentralisation”, co-locating agents of innovation with networks of implementation and evaluation expertise. This arrangement strengthens and legitimates the role of the strategic hybrid – the healthcare professional in pursuit of change and improvement, and enhances their influence and impact on the wider system. Research limitations/implications While focussing the case study on one agency only, this study is unique as it highlights inter-network connections. Contributing to the literature on network governance, this paper identifies ACI as a “network of networks” through which resources, expectations and stakeholder dynamics are dynamically and flexibly mediated and enhanced. Practical implications The co-location of and dynamic interaction among clinical networks may create synergies among networks, nurture “strategic hybrids”, and enhance the impact of network activities on health system reform. Social implications Network governance requires more from network members than participation in a single network, as it involves health service professionals and consumers in a multi-network dynamic. This dynamic requires deliberations and collaborations to be flexible, and it increasingly positions members as “strategic hybrids” – people who have moved on from singular taken-as-given stances and identities, towards hybrid positionings and flexible perspectives. Originality/value This paper is novel in that it identifies a critical feature of health service reform and large system transformation: network governance is empowered through the dynamic co-location of and collaboration among healthcare networks, particularly when complemented with “enabler” teams of people specialising in programme implementation and evaluation.

Time Credits are a form of community currency based upon the reciprocal exchange of time and represent an interpretation of ‘time banking’ by a UK social enterprise, Spice. This article sets out the contribution made by research on Time Credits to the theory and practice of co-production in public services. Time Credits are intended to improve wellbeing through volunteering and ultimately increase economic participation. There is a focus on communities exhibiting high levels of deprivation within a small Cambridgeshire town (Wisbech, UK) which is geographically isolated and characterised by low-skilled, agri-food based employment opportunities that attracted high levels of inward migration from the A8 EU accession countries. In separating the rhetoric from the reality of co-production, the research aims to shed some light upon the extent to which such initiatives can realistically engender a shift towards a more reciprocal economy in the context of an ongoing programme of fiscal austerity.

We focus on networked arrangements of digital resources that are shared among otherwise independent units to advance conceptual and empirical insights about their governance. We are motivated by the simple observation that, increasingly, independent organizations are engaging in shared activities, often relying on purpose-built digital infrastructures to support this move to inter-dependence. To advance current conceptualizations of networked governance, we draw on data from 42 public safety networks and use fuzzy-set qualitative comparative analysis. We do so because fsQCA allows us to account for the realities of inter-dependence among the concepts and variables we consider and to illuminate the multiple viable governance patterns that are possible. The results show the importance of network-level governance competencies to manage stakeholders and information infrastructure to achieve high effectiveness of PSN. Analysis makes clear that there exist five configurations of PSN governance practices that enable high levels of network governance effectiveness. Common to all these configurations are the network-level competence in managing both stakeholders and the digital infrastructure, suggesting these are necessary (but not sufficient) network-level governance competencies. Building from the analysis, we advance the role of specific network-level governance competencies, and the current conceptualization of network governance more broadly.
